It seems that: * Before the change, any Master with 10 or more students was considered a QM, and could supervise and "pass" new students so they would become licensed. However, many of them were not competent, and there was considerable "squirreling" going on in the area of mixing in other practices with the Avatar procedures. * These QM licenses were canceled, and they had to pay to intern under Star's Edge Trainers. At that point, they became able to supervise interns at courses, although it's not clear how much they are paid from the fees collected from the interns. The question is, why would they want anyone to pass, become fully licensed and stop paying internship fees? * The AIR refers to the "Advanced Integrity Rundown," which is no longer used, but was apparently replaced by the Integrity course.
