Dear Mr. Young:

I am writing this letter on behalf of Officer Deborah Thomas who has solicited my assistance, in
regards to counseling. In light of my efforts to strengthen the level of professionalism and
accountability within the GPD and my desire to be helpful to those who solicited my assistance I
felt a moral obligation to undertake counseling with Officer Thomas.

Officer Thomas submitted a document to me for review in preparation for our counseling
sessions. The document and other submitted information include a recorded conversation
between Officer Thomas and Greensboro Police Sergeant Darrin (D.J.) Davis.

The recorded conversation is quite disturbing. Sergeant Davis appears to be intimidating,


harassing and even threatening Officer Thomas. I have enclosed a copy of Officer Thomas’ most
recent complaint document, dated October 22, 2010. This document contains some but not all of
the transcriptions of the aforementioned recorded conversation, between Sergeant Davis and
Officer Thomas.

Officer Thomas seems to be simply asking for a response from you relating to a disciplinary
appeal. In addition, Officer Thomas is asking that certain allegations be investigated properly
and fairly. One, but not all examples of what appears to be unfair treatment is that Sergeant
Davis actually conducts an investigation on himself. According to Sergeant Davis the
investigation of himself was at your and Sergeant Davis’ chain of command’s direction. The
novice investigator knows that Sergeant Davis’ investigation of himself is at best described as
improper.

Sergeant Davis’ recorded treatment of Officer Thomas has understandably caused Officer
Thomas to distrust Sergeant Davis and others. Sergeant Davis’ verbal message that you would
not respond to Officer Thomas’ disciplinary appeal and complaint, causes Officer Thomas and
me concern. Our concern is heightened because of Sergeant Davis’s refusal to provide a written
document, merely stating that you would not respond.

My review of Officer Thomas’ situation is from a spiritual and counselor’s perspective. I am


seeking what is in the best interest of Officer Thomas, our community and the Greensboro Police
Department. As you know, if our officers are mistreated, that can easily translate into
mistreatment of our citizens. I would ask that you provide a written response, or a written refusal
to respond to Officer Thomas’ appeal/complaint documents. At a minimum this would be
professional courtesy. Just as important, this will assist in creating a more conducive work
environment for Officer Thomas, and assist me in my counseling efforts with her. Your
assistance is appreciated.

Also please note that Officer Thomas delivered this document to Sergeant Davis to be delivered
to you through the chain of command. Sergeant Davis refused to receive, endorse and forward
the document.

I hope you receive this in the spirit of seeking to be of assistance to Officer Thomas as well as
strengthening the professionalism and accountability of the Department. I look forward to a
response from you soon. Thank you for your attention to this matter.
