ORGANIZATION
The Postal Service Board, the apex management body of the Department, comprises the Chairman and six Members. The six members of the Board hold portfolios of Personnel, Operations, Technology, Postal Life Insurance, Human Resources Development, Planning respectively. The Joint Secretary and Financial Advisor to the Department is a permanent invitee to the Board. The Board is assisted by a senior staff officer of the Directorate as Secretary to the Board . Deputy Directors General , Directors and Assistant Directors General provide the necessary functional support for the Board at the Headquarters. For providing postal services, the whole country has been divided into twenty two postal circles. Each Circle is co-terminous with a State except for Gujarat Circle ( which also administers the Union Territories of Daman & Diu and Dadra & Nagar Haveli), Kerala Circle (which includes the Union Territory of Lakshdweep) , Maharashtra Circle (which has within its jurisdiction the State of Goa), North East Circle (which comprises six North Eastern States- Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland & Tripura), Punjab Circle (which has within its administrative jurisdiction , the Union Territory of Chandigarh ), and Tamilnadu Circle (which also administers the Union Territory of Pondicherry ).Each of these Circles is headed by a Pr. Chief Postmaster General or Chief Postmaster General. Each Circle is further divided into Regions comprising field units , called Divisions (Postal / RMS Divisions). Each Region is headed by a Postmaster General .In the Circles and Regions there are other functional units like Circle Stamp Depots, Postal Stores Depots and Mail Motor Service etc. Besides these twenty two Circles , there is another Circle, called Base Circle, to cater to the postal communication needs of the Armed Forces. The Base Circle is headed by an Additional Director General ,Army Postal Service in the rank of a Major General. The officer cadre of the Army Postal Service comprises officers on deputation from the Civil Posts. Seventy five percent of the other ranks of the Army Postal Service are also drawn from the Department of Posts and the remaining personnel are recruited by the Army.

NATIONAL POSTAL POLICY

Introduction

An efficient and reliable communication network is the lifeline of the nation and plays a crucial role in socio-economic development and the integration of the country. For nearly a century and half the Postal System has been the main component of the communication infrastructure for the country.

The Indian economy has moved on to a high economic growth trajectory involving an average annual growth rate of about 6% over the last 16 years with further acceleration in recent years. India Post requires a new policy framework because of the emergence of several significant trends such as: liberalisation and globalisation; demographic shift towards urbanisation leading to increasing internal and external migration requiring to be serviced; monetisation of the economy especially the agricultural sector giving rise to a corresponding demand for financial services by all sections of the population; and government policy to increase funding for weaker section programs. Given the need for a strong communication and financial infrastructure, India Post will meet both challenges and avail of the opportunities presented by current market conditions.

A Policy for India Post
This policy has a two-pronged approach.

Complaints regarding value payable articles: .will be accepted at any post office for transmission by post as value payable postal article unless it is insured for at least the sum specified for remittance by the sender. In no circumstances will any fee or fees prepaid by the sender be refunded. Conditions: (1) No article will be accepted at any post office for transmission by post as value payable postal article if it is so small or so covered with writing or sealing wax on the address side or otherwise made up in such a manner as to render it impracticable to affix to the article the prescribed official labels of the Post Office. EXPLANATION: This rule does not apply to value payable letters containing Railway receipts. (3) A receipt will be given to the person who presents the article. to the sender will be remitted to him by means of money order. Detention in office of delivery and levy of demurrage: If the addressee of a value payable postal article omits to take delivery of it within 7 days following the date of its first presentation or the date of delivery to him or to his accredited agent of an intimation of its arrival. EXPLANATION: This rule does not apply to an article which has an address labeled to it. the article will be returned to the sender on the 8th day: Provided that if in the meantime the addressee has applied in writing to the post office for detention of the article for a further period not exceeding seven days beginning with the said 8th day and pays the prescribed fee the article shall not be returned to the sender until the expiration of the further period covered by the application. documents.
