Ann Welbourne Moglia, former director of SIECUS, in the Jan/ Feb 1987 SIECUS Report, says it like this:
”A time of rare opportunity...to prevent and educate about AIDS, it is essen-tial to be able to communicate and teach about sexuality in general...Let us hope that as we are doing everything we can to stop AIDS, we are also educat- ing the public about what sex education is really all about."
Elena Levine of Center for Population Options declares that the way to get public acceptance of school-based clinics is by
"riding in on the coattails of AIDS."

Ronald Moglia, New York Univ. professor, raises the eco-nomic issue: (45) "The need for extra money...many sexuality pro-grams are being forced to cut ser-vices. However, there is appar-ently one exception to that na-tional policy...appropriating the funds needed to combat the poten-tial spread of AIDS." Reisman and Eichel summarize for us: "Today, at the end of the 1980's, Kinseyan philosophy has been given new life as the basis of a new wave of sex education programs finding sudden funding, staffing and popularity in the rush to provide 'AIDS Education.— (28p42) William Yarber of Kinsey Institute's Indiana University comments on a U.S. Domestic Policy Council memorandum which says that AIDS information, developed by the federal govern-ment should place "sexuality within the context of marriage and...teach that children should not engage in sex...." Yarber complains that "many educators will object to the moral tone of this approach." He continues: "Most educators and healthcare personnel disagree with the 'marriage-only' stance." (46) Nicholas Freudenberg of City Univ. of New York, questions the right of the Center for Disease Control to set guidelines for funding which say: "Messages must...emphasize the ways by which individuals can fully protect themselves from acquiring the virus...They include abstinence from the illegal use of IV drugs and from sexual intercourse except in a mutually monogamous relationship ....education programs shall not be designed to promote or encourage, directly, intravenous drug abuse or sexual activity, homosexual or heterosexual...." Freudenberg goes on to chastise those who would use the AIDS crisis to "advance a moral agenda" but concludes by saying: "The AIDS epidemic provides the op- portunity to fight for... the right to know about sexuality, drugs, and AIDS, and the right to protect one's health. What could be more moral than to use this terrible epi-demic as an opportunity to win this new right?" (47) In other words, according to Freudenberg and Yarber, "vocal minorities" are not to push a "moral agenda" but it is fine for the SIECUS tribe to push what most Americans would call the "immoral agenda." In our current society, over-abundant sexual activity with nu-merous partners, known or anony-mous, continues to escalate the number of AIDS infected from16,000 in 1985 (45p11) to 100,000 in 1989 (28p99) to 160,000 in 1991 and to a projected 400,000 in 1993. (CDC statistic reported in Pat Robertson's Perspective. Jan/Feb 1992 p 4.) The spread of deadly AIDS, as well as other devastating sexually transmitted diseases, is a disgraceful consequence of the liberal Kinsey-Playboy-SIECUSPlanned Parenthood sexual revolution. Because over 70% of the AIDS infection is carried within the homosexual community, it could be expected that the number one priority warning to students would be to avoid homosexual behaviors, which compose the highest risk category for spread of AIDS. But not so. Across America, AIDS programs are being turned into a lobbying forum for homosexual rights. A 1986 teacher training session in a New York city school listed these "do's" and "do not's":

Homosexuals should not be blamed for the spread of AIDS.

Infants infected with AIDS should not be referred to as "innocent" children as that implies someone else is guilty.

Teachers should not be squeamish about using explicit terms to describe gay sexual behaviors.
•
Stress safe-sex behaviors. Don't make an issue about the number of sex partners.
•
Teachers should stress to children that they should protect the civil rights of homosexuals. (28p136)
Researchers Reisman and Eichel call it "one of the greatest hypocrisies of our time — the pretense of providing safe-sex instruction to children while in reality advancing an agenda that encourages them to be sexually active, including in-dulging in high-risk lifestyles and behaviors."

AIDS Crisis: Springboard for liberal sex education
SIECUS materials repeatedly claim that 85-95% of American parents want schools to provide sex education. However, the type of sex educa-tion to be provided is never defined. Parents trust the educators, assum-ing their children will be instructed in traditional morality, disease pre- vention and to "save sex for marriage." But, in fact, SIECUS-style sex education is teaching children just the opposite. All sex education curricular materials today derive from the Kinsey-SIECUS-Planned Parenthood network, unless they are clearly labeled otherwise. This chart compares the two major philosophies vying for for the hearts and minds of our children.

Dr. Kirkendall, who co-founded SIECUS with Calderone, signed Humanist Manifesto II. The atheistic cartel of Kinsey disciples would have us believe that "secular humanism" is but a figment of "the righteous, right-wing" imagination. If this were true, who runs the office of the American Humanist Association which produces such documents as "Humanist Manifest I & II, and a (bi)monthly magazine, "The Humanist"?
Enough Humanists have been found within the SIECUS camp to understand why hu-manistic philosophy pervades SIECUS literature. In fact, of the twelve original SIECUS Study Guides, seven were writ-ten by three identified Human-ists—Kirkendall, Reiss and Rubin. (8p57)
Each year the A.H.A. (Ameri-can Humanist Association) awards the title "Humanist of the Year" to one of its members who has achieved distinction. Dr. Kirkendall, SIECUS co-founder and signer of Humanist Manifesto II, believed that sex education was a prerequisite for public acceptance of population control—as well as for the modi-fication of laws governing sex crimes, pornography and abor-tion. (8p232) In
1966, the American Hu-manist Association annual con-ference passed a resolution fa-voring elective abortion. In February of 1969 the Na-tional Conference on Abortion Laws (FNCAL) was convened by Lawrence Lader, signer of In 1976, Lester Kirkendall, co-founder of SIECUS drafted "A New Bill of Sexual Rights and Responsibilites" to supplement the sexuality statement found in Humanist Manifesto II. Pub-lished as a booklet, its pages ad-vocated free love, adultery, mas- Parenthood Federation of America (PPFA) The Society for Ethical Culture founded in New York City in 1876 was the parent organiza-tion of the AHA. Led by Dr. Felix Adler, this society assisted in the founding of Free Kinder-gartens, City Club, Child Study Association of America, Na-tional Association for the Ad-vancement of Colored People, American Civil Liberties Union (ACLU), and numerous Planned Parenthood centers. (8pp60-1) The American Humanist Asso-ciation was incorporated in 1941 after writing its Humanist Mani-festo I in 1933. In 1973, the AHA updated with Humanist Manifest II. This document de-nies the existence of a Creator saying: "...traditional theism, es- pecially faith in the prayer-hear-ing God...is an outmoded faith...." Paul Kurtz, author of the document goes further: "...we reject the divinity of Jesus....We do not accept as true the literal interpretation of the Old and New Testament, the Koran, or other allegedly sacred docu-ments." (18)
SIECUS persons signing Hu-manist Manifesto II included: Lester Kirkendall, Jerome Nathanson, Albert Ellis, B.F. Skinner, Joseph Fletcher, and Sol Gordon. (8pp82-3)
Humanist Manifesto II en-dorses sexual freedom, birth control, abortion, divorce, eutha-nasia and suicide. This document represents the "One World" ac-tivists: "...we look to the devel-opment of a system of world law and a world order based upon transnational federal govern-ment" — meaning universal dis-armament and the removal of na-tional boundaries with the world "protected" by a U.N. security force. The 1969 annual meeting called all affiliates to "undertake activities to help bring about a world community." (Editor note. e.g. non-patriotism) (8p69) The Jan\Feb 1970 "The Hu-manist" named worldwide popu-lation control as an urgent prior-ity. AHA's top social action issue Humanist Manifesto II and biog-rapher of Margaret Sanger, (founder of Planned Parent-hood.) This conference formed the nucleus of what later became NARAL (Nat. Assoc. for Repeal of Abortion Laws). Among the groups attending FNCAL were: American Civil Liberties Union (ACLU); Ameri-can Humanist Association; Na-tional Organization for Women (NOW); American Ethical Union; and Unitarian-Universal-ist Association. SIECUS persons listed on the letterhead as spon-sors included: (8pp234-5) Sophia Kleegman, Wardell Pomeroy, Stewart Mott, Marya Mannes, Vance Packard. NARAL opened its office in March 1969 and drew many of its leaders from the SIECUS-Hu-manist camp: (8pp236-7) Maurine Neuberger (Unit. Uni- turbation, homosexuality, bi-sexuality, abortion, sterilization, pornography, decriminalization of prostitution, and access to sexual realtions for person in mental institutions and prisons. Among the sighners of the "bill" were: Gina Allen, Alan P. Bell, in 1967 was abortion law reform. Prominent Humanist-Feminists have included Betty Friedan, Gloria Steinem, Gina Allen, Alice Rosse, and Margaret Mead, with younger feminists now continuing to lead the movement.(8p79) Euthanasia became the official project at the 1966 annual con-ference. The acceptance of both abortion and euthanasia will ulti-mately result in the "mercy kill-ing" of any person regarded by the governing State as expend-able —economically, socially, or politically. Coupled with the anti-God, anti-American mental-ity, this anti-life mentality should alarm sensible Americans, espe-cially religious Americans. (8p72) Humanists support the sex education movement led so well by the pied pipers of promiscuity — SIECUS and Planned Parent-hood. The National Education Association has adopted a 100% Humanist political agenda. Preaching that evolutionary change is progressive, the hu-manist philosophy leads educa-tional reform — open, non-graded classrooms; Parent/ Teacher Effectiveness Training (to modify the adult, not the child); separation of church and state in public schools (Madalyn O'Hair, a board member of AHA 1965-1977, acted with the assis-tance of AHA and ACLU in at-tempting to remove prayer from schools); and "21st Century Pro-grams" which promise to allow further erosion of school curricu-lum with humanistic and New Age philosophy, along with non-academic outcomes driven by "political correctness." Highly relevant to our concern about Humanism's influence on public education is their support for drug use. In the Nov/Dec 1966 issue of "The Humanist", AHA executive director Tolbert McCarrol predicted that human-ists of the future "would be users of LSD, mescaline, peyote and marijuana." (8p81) And so drug programs such as Quest, known to increase drug abuse among versity); Lawrence Lader (Hu-manist); Betty Friedan (signer of Humanist Manifesto II founder of NOW); Lana Rhelan (AHA, NOW); Stewart Mott (SIECUS, Planned Parenthood); Helen Southard (AHA, SIECUS,, YWCA); Pat Maginnis (AHA); Robert McCoy (AHA); Joseph Fletcher (signer of Humanist Manifesto II SIECUS recommended author); Dr. Alice Rossi (AHA, SIECUS author, NOW). Coulson, a former colleague of humanists Carl Rogers, Abraham Maslow, Lester Kirkendall, and Joseph Fletcher, tours the country apologizing for his part in pro-moting humanistic thinking, prevalent in sex and drug educa-tion, which has led to untold physical and emotional injury for America's children. Dr. Coulson was a featured speaker at the OCA 1991 Value of Life Conference in
Portland, Oregon. A 1958 AHA Guide to Action stated: "We steadfastly oppose the use in any public school of any religious ceremony, pageant, monument, symbol, costume, textbook, or system of instruc-tion which favors or promotes any religion." (8p77) Several Supreme Court cases have up-held Humanism as a "religion." Therefore "...it would appear that the SIECUS program is in conflict with the principle of separation of church and state" and the above declaration of the AHA because SIECUS charter members expressed a "religious" intent and SIECUS sex educa tion contains Humanistic phi-losophy." (8p97) Humanism replaces "God" with "Science" as the solution to mankind's problems, hence the current emphasis on science in "Education 2000." If the public can be taught to accept science as a basis for values, then master planners can control the moral climate by providing simulated "scientific" data. It appears that SIECUS has used the pseudo-scientific data of Kinsey to bring America the devastating results of a "new morality", more accu-rately called, the "same old im-morality."
What is the strategy? Force opposing ideologies out. Move into the vacuum. Write the programs. Control the training and certification of teachers. "Enlighten" the parents. Op-pose notions of "right" and "wrong." Let society reap the negative social crises. Use these crises to plan reform. Ask for tax money to fund more programs. Harass or sue the opponents. Does this sound familiar?

According to Christie Hefner, in the 1960's the Playboy Foundation made the initial grant to establish an Office of Research Services of SIECUS.((28p4) Hugh Hefner was named as one of the sponsors for the second annual dinner held by SIECUS. (27)
The SIECUS 1970 Book List included: "The Playboy Philoso- phy" by Hugh Hefner — a work blaming Christianity for crimes against humanity. (8p48) In turn, Hefner's "Playboy Advisor" col-umn of December 1968 recom-mended SIECUS sex ed materi-als to parents. (8p48)
While SIECUS was estab-lished as
the sex education arm
of the Kinsey Institute, it was Playboy magazine that carried

sex belief into the popular media. Hugh Hefner, the captain of Playboy, says that as a young college student he was "indelibly impressed by the famous
Kinsey report on American sexual behavior." (29p30)
Kinsey's study recorded in "Sexual Behavior in the Human Male" (1948) claimed that man

liness depended on the total number of experienced orgasms or "outlets." Coitus with a variety of people of all ages of either gender was natural. Children also needed these "outlets" and early sexual experimentation in order to be sexually healthy. Kinsey's theory ridiculed man-woman heterosexual intercourse, and touted masturbation and ho-mosexuality as superior to mari-tal love. (29p25) Max Lerner, a friend of Hugh Hefner, claimed: "Alfred Kinsey...gave Hefner the re-search base for the...Playboy Philosophy." (29p25) Kinsey's research has since been discred-ited and shown to be "unscien-tific." And so for 40 years, since its first issue in 1953, Playboy has been convincing American boys to abandon morality to pur-sue swinging sexual conquests, and anonymous

experi- mentation, including sodomy. More than being just a girlie magazine for quick stimulus, Playboy has used cartoons to il-lustrate sadosexual behaviors— sex with animals, gang rape, sex with children — mixed in with photo stories of rape and pain. Playboy features "child mag-nets" referring to the perverted use of classic characters such as Santa Claus or Snow White to at-tract the readership of children. Sexologist Dr. John Gagnon (au-thor of SIECUS Study Guide #11 "Sexual Encounters Be-tween Adults and Children" (28p129) recommends Playboy for children, describing the magazine as a "Boy Scout Manual" of sexual etiquette. (29p13) Hundreds have become ad-dicted to this "drugstore pornog-raphy" and have been influenced by it to commit violence against women and children. Playboy is not the only por-nography connection of SIECUS which has run ads in Nude Liv-ing magazine published by Elysium Institute. Elysium's magazines contain "photographs of nude men and women in sick-ening sexual positions, photo-graphed from angles clearly de-signed to attract the pervert. They promote everything from necrophilia to nude Satanism and are frankly beyond description by a normal human being." (27) SIECUS "stars" that have con-tributed to Sexology magazine include: Isadore Rubin, Lester Kirkendall, William Genne, John Money and Wardell Pomeroy. Photographs of men and women in intimate positions mix with such articles as: "Can Humans Breed With Animals?" "Witch-craft and Sex-1968," "The First Sadists," "Wife Swapping in Naples," "Why I like Homo-sexual Men," and "Unusual Sex Demands." (27) William Masters, a SIECUS director, teamed up with Virginia Johnson to study human sexual intercourse by auto-manipulation of 694 persons in front of cam-eras. The resulting study - "Hu-man Sexual Response." (27) Materials of SIECUS recom-mended author, Sol Gordon, were judged to be pornographic by a Canadian judge. (31) His major customers for Zing Sex Comix were Planned Parent-hood, New Jersey Dept. of Health, and the U.S. Army. (13) In spite of all of this, SIECUS claims to "deplore violence, ex- ploitation, human degradation... and objects to the use of sexually explicit materials that condone or promote these...." (SIECUS Position Statements 1991) How-ever, SIECUS "affirms adults' right of access to sexually ex- plicit materials for personal use." Their 1991 Position Statement opposes legislative or judicial ef-forts to prevent the "production and/or distribution of sexually explicit materials...." because "such actions could... restrict the appropriate professional use of such materials by sexuality edu-cators, therapists and research-ers." It appears that SIECUS and Playboy have enjoyed a comfort-able relationship over the years. Meanwhile, Kinsey-SIECUS-Planned Parenthood- endorsed authors continue to move ex- plicit language and pictures into books and audio visual materials targeted to children and teens.
UNDER CLINTON
OREGON'S GOVERNOR ROBERTS PUSHED SIECUS SEX EDUCATION
SIECUS prepared a transition paper to outline policy priorities for the Clinton Administration. Reprinted in the January 1993 SIECUS Report, this document calls for "respect for the diver-sity of values and beliefs about sexuality." SIECUS asserts that "sexuality is a natural healthy part of living" and each indi-vidual must have the right to make "responsible sexual choices." Interpreted, this means "any sexual activity is acceptable for any person at any age." These generalizations belie the fact that SIECUS lacks respect for religious, traditional sexual beliefs and is actively trying to destroy them. "Respect" is re-served for SIECUS beliefs only. Months later in November 1993, Clinton unveiled "Health Security Act" (S 1757) which de-votes 40 pages to "Title G-Corn- prehensive School Health Edu-cation: School-Related Health Services." (pp627-667) The bill requests $100 million a year for school-based clinics, increasing to $400 million a year in 1999. (Ed. If these clinics will reduce the problem, why the increased funding?) Also requested is $50 million a year for "School Health Education" meaning SIECUS-style sex education. Debra Hauser of Center for Population Options has declared, "The num- bers of (clinics) are just going to fly" if the Clinton plan is adopted. Language on p. 657 of the "Act" refered to "local commu-nity partnership" with those or-ganizations already providing youth services. This obviously greases the way for the SIECUS-Plannned Parenthood camp to celebrate an increase in federal funds from the present 31% of their budget to a whopping 70%. (Christian American July/Aug 1994) In the Clinton plan, "compre-hensive" means programs must serve "all students every year from kindergarten through Grade 12" and must include "Family Life," a euphemism for explict sex ed. Furthermore, S 1757 provided funds "to reduce barriers to the implementation of comprehen-sive school health education." Since objecting parents are the main "barrier," this tax money, provided by the parents, will be used to outmaneuver parents challenging "technical assis-tance," "curriculum models," and "program strategies" which S 1757 wanted to fund. Goals 2000, the "Education Reform" signed into law by Clinton on March 31, 1994, also provides ample funding for SIECUS clinics and curriculum. Neither SIECUS/PP, nor Clinton care that Article X of the U.S. Constitution reserves au-thority over education to the states, and the General Educa-tion Provisions Act forbids the federal government from "exer-cising any direction, supervision, or control over the curriculum" of any school, public or private. (Schlafly Report. Jan. 1994) Meanwhile, back on the ranch in Oregon, Gov. Barbara Rob-erts' Teen Pregnancy Task Force presented "Sex, Teens and Oregon's Plan" (1994), an action plan for cutting Oregon's teen pregnancy rate in half by the year 2000. The goal to give "children a chance to be born to parents ready and able to care for them" is highly honorable. However, "teen pregnancy pre-vention" is a favorite handle used by slick sexperts to move SIECUS "comprehensive sex education" into public agencies and schools. Oregon's "Plan" is no exception. "Sex, Teens & Oregon's Plan" calls for expanded access to birth control (Ed. condoms in schools); accurate sexuality in-formation (Ed. explicit SIECUS-style, of course); more school- based clinics (Ed. for contracep-tives and abortion, not sprained ankles); Teach the teachers (Ed. indoctinate in politically-correct immorality); and make "compre-hensive" Family Life/human sexuality education a REQUIRED subject in Oregon schools (Ed. K,1,2,3,4-12). Gov. Roberts suggested doubling the number of school- based clinics to 28 at a cost of $150,000 each per year ($4,200,000 total per year). This, in spite of the ab-sence of any proven research base showing that SBC's actually reduce teen pregnancy. The public message is to encourage "postponement of parenthood," not necessarily sexual activity. (Abortion postpones parenthood.) Middle school students are to receive information on "postponing sexual involvement" but "until marriage" is not mentioned. Oregon's Task Force wants to provide SIECUS-style sexuality information via a toll-free hotline and video outlets statewide. Grant money is requested to "expand existing metworks of family planning providers", meaning more tax dollars to Planned Parenthood. And who served as Gov.Roberts' senior policy advisor on "teen preg-nancy prevention?" None other than Oregon Planned Parenthood's Allie Stickney.
SIECUS identified five policy areas for the Clinton administration to act upon:
1) Support for comprehensive sexuality education. 2) Implementation of straightforward and explicit HIV/AIDS prevention education. 3) Support for reproductive rights, including the freedom to choose abortion and access to family planning information, and services for all, regardless of gender or age or ability to pay.4) Elimination of bias based upon sexual orientation. 5) Opposition to censorship of art and sexually-explicit materials. Another leader in this new "beg for tax dollars" was Donna Noonan of of Oregon's Health Division. In the true SIECUS spirit, both Gov. Roberts and Noonan publicly opposed a 1994 citizen initiative designed to pro-hibit the promotion of homo-sexuality in public classrooms. If it looks, believes, and acts like SIECUS, it must be SIECUS!!!
