Report from Auckland Council on an
urgent basis.
A LIM report from the local
Councils is often considered
one of the most critical pieces of
information that experts recommend
every prospective buyer to obtain
and get it reviewed by a property
law expert.
Councils hold critical information
about all properties that generally
slips from the plain eyes such as
potential erosion, subsidence or
slippage, flooding, private and public
stormwater, and sewerage drains,
resource planning consents and rates,
including any overdue rates.
There is indeed a cost that Councils
incur in procuring and compiling
this report and making it available
to the clients – a cost that is often
considered necessary as the cost of
insurance that covers any potential
risks and gives peace of mind.
However, one prospective first
home buyer, who has spoken with the
Indian Weekender on the condition of
anonymity, is unhappy with the extra
$106 that she had to bear for Urgent
LIM report on top of the normal $304
required for a Standard LIM report.

I had been misled and my nerves
were played-up, by the information
presented in the Auckland Council
website, so as to make me choose the

for just a Standard Report,” Mrs

“We are a first home buyer-couple
on a tight budget, and just recently
our offer on a property got accepted,
giving us ten working days to
clear finances.
“By the time we reached to the
point of making the decision to apply
for a LIM report, we had already past
three working days.
“Given with stark choices of taking
the risk of applying for the Standard
Report and waiting for ten working
days or going for Urgent Report and
getting it done in 3 working days,
we were naturally anxious and chose
the latter,”
“I have asked my husband to
apply for the online version, which
he did on a Sunday night, and to
our surprise, we received the report
before 9 a.m. on Monday morning.”
“While initially, we felt delighted
by receiving the report quickly
as we realised we were at least
making some progress, however,
subsequently it began to sink in that
we could have chosen the cheaper
option and still be able to receive
the report within a reasonable time
and save our valuable $104 at this
crucial time where we are counting
our every penny,” Mrs Thomas said.
“It just did not feel right.
“The council should either charge
for a service ethically or layout
the information on its website in a
manner that removes any doubts and
uncertainty,” Mrs Thomas said.
“If the Council website says that
a Standard LIM Report can take up
to 10 working days and which does
not including delivery time, then it
clearly means that the report needs
to be prepared within that given
that an Urgent LIM Report can take
up to 3-4 working days without
including delivery time, then it
means that that much time is required
to prepare the report.
“However, the manner we received
our report – within a couple of hours
- it clearly showed that the report
was sitting there at the computer and
not prepared.”
“It feels a rip off as I could have
also chosen the cheaper option if I
had the knowledge that an already
prepared report was sitting there in
the computer and all is required is to
choose the method of delivery,” Mrs
Thomas said.
Meanwhile, responding to the
Indian Weekender’s query, Auckland
Council has said that the delivery of
the urgent service within three days
is an “exception.”

that the Councils have a legislative
requirement to issues LIM reports
within ten working days.
However, they have an internal
service where they offer a three
day urgent (not including delivery
time) service.
“If a customer wants a LIM report
quickly then we offer the urgent
service, which pulls together the LIM
report with-in three working days.
If a customer receives a standard
LIM report within three days, it is
an exception.
"Our ability to deliver a standard
LIM within this timeframe will be
dependent on a number of factors
including the number of application
in progress at the time. This number
fluctuates from day to day,” Mr
McCormick said.

Indian cyclist on a mission
to bike around the world
reaches New Zealand

A
n Indian activist on a mission to
bike around the world on a cycle has
reached Aotearoa New Zealand on his
path to covering 191 countries in the world in a
span of sixteen years (2004-2020)
Somen Debnath, a volunteer and activist
for HIV/AIDS prevention, belongs to a small
remote village of West Bengal, India, and has
already pedalled 169,200 km covering 157
countries before reaching NZ last week.
A graduate in Zoology from the Calcutta
University and Visharad (Masters) in Fine Arts
from the Sarbabharatiya University in India,
Somen’s journey started into activism while he
was studying in a school where he campaigned
in different parts of the state creating awareness
about sexually transmitted diseases, HIV and
AIDS.
“When I was 14, I read a story on newspaper
about a man who died of HIV/AIDS, and
it intrigued me what could be deadlier than
cancer, and then I started learning more about
it,” cyclist Somen Debnath told The Indian
Weekender.
While studying more about it, I got
specialised training under West Bengal State
AIDS Prevention & Control Society and
shortly started volunteering work in schools
and villages.
Somen’s volunteering at remote parts of
India helped him to create a vision of reaching
out to bigger audience not just in India but
internationally and what better than to choose
to cycle across the globe.
By the age of 19, Somen had become an
activist who was moved by the plight of
people suffering from the dreaded disease that
could largely be warded off by the power of
knowledge.
It was this desire to spread awareness and
knowledge and thereby eradicate the ignorance
that breeds HIV & AIDS disease that propelled
him to become a globetrotter cyclist activist.
Somen considers two individuals as
inspirations behind his mission to explore the
world and spread the word about Indian culture
and the awareness about HIV.
“Bimal Mukherjee, the first Indian
globetrotter who travelled the world on his
bicycle between 1926 and 1937 and his book,
was published in 1998. I was impressed
to inspire by his struggles and bravery of
conquering the globe on two wheels that pushed
me towards my mission.
“And Swami Vivekananda, who is my
second inspiration. I read his book ‘Aamar
Bharat Amar Bharat’ (My India, Eternal India)
that inspired me to start my journey in India
and it also taught me that I would find India in
every country of the world- the diaspora living
there is an embodiment of real India away from
India,” Somen added.
Starting from a remote village in Sundarban
mangrove forest in the province of West
Bengal, Somen toured the whole of India in two
and a half years.
Somen then set his footprint outside India
covering South East and Central Asia between
2006 and 2009 covering 24 countries.
Between 2009 and 2012, he explored Europe,
covering 45 countries travelling far north to
Greenland. He covered 52 African countries
and ten in the Middle East between 2012-2015
and then to 13 countries in South America
touching the South Pole to Antarctica
between 2016 and 2017.

fortunate to somehow manage to meet friendly

through all kinds of challenges.
“So far I have used a total of eight cycles
where I carry all my gear, of which three were
stolen, and the rest four donated to different
museums,” Somen added.
Each of Somen’s bike had roughly covered
an average of 25,000 to 30,000 km and his last
bike was recently donated and displayed at a
museum in Texas, USA.
“I donated my last bike to the museum in

countries and regions has given several
inspiring speeches and lectures on
both HIV/AIDS prevention and the

“I have had tough days, but I never
gave up, which is what I learned at
the very beginning of my journey.
I want to spread positivity to
the world, share the love and
culture that I come from and
meet every possible person in
my journey- and if I can bring
positive change in even one
individual, I will consider
my journey successful,”
Somen added.

homelessness in New Zealand

ast week, our Prime Minister Jacinda
Ardern announced extra support to
address homelessness when visiting
the Auckland City Mission. She was there to
open a new facility for homeless women, Te
Whare Hinatore, accompanied by Minister
for Housing Hon Megan Woods and Associate
Minister for Housing Hon Kris Faafoi.
The investment announced will create an
additional 1,000 transitional housing places
by end of 2020 – in addition to the 1,300
places already created by this Government.
These places will ease the pressure on motels
leased for emergency accommodation. Our
most vulnerable New Zealanders will be able
to move from state-funded emergency motel
accommodation to transitional housing.
Our Government inherited a homelessness
crisis that was created by years of neglect. The
previous government left us with a chronic
housing shortage, and they sold off the state
houses New Zealanders desperately needed.
Labour campaigned on addressing this
housing shortage and breaking the cycle of
homelessness – and we are delivering on our
promises. We’ve put a public housing building
programme into action on a scale not seen in
New Zealand for the last 40 years.
When we took office just over two years ago,
we prioritised getting people out of sleeping in
cars and garages (or, worse still, on the street)
into safe and warm accommodation. Over half

of the new funding will be used to create more
accommodation, which will also ease pressure
on emergency accommodation like motels.
Our next focus is to prevent homelessness in

IMMIGRATION DEADLOCK: ‘Endless
waiting has destroyed all my dreams’

oalition ministers are
grappling with the shape the
new residence programme
will take, after the last one expired
in December. Cabinet discussed
last year how it could put a cap on
each category of residence, such as
partnerships and business visas.
Immigration minister Iain Lees-
Galloway said the aim was for
residence policy to be more focused
on skilled immigrants.
But Cabinet was still working
through the details.
“Because we are looking to take a
new approach to this, we are taking
our time about it in developing a new
policy which I think will work better
for people in the future,” he said.
“We certainly want to look more
closely at the individual streams [or
residence] and and that will help us
to bring a greater focus to supporting
skilled migrants to achieve
residency, that is absolutely part of
the conversation that we’re having.
“If you just focus on the overall

of knowledge to acclaim their
dreams and aspirations in the new
digital world.
The workshop organised on
Saturday, Feb 15, was supported by
ANZ Bank, New Zealand Indian
Central Association (NZICA)
and New Zealand School of
Education (NZSE) Manukau,
which has provided the venue and
infrastructure support.
Speaking to the Indian Weekender,
Gaurav Gupta (Garry), the founder
of the Trust said, “The purpose
of this workshop was to enhance
digital-capabilities of our women to
empower them to thrive successfully
in the modern, fast-paced economy.”
Notably, the Trust, which was
founded last year, aims to provide
support and assistance to migrant
professionals striving to succeed
in their careers in their chosen

Auckland Council tells govt it is ‘strongly
opposed’ to its planned model for the housing crisis

uckland Council is warning
government officials of the risks of
disastrous housing developments like
some seen in the United Kingdom.
It is facing off over the way the government
plans to get thousands of prefabricated homes
built here to tackle the housing crisis.
An email sent last week by council building
control officers to the Ministry of Business,
Innovation and Employment (MBIE), and
obtained by RNZ, said: “We are strongly
opposed to the planned model.”
After the failures of KiwiBuild, the
government wants quick changes to building
regulations to streamline prefabricated housing
and has made that a top ministry priority this
year.
“Faster and cheaper construction through
greater use of prefabrication and offsite
construction will also bring more affordable
homes to the market,” MBIE  says on its
website.
However, councils have expressed grave
reservations about quality and liability falling
on ratepayers.
“We believe this needs to be considered
further with urgency before the head regulations
are put in place and that it is not something which
can be resolved by detailed regulations later - if
the skeleton of the process is fundamentally
flawed,” the Auckland Council email said.
In the email was a link to a video by a much-
lauded BBC documentary team, about how UK
council tower blocks were built so badly that
mass demolitions were needed.
The email said the documentary, despite
being more than three decades old, was worth
watching for similarities with New Zealand
here and now.
“It ... has similarities of a drive primarily for
‘faster and cheaper’ construction ... which is, of
course, a good objective, but not if it is at the
expense of quality,” the email said.
The government for months has been
lauding the potential of “modern methods of
construction”, but this requires scaling up a
small industry; for this, regulatory certainty and
less red tape would help.
Its plan is to remove one of two layers of
council consenting controls, to try to halve the
number of inspections by limiting these to on-
site installation, while factories came under a
certification scheme.
“A second consent won’t be required for the
design or factory work,” MBIE said.
Some prefabrication factories are in New
Zealand; at least two are part of companies that
have recently failed.

of these have already been building for the New
Zealand market for some years.
Behind closed doors, the Auckland Council
officers warned MBIE there were “currently
huge gaps in understanding” and that it was
not in building owners’ interests to let factories
build houses without councils consenting them.
Publicly, the council issued a statement to
RNZ saying its exchange of ideas with the
ministry was “very much part of the usual
process around regulatory changes”.
Auckland Council’s general manager of
building consents, Ian McCormick, said:
“We are continuing to work closely and
constructively with them to discuss possible
improvements”.
The ministry in a statement said it had taken
on board feedback “wherever possible, and a
preferred approach has been identified”.
“The quote from the email you reference
in your query was only one part of a very
productive conversation with Auckland
Council.”
These conversations were par for the course
and “they have not slowed down our process”,
he said.
Worries more widespread
The worries are not confined to Auckland, or
to issues of quality, with liability for councils

MBIE already uses a system called MultiProof
to speed up consenting of standardised designs,
but the Building Act specifically excludes
councils for liability under it.
The government for its part, backed by parts
of the building industry, has been talking up
factory manufacture as more precise, safer,
with less waste; so, a higher quality of build in a
construction industry beset with quality control
problems.
A Cabinet paper last October from Building
Minister Jenny Salesa laid all this out and said
there was “broad support from the building
sector for these proposals”.
The ministry got 470 submissions in
its consultation about the reforms.
“The use of modern construction methods
has the potential to transform New Zealand’s
building system to operate more efficiently
and better meet housing needs,” Salesa said,
promising further consultation to get the rule
changes right.
Councils’ consenting of factory builds at the
moment was inconsistent, and this “uncertainty
makes it less appealing” to manufacture houses,
she said.
One bonus of the government plan is that
the cost of checking on factories in Asia would
not fall on ratepayers, as it can when that duty
falls to councils. But just how the government’s
proposed manufacturer certification scheme
would work is unclear.
LGNZ wants it administered by the central
regulator, or a specialist certification agency.
However, when the ministry  attempted
this  with its supposedly flagship CodeMark
building products assurance scheme - using the
administrator Jas-anz in Australia - it ended up
with certification that was full of holes.
Lawyers  writing in the latest Build
magazine say that some prefab housing suppliers
might try to dodge council inspections on-site,
and “attempt to rely on the manufacturer’s
certification” entirely.
“This could result in a reduction in building
quality and an increase in enforcement action.”
Building consultants have raised worries
with ministers for several years, warning
for instance, that the Building Act could not
compel a house importer to ensure it was built
to the New Zealand Building Code.

goodwill around cricket, along with diaspora connections, continues to flourish the
bilateral ties between the two countries.
The current state of bonhomie at people to people and political levels between the
two countries were aptly summarised by the Indian High Commissioner Muktesh
Pardeshi and the Minister of Sports and Recreation Grant Robertson at the event.

“Our goal is to try to get to about
two to three times the height of the
space station,” Space Adventure’s
president Tom Shelley told AFP.
The ISS orbits at 400 kilometers
(250 miles) above Earth’s
surface, but the exact altitude of
the Space Adventures mission
would be determined by SpaceX,
added Shelley.
At its earliest, it could take place
by late 2021, though “probably more
likely is sometime in 2022,” he said.
The capsule was designed to take
astronauts from the surface to the ISS.
Just nine square meters in volume,
there are no private areas to sleep

combination of green tea extract and

in mice fed a high-fat diet. Although untested in human trials, the results
suggest a potential health strategy.
"Combining the two might have health benefits for people, but we don't
have the clinical data yet," said Joshua Lambert, Associate Professor of Food
Science at The Pennsylvania State University in the US.
Non-alcoholic fatty liver disease is a significant global health problem that
is expected to worsen, Lambert said.
Because of the high prevalence of risk factors such as obesity and Type-2
diabetes, fatty liver disease is forecast to afflict more than 100 million people
by 2030. And there are currently no validated therapies for the disease.
Coronavirus toll in China increases to 1,523

Commission. Also on Friday, 849 patients became seriously ill, while 1,373
people were discharged from hospital after recovery.
The Commission added that 11,053 patients remained in severe condition,
and 8,969 people were suspected of being infected with the virus.
A total of 8,096 people had been discharged from hospital after recovery.

Secretary General said the Kartarpur Corridor

interfaith harmony.
The UN chief appreciated the facilities being
provided to Sikh pilgrims at the complex.

How parents can curb teenage drinking and driving

B
inge drinking by teenagers
in their senior year of high
school can lead to dangerous
behaviours later in life, including
driving while impaired (DWI) and
riding with an impaired driver (RWI),
a new study suggests.
The study, published in the journal
Pediatrics, found that the protective
effect of parental monitoring and
teen awareness of parents’ attitudes
about alcohol lasted as much as four
years after leaving high school.
“There is great prevention power
in intentional parenting and a strong,
reliable, mutual relationship here
can make all the difference in the
world, including helping to identify
the development of youth alcohol/
drug use disorder and the need for
specialised treatment services for
addiction,” said study lead author
Federico Vaca from Yale University
in the US.
Motor vehicle crashes are the
leading cause of death for teens and
young adults and nearly a quarter of
these are alcohol-related crashes.
For the findings, researchers
analysed data from the NEXT
Generation Health Study, a national
longitudinal study of high schoolers
run by the US National Institutes
of Health (NIH) and others that
followed 2,785 young people over
the course of seven years.
They found that the protective
effect of parental monitoring and
teen awareness of parents’ attitudes
about alcohol lasted as much as four
years after leaving high school.
According to the study, by 12th
grade, 42 per cent of young people
have had an alcoholic drink in the
past month, and 25 per cent have had
at least one binge-drinking episode.
Generally, for women, binge
drinking involves consuming four or
more alcoholic drinks in two hours;
for men, it’s five or more drinks.
Extreme bingeing, a growing
concern, refers to drinking up to 15
or more alcoholic drinks on a single
occasion.
The researchers found that young
people who binge in 12th grade
were, two years later, six times more
likely to drive while impaired than
someone who did not binge drink,
and, four years later, more than twice
as likely to drive while intoxicated.
These teens were also more likely
to ride with an impaired driver and to
experience alcohol-related blackouts
and extreme binge drinking in
subsequent years.
But the study showed parents can
have a positive influence. Parental
support for not using alcohol also
reduced later odds of blackout by 20
per cent, the study said.

esearchers have found that high
consumption of fruit and vegetables
is linked to lowered odds of memory
loss and its co-morbid heart disease.
For the study, published in the
International Journal of Public Health, the
researchers studied data from 1,39,000 older
Australians and found strong links between
certain food groups, memory loss and co-
morbid heart disease or diabetes.
The study found that higher consumption
of protein-rich foods was associated with a
better memory.
"Our present study implies that the healthy
eating suggestions of cereals consumption
in the prevention of memory loss and co-
morbid heart disease for older people may
differ compared to other age groups," said
the study's researcher Luna Xu.
She said the study pointed to a need for
age-specific healthy dietary guidelines.
Memory loss is one of the main early
symptoms for people with dementia, which
is the second leading cause of death of
Australians.
People living with dementia have on
average between two and eight co-morbid
conditions, which may accelerate cognitive
and functional impairment. The most
common comorbidities in dementia include
cardiovascular diseases, diabetes and
hypertension.
"The dietary intervention in chronic
disease prevention and management, by
taking into consideration the fact that older
populations often simultaneously deal
with multiple chronic conditions, is a real
challenge," Xu said.
"To achieve the best outcome for our
ageing population, strong scientific evidence
that supports effective dietary intervention
in preventing and managing co-occurring
chronic conditions, is essential," Xu added.

"Chronic kidney disease is a global killer
hidden in plain sight. The evidence is clear:
Many nations' health systems cannot keep
pace with the dialysis demand. Cases far
exceed and are well beyond the ability of
those systems to handle. The consequences,
literally, are deadly," said study researcher
Theo Vos from University of Washington in
the US.
In addition to deaths resulting from organ
failure in chronic kidney disease, impaired
kidney function also puts individuals at
leading cause of death globally in 2017, up
from 17th in 1990.
According to the study, 10 other nations
- the US, Indonesia, Russia, Japan, Brazil,
Pakistan, Mexico, Nigeria, Bangladesh, and
Vietnam - each had more than 10 million
cases in 2017.
In total, 79 of the 195 countries included
in the study exceeded 1 million cases.
Those cases and deaths in 2017 led to
an estimated 7.3 million years lived with
disability and 28.5 million years of life lost,
the study said.

posting false stories about North Carolina.
According to Winston-Salem police, "North
Carolina Breaking News" is sharing untrue stories
about their department, myfox8.com reported on
Tuesday.
After finding the false posts, they reached out
to administrators of the "North Carolina Breaking
News" Facebook page and the admins responded
them in Russian. As per report, Winston-Salem
police say the posts are based on true stories from
outside of the state and Winston-Salem police
officers were never involved.
"While the Winston-Salem Police Department
applauds the respective law enforcement officers
and agencies for the good work, it is apparent the
stories were altered to include Winston-Salem
Police Department involvement," Winston-Salem
police said in a news release.
