Safety Code 6 Analysis for

Address: 315 Fowler St, Regional District of Central Kootenay, BC

Date: 25 March 2020

1
Agenda

• Health Canada Requirements Regarding RF Electromagnetic Emissions

• Process to Ensure Compliance with Requirements
• Evaluation of Site at 315 Fowler St, Regional District of Central Kootenay, BC

2
About Electromagnetic Radiation
• Electromagnetic radiation is all around us and there are
many natural and man-made sources.
– Solar radiation
– Thermal noise from the earth
– Microwave and induction ovens
– Alarms and baby monitors
– Radio broadcast stations
– Cell phones and cell towers

• Emissions from cell phones/towers are non-ionizing radiation

which are lower energy and are not strong enough to alter
the molecular chemical structure (unlike X-ray radiation)

3
Health Canada Guidelines
• Health Canada has established exposure limits of RF electromagnetic energy exposure
– It is known that prolonged exposure to sufficiently intense RF energy can cause heating of materials, including
human tissue
– Limits of Human Exposure to RF Electromagnetic Energy in the Frequency Range from 3kHz to 300GHz (Safety
Code 6)

• About the Safety Code 6 Limits

– Limits established are based on an ongoing review of published scientific studies on the health impact of RF
electromagnetic energy emissions exposure
– Limits set at the lowest exposure level at which health hazards can occur
– An additional safety factor of 50 is then applied
– Limits consistent with other science-based standards used in USA, European Union, Japan, and New Zealand
– Canadian telecommunications operators in 2015 were advised to comply with even more stringent limits, about
twice as stringent as the 2009 limits

4
Compliance Assurance Process
• All Telecommunications Carriers are required to ensure that their sites are in compliance
with Safety Code 6 requirements
• To achieve this, we have utilized EMF Visual, an emissions simulation tool to show site
compliance
• About the Tool
– Industry-standard (Canada and internationally)
– Industry Canada-accepted
– Model the supporting structure
– Model placement of antennas
– Model all antennas, transmit power, downtilt, frequency
– Graphically shows the emissions contour as a % of the Safety Code 6 limit

• Emissions contour must remain at least 2m above the surface for compliance
– Industry Canada GL08

10
Compliance Summary
• The site is in Compliance with Safety Code 6 limits for all points of interest and all areas
around the towers.
• Emissions levels above all points of interest are less than the Safety Code 6 limits by a
factor of ~8.
