CHAPTER I

INTRODUCTION

Education is the means of developing an individual’s greatest abilities, because

each one has private hopes and dreams which when fulfilled, can be translated into

benefit for everyone and greater strength for the nation.

Tracer studies also known as Graduate Survey is a standardized survey (in written

or oral form) of graduates from education institutions, which takes place sometime after

graduation or the end of the training. The subjects of a tracer study can be manifold, but

common topics include questions on study progress, the transition to work, work

entrance, job career, use of learned competencies, current occupation and bonds to the

education institution (Schomburg, 2016).

As cited by Enquilino (2015), a tracer study measures the relevance of vocational

training and a management tool for planning and monitoring of programmes, provide

information for programmatic changes, review of training curricula and help monitor the

delivery of training (Lange, 2001). Similarly, Schomburg (2003) shares that graduate

survey results are important for “analysis of relationship between higher education and

work.” Moreover, Millington (2001) added that “it provides quantitative structural data

on employment and career, the character of work and related competencies, and

information on the professional orientation, and experiences of their graduates.” Also,

the collected data is an important indicator of the quality of higher education.

Additionally, Kennedy (2000) states that “tracer studies enhance curriculum

relevance and marketability of educational programs.” Knowledge on employment of

Central Philippines State University (CPSU) graduates assists in formulating policy

towards combating unemployment and producing globally competitive Bachelor of

Science in Information Technology (BSIT) graduates. In the Philippines, the

Commission on Higher Education requires all HEIs to conduct a tracer study and is

equally reflected as one of the required documents by any higher education accrediting

body such as the Accrediting Agency of Chartered Colleges and Universities in the

Philippines (AACCUP), Inc.

The researchers had found the importance of tracing the graduates because this would

serve as a tool in evaluating the effectiveness of the curriculum, it’s a requisite during

accreditation and other evaluations conducted by CHED (both regional and national), job

placement monitoring of graduates, and curricular programs for improvement or revision to

meet the needs of the industry. This study focused on the BSIT graduates of the Central

Philippines State University – Main Campus from School Year 2015 until 2019.

Project Context

This graduate tracer study focused on the graduates of the Bachelor of Science in

Information Technology (BSIT) for School Year 2015-2019 of the Central Philippines

State University – Main Campus. This was done through the use of google form which

replaces the manual process of distributing questionnaires to respective respondents.

REVIEW OF RELATED LITERATURE AND SYSTEMS

This chapter presents the related literatures and systems that are relevant to the

present study.

Foreign and Local Literatures

Graduates Higher Education and Career Interlink of the College of Arts and
Sciences
(Palmiano, D., 2019)

Higher Education Institutions are fundamental building blocks for human

development, a powerful driver for individuals and society. Tertiary education systems

are generally too small to meet the demands of their growing economies particularly

along improving health, gender equality, peace, and stability. HEIs respond to three

distinct national goals: The education of the youth to become active and productive

members of society; The meeting and matching of industry demand with a competent and

globally competitive workforce; and, finally, The continuing effort to reach global

education standards, through increasing the quality of human capital and productivity vis-

à-vis national and economic progress.

There are many reasons for going to university, including – naturally – a love of

the subject to be studied, and the opportunity to experience a different way of life. Higher

education is much more than a production line for work-ready graduates. There is no

envying that people see higher education as a stepping stone to a good job. In 2010, 73%
7

of the students who took part in the Sodexo University Lifestyle Survey said they went to

university to improve their job opportunities. The literature on graduate employability

shows that there has been a range of attempts by HEIs to address graduate employability.

However, the extent to which such developments are happening and the level to which

they are embedded across the Higher Education sector is unknown but seems highly

variable. This is despite key developments in government policy to encourage HEIs and

employers to work together to develop approaches that contribute to graduate

employability.

In his speech in the Seminar entitled "Enhancing Graduate Employability: Issues,

Concerns and the Way Forward (as cited by Ramirez, Cruz, & Alcantara, 2014), Nordin

stated that: "Today's challenging economic situation is no longer sufficient for a new

graduate to have knowledge of an academic subject; increasingly students have to gain

skills to enhance their employability. Hence, Higher Education Institutions must be

responsive to these changes. Historically, academic institutions serve as institutions for

the development of moral and intellectual aspects of every student and centers of

civilization. However, with rapid economic development, they become more utilitarian

putting much more value on professional training over all others. Their prime task now

focuses on education and training that are market-driven and responsive to the changing

needs of the various sectors of an economy."

Education has become an essential part of everyone's life in which it gives added

values to each, in particular, those who excel in their studies. Regardless of whether the

institution is a public or a private institution, students' performance always is a major

concern. Students' performance can be influenced by factors such as gender, family

background, attitudes, previous academic background, location as well as the type of the

course they enrolled.

Tracer Study of BSIT Graduates of Camarines Sur Polytechnic Colleges

(Balingbing, A., 2014)

Tracer studies are means of maintaining curriculum relevance and providing

targeted benefits to graduates to enhance marketability of educational programs.

Adequate knowledge on employment outcomes of training graduates could assist in

formulating policy towards combating some of social problems such as unemployment.

Students, particularly graduates of any course, are required to earn a sense of competence

in their chosen field and develop confidence to explore new possibilities and new

employment specially that there is increasing competition among rivals at work (Mathed,

2008). As graduates of higher educational institutions, they must show the world that job-

hunting

is not a problem. At present, competition in the business or corporate world is so stiff

because of the increasing demand of the market. Only few are employed which proves

that these lucky applicants are the best among others. Relatively, one, particularly a

graduate of Information Technology, must possess competency among the three domains

like, knowledge, skills and attitudes required by the specific job. The survey made on the

graduates of the graduate course in Urban and Regional Planning (Probes, 2008)

determined the employability and relevance of their graduate training to their jobs and to
9

the field. The survey, a first of its kind in the seven years of its programs, sought

information on the nature of tasks and functions performed by the graduates in their

respective jobs and requested some feedback on how useful and relevant were their

degrees to the work they were engaged in. Related to this, the graduates were requested

to offer some suggestions on how graduate programs could be more relevant so as to

make their contribution to national development efforts more substantial and meaningful.

Concorde (2009) made a study on the status and prospect of technical education

in La Union province and its implication to manpower development for the industrial

world. He revealed that the graduates of technical courses in the province found no

difficulty in seeking employment. However, they have to go through the process of

retraining before they are hired as regular employees in local or national industries. He

pointed out that outputs of graduates in technical education particularly in the

manufacturing group employment projection or labor market forecast indicate a great

demand in the service group. Camarines Sur Polytechnic Colleges is strong on its aim of

producing globally competitive BSIT graduates, hence this study. This study determines

the employability of BSIT graduates of SY 2004 to 2010, respectively. Specifically, it

sought to unveil the employment data of the respondents as to personal profile, level of

competency in terms of knowledge, skills and attitudes, significant relationship of the

level of competency and the level of difficulties encountered along knowledge, skills, and

attitudes and the measures to enhance the competitiveness of the graduates.

(Malang, B. Cabaluna, M. and Presilda, M., (2015)

The main objective of this study is to determine the employability of the School

of

Information Technology Education (SITE) graduates for the past five years from

SY 2007-2008 to SY 2011-2012, covering its different programs, namely:

Bachelor of Science in Information Technology (BSIT), Bachelor of Science in

Computer Science (BSCS), Bachelor of Science in Information Management

(BSIM), and Associate in Computer Technology (ACT). The study adopted the

descriptive survey method which administered questionnaires to graduates of

CITE. A total of 357 respondents participated in the study. Findings revealed that

majority of the respondents were employed, worked locally, and majority had

regular or permanent employment status. For some graduates who were not

employed, the main reasons were family issues and personal decision not to find a

job. For most of the graduates, their first job was related to the course they took

in college. Majority waited for four to six months before getting their first job.

Many graduates found their first job as walk-in applicants. They cited

communication, information technology, and problem-solving competencies as the

most needed skills. The researchers recommend the continuous updating of the

curricula, upgrading of laboratories, acquiring the latest software, and providing

more IT seminars and trainings.

Tracer Study of the Graduates of the Department of Information and

Communication Studies 2000-2007
(https://www.researchgate.net)

A tracer study conducted on former graduates of the Department of Information

and Communication Studies who graduated from the University of Namibia from 2000 to

2007. The main objectives of the study were to get feedback from the former students on

their current employment, a perspective of their education at the university, what they

feel should be done to improve courses and how prepared they were for the job market

and The report present the findings of the survey on three different programs offered in

the Department of Information and Communication Studies between 2000 and 2007 and

these are the Diploma in Information Studies, Bachelor of Arts degree in Library Science

and Records Management (BALSRM) and Bachelor of Media Studies (BA Media

Studies). The report of present results of the survey carried out with employers to

determine the employment trends of University of Namibia graduates as well as their

comments on how the diploma and degree programs should be improved. Graduate and

employer surveys constitute one form of empirical study which can provide valuable

information for evaluating the results of the education and training of a specific

institution of higher education. Depending on the approach of the tracer study, the

institution is able to get information to enable it to identify deficits in its programs and to

serve as a basis for future planning. Data gathered from the former students include the

professional success of the graduates, relevance of education and training received. The

employers provided valuable information on the methods and criteria of recruitment and

on the competencies of the graduates as well as future needs (Schomburg, 2003,

Tracer Study of BSIT Graduates at Cagayan State University

at Lal-Lo (SY 2010-2014)
(Wanya, C., 2016)

It is always the desire of higher education or institutes to follow up their graduates

through tracer studies. A tracer study’s aim is to evaluate graduates’ progress up to the

time they land into a job. It also assesses the availability and quality of graduates. To

continue tracing the BSIT graduates of Cagayan State University at Lal-lo, this study

investigated the status of the graduates as regards their employment and whereabouts as

well as their professional development. The tracer study is significant in different aspects.

First, it provided a continuation of the process of evaluation of the performance of the

BSIT graduates batches 2010-2014. Second, the results enabled comparative studies with

the results from similar studies.

This study generally aimed to trace the current status and employment of the

BSIT graduates of Cagayan State University of Lal-lo during the school year 2010-2014.

The descriptive method was used with a questionnaire as the major data gathering

instrument. There were 256 total graduates but only 248 of them responded to the study

which consisted of 87 males and 161 females. Data analysis was done through frequency

counts, percentages, weighted means, and ranking. The BSIT graduates were employed

with meager income and majority were working according to their preparation such as

programmers and business and office inventory staff. The skills acquired from the school

were very useful. Most of the graduates are satisfied in their jobs, the unemployed

graduates were hard up to find a job but still have high desirability of finding a job soon.

Employability Skills Inventory of Information Technology Graduates in the

Philippines
(Verecio, R. 2016)

This study surveyed the employability skills acquired by the BS Information

Technology graduates from State Universities and Colleges in the Philippines. Work

skills or employability skills were identified based on Commission on Higher Education

(CHED) Memorandum Order 53, series of 2006, which categorizes as personal,

interpersonal, and technical understanding skills. Descriptive survey method was used,

which involved a questionnaire, interviews, and observations. One hundred twenty-four

(124) graduates from school served as respondents. The results showed that graduates

expressed themselves as " competent " in all work skills indicators. This shows that

graduates performances are good and satisfying but not the best. The implication from

this finding is that the university still needs to work hard to improve the ability and

employability of their graduates in the job market where quality is more needed than

quantity.

Graduates’ Competence on Employability Skills and Job Performance

(Abas, M. and Imam, O., 2016)
14
Republic of the Philippines
CENTRAL PHILIPPINES STATE UNIVERSITY
College of Computer Studies
Kabankalan City, Negros Occidental

The Philippines, just like the rest of the countries in the world, is beset by

increasingly uncertain changes brought by globalization. The US Department of Labor

noted that “we are living in a new economy powered by technology, fueled by

information, and driven by knowledge”. The influence of technology will go beyond new

equipment and faster communications, as work and skills will be redefined and

reorganized. The current age has created opportunities along with challenges and

complexities that affect two of our country’s sectors: education and employment. Lasan

contended that both have a lot at stake in human resources that could compete

successfully in a global economy. The human resource will be graduates of institutions of

higher learning whose educational experience will harmonize with the requirements of

the present and future labor market. Hence, the interplay and cooperative endeavor of

these two sectors become highly imperative.

In line with this period of globalization, the higher education has been concerned

with the development of the whole person as well as knowledge, attributes, and skills

which any educated person should expect to have by the time of graduation. It further

aims to inspire and enable individuals to develop their capabilities to the highest potential

levels throughout life so that they grow intellectually, contribute effectively to society,

achieve personal fulfillment and are well- equipped for work. It becomes essential now

for higher education institutions (HEIs) to respond to the unpredictable labor market and

make parallel adjustments in order to fulfill their mission. One organized way to keep

pace with this time of quickening change is for HEIs to provide avenues for the graduates
15
Republic of the Philippines
CENTRAL PHILIPPINES STATE UNIVERSITY
College of Computer Studies
Kabankalan City, Negros Occidental

to gain certain general skills and qualities that will make them completely geared up to

the real demands of the world of work.

Accordingly, without compromising the academic principles, Abas-Mastura,

Imam and Osman argued that “HEIs should demonstrate a greater commitment to

develop the generalized expertise that graduates can transfer to whatever working

environment they find themselves in after graduation”. In other words, they are expected

to have developed not only subject specific skills but also employability skills to make

them both specialists and generalists. For Bailey, teaching and learning these generic

skills are consistent with the emerging needs of a world economy in a high-performance

workplace.

The employability skills refer to attributes of employees, other than technical

competence, which make them an asset to an employer. The employability skills have

varied classifications like basic academic skills, higher-order thinking skills and personal

qualities with more detailed skill sets. These generic employability skills are useful

across all levels of positions from job entrants to chiefs of offices.

Gregson and Bettis asserted that many employers require applicants to have these

skills to be seriously considered for employment. Similarly, these skills are crucial for

employment and workplace success and serve as a basis for lifelong learning needed by

graduates to find a job. The significance of employability skills in work settings is then

recognized.

The employability skills adopted in the study are categorized into three areas such

as fundamental, personal management and teamwork skills. The call of the time now is
16
Republic of the Philippines
CENTRAL PHILIPPINES STATE UNIVERSITY
College of Computer Studies
Kabankalan City, Negros Occidental

for employees to enrich and sustain these skills in their work setting and be motivated in

lifelong learning. It is important that they are able to upgrade the skills and to anticipate

and prepare for the future skills required of the workforce. In other words, they have to

achieve competence on the use of employability skills. Such competence on skills

denotes the degree to which an employee demonstrates proficiency and mastery on the

different acquired employability skills. In addition, according to Weinert, competence

pertains to “cognitive fitness for a particular class of tasks, a roughly specialized system

of abilities, proficiencies, or individual dispositions to learn something successfully, to do

something successfully, or to reach a specific goal. This can be applied to an individual, a

group of individuals, or an institution” . As such, employers demand that employees

acquire a wide range of employability skills and apply competently such skills for better

job performance.

Moreover, job performance dimensions should generalize across a broad range of

jobs. Distinctions may be made between elements of task and contextual performance.

With this, it becomes inevitable for the government heads to widen their criteria of job

performance, for they need to focus also on its contextual performance and not only on

understanding of performance in its traditional concept of specific task behaviors.

Van Scotter and Motowidlo define contextual performance as “behavior’s that deviate

from an employee’s job description”. It is clear that employees can contribute to their

workplaces in ways that go beyond the activities that make up their jobs. Van Scotter

postulates that these employees can get involved in contextual performance when they

are “voluntarily helping colleagues, putting in extra effort to complete a given task,
17
Republic of the Philippines
CENTRAL PHILIPPINES STATE UNIVERSITY
College of Computer Studies
Kabankalan City, Negros Occidental

putting in extra hours to get work done on time and so forth”. In this study, contextual

performance involves the five elements identified by Borman and Motowidlo namely

volunteering, persisting, helping, endorsing, supporting and defending organizational

objectives, and following organizational rules identified. Based on available studies

reviewed almost all regarded the importance of employability skills in work settings.

However, these did not focus on correlating the skill competence of employees with their

contextual performance. Thus, the present study tried addressing this research gap to add

more to a body of knowledge on employability skills and contextual performance of

government employees. This study investigated how crucial the graduates’ competence

on employability skills is as new entrants to their performance in a government

workplace. Specifically, this study attempted to answer the following: (1) How does

graduates’ competence on employability skills correlate with contextual performance?

and (2) What do the findings on the correlation of skills and performance imply? To

address the first problem, the following hypotheses were set. Ho: The employees’

competence on the employability.

In addition, one critical measure of success in workplaces is an employee’s ability

to use competently the knowledge, skills and values that match the needs of his job,

satisfy the demands of his employer, and contribute to the overall achievement of

institutional goals. An explanatory-correlational research design was used to determine

the extent of relationship between categories of employability skills (using The

Conference Board of Canada’s Employability Skills 2000+) and elements of Contextual

Performance adopted from Borman and Motowidlo’s Taxonomy. A total of 220

respondents representing the groups of employers and employees from 25 government

institutions in the south-central part of Mindanao region, Philippines.

Inferential analysis shows that fundamental skills had moderate relationship with

employees’ contextual performance. However, being more competent in thinking and

problem-solving skills provides employees with more benefits in performing contextual

behavior. Findings further revealed that although personal management skills had

moderate relationship with employees’ contextual behavior, the competence in personal

adaptability and learning continuously are contributory across all elements of contextual

performance. Finally, the result of the study yielded that teamwork skills, particularly the

skills on working with others, were also moderately correlated with employees’

contextual performance. This implies that graduates’ competence in employability skills

could give them due advantage in their respective work settings. Thus, proper attention

on developing competence on employability skills by employers, employees, higher

academic institutions, labor agencies, and policy makers may help address the problems

on job performance.

Design of Geographic Information System for Tracer Study

(Fitriani, L., Tresnawati, D. and Rahayu, S., 2018)

Geographic information systems (GIS) are a computer-based information system

designed to work with data that have spatial information (spatial reference). This system

captures, checks, integrates, manipulates, analyzes, and displays data that spatially reflect

the conditions of the earth. GIS is part of Information technology; information

technology is a technology that has helped people performing their tasks quickly and

appropriately. Tracer study is an illustration of the condition of works being undertaken

by the alumni at the present (how the alumni get their job, the contribution of the lectures

to the job, the image of the ideal job, the image of the work environments, and the

condition of the alumni after graduation -whether they immediately get a job or vice

versa, as well as the contribution of the college in some of the competencies taught in the

lectures). A college needs to have a Tracer Study application because it requires feedback

from its alumni in order to improve education systems and management. These input,

condition, and motivation determine a college to apply education systems and

management with a pattern or a process of teaching and learning, research, practice,

curriculum, workshops, laboratory, studio or research.

There are several researches related to Geographic information systems and tracer

study. The first one explained the concept of tracer study in the career center of Sekolah

Tinggi Teknologi Garut. The second one investigated tracer study in Universitas Negeri

Semarang with digital maps application. The third research described an Android-based

SIG of Educational Attractions in DKI Jakarta. The fourth one analyzed Geographic

Mapping of Agricultural Land and Crops of Kudus Region. The next one is about the

development of a spatial decision support system for flood risk management in Brazil.

The last one described the condition of tracer study in Kalinga-Apayao. The research

explained the concept of tracer study and geographic information systems in some areas.

In contrast, this article focuses on designing a concept of geographical information

system of tracer study in Garut, especially in Sekolah Tinggi Teknologi Garut. The aims

of this article is to accommodate the needs of alumni’s employment, in which the alumni,

who are working, are expected to help other alumni who have not get a job. As for the

university, this application can accommodate the needs for tracer study.

The analysis and design of the geographic information system of this tracer study

resulted in the concept of a geographic information system of tracer study that can

accommodate the needs of the alumni and the university.

This concept will make the alumni get a job easier and will facilitate the

university’s tracer study.

Furthermore, this concept is also recommended for universities that do not have

the concept of sig tracer study, especially universities that do not have tracer study.

Alumni Tracer Study System Design Using Web-Based GPS (Case Study of
Universitas Advent Indonesia)
(Thomas, G. 2019)

Graduate is one of the important supports in the development of a university.

Graduates have a role to assist universities in developing the university into the

community through collaboration in academic terms. Since the establishment of the

Adventist University of Indonesia (UNAI) to date has resulted in 12 608 qualified

graduates, but the problems that exist today data on students graduated from UNAI

difficult to find because UNAI not have a special service for containing information

about the data the continuation of a career each of graduate that will be created as the

relationships that can support the advancement of the quality of the Graduate at Adventist

University of Indonesia. Methods: With the difficulty of knowing the whereabouts of

graduates, a graduate tracer study system was created using Web-based GPS that aims to

make it easier for universities to find out the alumni position and is expected to be able to

overcome the problems above. The graduate tracer study system was designed using a

website-based system. The system of Graduate tracer study was designed using a web-

based system. The system is easy to use by any user because it is built using the waterfall

method as a method of system development, laravel framework for building websites and

using the Global Positioning System (GPS) locator that serves Graduate. Results: The

end result of this research is to facilitate UNAI system to track and determine the position

of the Graduate as well as get information takes on new Graduate pass or long pass which

spread to various area Discussion: It is expected that the future can be developed to add

features that are useful scholarship to help students who are still studying, and add graphs

Designing Mobile Alumni Tracer Study System Using Waterfall Method:

An Android Based
(Sadil, D. and Khannan M., 2019)

Harald Schomburg defines that tracer study is an approach that enables higher

education institutions to obtain information about possible deficiencies in the education

process and learning process and can be the basis for planning activities for future

improvement. Information provided by graduates who are successful in their profession is

required for example information about relevant knowledge and performance (the

relationship between knowledge of skills and job demands, area of work, professional

positions). In addition, graduates can also be asked to assess the conditions of study they

experienced during the education and learning process. Alumni tracking can also be used

as an activity to find information about stakeholder needs for alumni.

According to Schomburg, the main purpose of alumni tracer study is to find out/

identify the quality of graduates in the workforce. The specific objectives of alumni tracer

study are: 1) Identify the competency profile and graduate skills, 2) Knowing the

relevance of curriculum implementation that has been applied in tertiary institutions with

the needs of the labor market and professional development within the competencies of

the majors, 3) To evaluate the relationship of curriculum and studies in the majors as

scientific development, and 4) As a contribution in the department's accreditation

process.
23

Alumni tracer study is one of the strategic things that must be done by every

educational institution. There are at least three benefits that can be obtained from the

implementation of this activity, namely: Knowing stakeholder satisfaction, in this case

graduates, related to the learning experiences they experience, to be used as an evaluator

tool for institutional performance. Obtain relevant input as a foundation for institutional

development, related to the competitiveness, quality, and working experiences of

graduates that can be used to seize opportunities and overcome future threats. Improve

the relationship of graduates and alma mater, because when viewed from the experience

of well-known educational institutions, strong ties of graduates and alma mater will bring

many benefits to the alma mater along with the recognition of the gait of graduates in the

community

The industrial revolution 4.0 became the current paradigm discussed both in

industry and also in education. The Ministry of Research Technology and Higher

Education encourages all Universities High following technological developments

including the application of the revolution paradigm industry 4.0 to education.

Curriculum in universities is also necessary adjusting to industry concept 4.0, one of

which is in the Engineering study program Industry needs to incorporate Android

application programming into the Programming Logic and Information System Design

course. Almost everyone today has a cellphone with an operating system android. Mobile

technology with the Android system has been reached by all circles and are very familiar

to be used by all students, lecturers or ordinary people.

This opportunity needs to be utilized for development in the Department of

Industrial Engineering UPN Yogyakarta Veterans (IE UPNVY). One database that is

very urgent to upgrade at UPNVY IE Department is alumni data. Alumni data currently

owned have not been systematically compiled and alumni data entering the department is

still very minimal.

A study program must pay attention to the strategic role of the alumni. Alumni

become one of the elements that can play a role in helping Progress of study programs.

On various occasions, the role of alumni in advancing the quality of a study program is

often forgotten. In fact, alumni are an important asset that must be embraced, developed

and managed with well. Not all universities are aware of the strategic role of the alumni

and have not optimally managed the data related to the progress of the study program at

the college.

One of the points assessed at the time of accreditation is the role of alumni and

data on alumni related to the length of time they get a job, first salary obtained, and

alumni user satisfaction.

The classic obstacle faced by the drafting of accreditation documents in the study

program is when the period is about to expire applicable accreditation decree issued by

the National Accreditation Board (BAN) the manager of the new study program moves to

search for data. Because the deadline limited then the data collected is not optimal and

the benefits of the data is not optimal as well.

The non-optimal collection of alumni data above shows the need for a systematic

system for tracing alumni. As is a system that is specifically managed to trace alumni

data It is expected that alumni data can be significant amount according to the number

graduates who have been produced by the Industrial Engineering study program.

Higher Education
(Renny, Chandra, R., Ruhama, S. and Sarjono, M., 2013)

The success of the rapid changes in the workplace due to the globalization of the

workforce, the revolution in technology and a variety of other disciplines requires

anticipation and evaluation of the competencies required by the job. Evaluation is

necessary so that there is no gap between the world of higher education to the world of

real work in the community. Some important shifts that occurred include the increase in

unemployment of educated, both open and hidden unemployment, as a result of higher

education massification, quality competence of workers do not meet labor market criteria

and the low level of labor productivity, the lack of communication between the labor

market with education, changing of socio-economic structure and global political

influence labor market, the development of science and technology very rapidly lead to

fundamental changes in terms of qualifications, competencies and requirements for

entering the workforce.

How big college graduates are able to act in accordance with the suitability of

development education effort to do a search on graduates (Tracer Study). Tracer Study

results can be used by universities to determine the success of the educational process

that has been done towards their students. Tracer study is tracking studies trace graduates/

alumni conducted between 1-3 years after graduation and study aims to determine the

outcome in the form of the transition from the world of higher education to the world of

work, output of education is self-assessment against the control and acquisition of

competencies, the educational process in the form of an evaluation of the learning process

and the contribution of higher education to the acquisition of competencies and

educational input in the form of further excavations to information sosiobiografis

graduates.

If tracer studies conducted more than 3 years after graduation, tracer studies have

several drawbacks, such as the period of retrospection bias due to information that was

too far and the information obtained to be less relevant. If done immediately after

graduation, the study called exit study, where the study was not able to see the whole

process of transition optimally work for a short time after graduating likely unstable work

situation or there may even be graduates who have not found a job.

Quality competence of worker the present do not meet labor market criteria and

he low level of labor productivity, the lack of communication between the labor market

with education, changing of socio-economic structure and global political influence labor

market, the development of science and technology very rapidly lead to fundamental

changes in terms of qualifications, competencies and requirements for entering the

workforce. Tracer Study results can be used by universities to determine the success of

the educational process that has been done towards their students. Therefore, universities

need a technology services to support the optimization of the use of tracer study. One of

that is the use of a website to facilitate the conduct tracer study. Most services tracer

first salary to work, first job, the relevance of the curriculum to the work, and compliance

with the major areas of work taken in college. Tracer study feature in Career Center

Predicting IT Employability Using Data Mining Techniques

(Piad, K., Dumlao, M., Ballera,A. and Ambat, S.,2016)

Researchers in higher education are beginning to explore the potential of data

mining in analyzing data for the purpose of giving quality service and needs of their

graduates. Thus, educational data mining emerges as one tools to study academic data to

identify patterns and help for decision making affecting the education. This paper

predicts the employability of IT graduates using nine variables. First, different

classification algorithms in data mining were tested making logistic regression with

accuracy of 78.4 is implemented. Based on logistic regression analysis, three academic

variables directly affect; IT Core, IT Professional and Gender identified as significant

predictors for employability. The data were collected based on the five-year profiles of

515 students randomly selected at the placement office tracer study. keywords: {data

Evaluating Information Technology Graduates Employability

Using Decision Tree Algorithm
(Tapado, B., Acedo, G., and Palaoag, T., 2018),

Employability of graduates reflects the quality of skills and competencies gained

through a good quality of education provided by the academe that is suitable to the needs

of the industry. It is also one of the performance indicators for the level of educational

achievement of the tertiary institutions in the Philippines. Hence the importance of giving

emphasis to the employability of graduates is imperative. This is the reason why this

investigation is being conducted. Descriptive and Data Analysis method were employed

in this research. A survey questionnaire was utilized as a data gathering tool to determine

the data attributes and employable skills and competencies of the IT graduates. The

answers to the questionnaires were tallied and were analyzed and classified using

Decision Tree Algorithm of Waikato Environment for Knowledge Analysis (WEKA)

Version 3.9.1 wherein prescription of the common skills and competencies for each IT

related jobs for IT graduates were obtained.

CHAPTER III
TECHNICAL BACKGROUND

Presented in this chapter is a brief background of the Central Philippines State

University, the means of tracing the employability of graduates, the problems

encountered and the solutions made by the researchers to speed up the process.

Tracing of graduates is a very tedious job especially if the survey covers a number

of years. In the various departments or colleges of CPSU, graduate tracer study was done

through the use of printed survey questionnaires distributed to prospective respondents,

through interview, social media, and messenger wherein the work has become slow and

laborious.

To speed up the distribution of questionnaires, the researchers had come up to

convert the printed questionnaire into Google form to speed up the procedure in

collecting relevant information from the graduates and the processing of these

information to have accurate results and interpretation.

Just to give a background, the Central Philippines State University (CPSU) is

dubbed as the first agricultural Institution in the country.  It was established immediately

after World War II.

One of the immediate missions of the school was to hasten economic

development of the country which was in the process of reconstruction by training the

youth in scientific agriculture.

Respondents of the Study

The respondents of this study were 260 BSIT graduates of CPSU-Main Campus

during the School Year 2015-2019. For batch 2014-2015, there were 50 graduates,

2015-2016 of 29 graduates, 2016-2017 having 50 graduates, 2017-2018 of 69 graduates

and 2018-2019 of 62 graduates.

The focus of this study was to trace the employability of BSIT graduates of the

Of the total 260 BSIT graduates from school year 2015-2019, 109 or (42%) had

answered the questionnaire. The actual number of respondents was only of 42% percent.

The retrieval rates were: batch 2014-2015 with 22 or 20.2%; batch 2015-2016

with 10 or 9.2%; batch 2016-2017 with 2 or 1.8%; batch 2017-2018 with 24 or 22%;

batch 2018-2019 with 51 or 46.8%.

The outcome was supported by Lange (2001) that a tracer study should at least

cover 60% of the graduates per year of graduation. If an institution has not carried out a

tracer study before, it is advisable to trace graduates of at least the last 2-3 years. This

was also supported by Schomburg (2003) that for written graduate surveys, the

proportion of returns is for the most part between 30% and 60%.

Data Gathering Instrument

A standardized survey questionnaire was used in the study. The data were

gathered through the online survey form. While conducting the study, the researchers

used survey method by distributing the link of the survey form to gather primary data

from the respondents. The data in the questionnaire includes the personal information of

the respondents and their employment data as well.

109 of them submitted their responses, so the table and chart revealed that from the five

batches of BSIT graduates, the batch 2019 had the greatest number of graduates with 24

males or 47.10% and 27 females or 52.90% for a total of 51 and then followed by the

batch 2018 with 13 males or 54.20% and 11 females or 45.80% for a total of 24, batch

2015 with 10 males or 45.50% and 12 females or 54.50% with a total of 22, batch 2016

with 3 males or 30% and 7 female or 70% for a total of 10, then last is batch 2017 with a

total of 2 with 1 male or 50% and 1 female or 50%.

Holistically, it can be gleaned from the graph that the BSIT course is dominated

by females. This is supported by one of the research findings of Larson (2014) that the

advent of the home personal computer has contributed to the history of the gender gap. In

the 1980s, when the PC became a standard home appliance, it was mostly men who used
40
Republic of the Philippines

it. According to the National Science Foundation, a 1985 study found that men “were

substantially more likely to use a computer and to use it for more hours than women;

55% of adult women reported not using the computer at all in a typical week, compared

to 27% of men.” It was a man’s machine—despite Apple’s attempts to brand one as a

“homemaker appliance,” for women who run both the business and the household.

Other contributing factors, according to academic experts I interviewed, include a

culture that encourages young women to play with dolls rather than robots and pursue

traditionally female careers, as well as the self-perpetuating stereotype that a programmer

is a white male. Sometimes women can feel like they don’t belong in a technical world

dominated by men.

or 83.33%, 4 married or 16.70% and nothing for the single parent, then batch 2015 with 8

or 36.36% are single, 14 or 63.60% are married, and none for the single parent, next is

batch 2016 with a total of 10 respondents and they are all single, then lastly is batch 2017

with a total of 2 and are all single.

This implies that the respondent’s life choice is to remain single so that it will be

easy for them to scout for a job and getting stable before marriage.

DePualo observations in 1970 revealed that only 28 percent of adults in the U.S.

18 and older were unmarried, but in 2016, almost half of the respondents (45 percent)

were single. "Workplaces need to adapt to a workforce that is increasingly unmarried,".

As shown in the table and chart above, from batch 2015 to 2019 of 109

respondents, there are only 47 or 43.12% who are employed, 38 or 34.86% are

unemployed, 17 or 15.60% are underemployed, and 7 or 6.42% are self-employed.

This implies that most of the graduates are employed and the nature of their work is

related to the course they are taking.

One of the findings of the study of Abel, Deitz, and Su on, “Are Recent College

Graduates Finding Good Jobs? revealed that majors providing technical training—that is,

training that focuses on quantitative and analytical skills—had the highest shares of graduates

working in jobs that require a degree; engineering and math and computer majors are cases in

point. It can also be noted that information technology is a major part of the tech industry

and it continues to grow (https://www.monster.com/career-advice). Additionally, the tech

industry continues to grow by leaps and bounds. In fact, the Bureau of Labor Statistics

projects a 12% growth rate between 2018 and 2028, which is much faster than the average

It can be gleaned in Table that 3 or8.11% of the respondents’ reason for not finding a

job is to have their advanced or further study and no job opportunity, 10 or 27.03% of the

respondents are not decided to find a job because of family concerns, 9 or 24.32% did not

look for a job due to lack of work experience, and 1 or 2.70% has no job due to health-related

reasons.

Therefore, most of the unemployed respondents think of the family concerns instead

of finding their job they choose to stay at home to take good care of their family. And some

of them were not hired from the job they are applying for because some of the companies

prefer to hire applicants with work experience.

College students normally attend their institution and graduate within a certain time

frame. While graduates want to have acceptable incomes based on the return of investment,

they sometimes face unemployment after graduation. Unemployment is detrimental to the

individual because it leads to financial deficits based on college debts and educational

expenses. If graduates do not have the skills to meet the needs of employers, then the

unemployment rate will increase unnecessarily (Hwang, Y, 2017).

Studies reveal that in the Philippines is attributed to reasons including

overpopulation, the oversupply of the labor force on certain industries, and the inability to

take on available jobs. On the other hand, 22 percent of the unemployed have attended

college while 19 percent have graduated from college. What does this indicate? That there is

a serious disconnect between what schools teach and the demand of the jobs market. Students

are not acquiring the skills they need to fill up available jobs when they graduate. Schools

still offer, and students still enroll in, traditional courses without so much as examining the

demand of industries (Manilastandard.net).

Nowadays, there is a great demand for BSIT graduates. Straightline.com

enumerated the top in-demand degrees for the future center around careers in science, engineering,

and finance. Forward-thinking advances in technology – both on and offline – dominate our work and

personal lives. Careers that involve the design, manufacture, monitoring, and maintenance of such

technologies are new and college degree programs are adapting to prep workers for these emerging

career fields. Overall, the top growth career fields are Engineering, Healthcare, Finance, and

Information Technology.

It is also cited in https://www.bachelorsportal.com that other types of jobs

related to Computer Science or Information Technology are increasing. The best part is

2015 2016 2017 2018 2019

As shown in table and chart, out of the 69 total respondents, 42 or 60.87% of

them are contractual, 3 or 4.35% are trainees,16 or 23.19% are regular, 2 or 2.90% are

on-probation, 5 or 7.25% are part-time and 1 or 1.45% is permanent.

This implies that most of the respondents have a tenurial status of contractual and

followed by regular. This means that at this time, most of the companies or agencies

choose the contract signing of the new applicants than to have a regular employee to their

establishments. And most of the respondents where newly graduates of the program

Bachelor of Science in Information Technology.

This was supported by Concorde (2009) made a study on the status and prospect

of technical education in La Union province and its implication to manpower

development for the industrial world. He revealed that the graduates of technical courses

in the province found no difficulty in seeking employment. However, they have to go

through the process of retraining before they are hired as regular employees in local or

national industries. He pointed out that outputs of graduates in technical education

particularly in the manufacturing group employment projection or labor market forecast

indicate a great demand in the service group.

This result implies that private organizations have many job offerings,

opportunities, or hiring compared to government organizations which also requires

eligibility. Most of the respondents chose to work in private organizations because of the

high salary rate.

This result was supported by the study of Abu Baker Akeel Abu Baker Almintisir

which he found that the employees of the private sector company were significantly

more satisfied with manager selection, comments, feedback sharing, and incentives.

Only a very small percentage of respondents in the government company (10.6%)

agreed that manager selection was based on qualification and experience. This is very

low compared to the private company where 68.75% of the respondents agreed with the

statement. There is practically no opportunity for comments sharing and feedback

system in the government company as none of the respondents agreed that this

opportunity was available in their company whereas 68.74% from the private agreed that

comments sharing and feedback system was present in their company. With regards to

incentives and reward systems, only 15.62% of the respondents in the government

company said there were good incentives and reward systems in their company as

opposed to 84.37% in the private company. Since job satisfaction has been found to

correlate positively with job performance, organizational citizenship behavior, and

negatively with absenteeism, turnover and work deviance, government companies

should work on improving manager selection, comments sharing, and feedback system,

and incentive and reward system.

are jobs that require minimal professional work experience and open the door to larger, work-

related opportunities. These positions generally mean that the employer is looking for a

young professional who has some prior experience such as an internship under their belt, but

not necessarily someone who has any full-time experience. Although having a significant

As shown in the table, most of the respondents received a monthly salary that

ranges between 10,000.00 to 20,000.00 pesos and working in private companies.

From the news report of Jon Carlos Rodriguez, ABS-CBN News posted on Mar

15, 2016, fresh graduates seeking to land their first job may receive as much as P20,000

per month if they look in the right industries, according to JobStreet.com Philippines.

The report showed that IT graduates received an average monthly wage of P22,567,

based on jobs posted from October to December 2015. IT-related jobs include computer

technician and web administration staff. Last year, fresh graduates of IT-related courses

received a monthly average of P22,498. Philip Gioca, JobStreet.com Philippines country

manager, said the entry salary of fresh graduates across all industries in 2015 increased 9

percent from 2014. The second-highest salaries for fresh graduates are jobs in

actuarial/statistics, with average monthly salaries reaching P21, 391. Third in the

rankings are jobs in law/legal services with P21,132; fourth are healthcare-related jobs

with P20,048; while journalist/editor jobs placed fifth with P19, 808. Completing the top

10 of the highest paying jobs are training and development (P19,723); quality

control/assurance (P19,337); public relations/communication (P19,242); merchandising

(P19,095); and customer service-related (P19 036). Gioca noted that the call center/IT

services/business process outsourcing (BPO) industry remains the biggest market for

fresh grads. The JobStreet.com report showed that there were 149,753 IT/BPO jobs

posted online in 2015. The second most in-demand industry for fresh grads is

retail/merchandise, which offered 8,131 jobs in 2015. Merchandising also posted the

highest salary increase of 42.5 percent for fresh grads in 2015. "The total number of fresh

grads increased by 32 percent in 2015, which is a very good sign for our economy. The

biggest jump coming from BPO, TelCos, and merchandise-- these are the groups that are

employing a lot more of fresh grads in 2015," Gioca said in a press briefing on Tuesday.

Gioca added that fresh graduates should be ready to face a competitive market as there

are more graduates compared to the number of jobs available. "The key to consider a

'catch' in today's competitive job market is by sharpening sub-skills aside from your main

specialization," Gioca said.

The study conducted by Abas-Mastura, Imam, and Osman, opined that the

employer-employee assessment of the competence of new entrant graduates in both

employability skills namely Fundamental Skills and Teamwork Skills was described as

moderately competent. However, competence in Personal Management Skills was rated

differently; employers perceived the employees to be moderately competent while the

employees perceived themselves as very competent. Moreover, it was presented also in

this study that the same group of employees demonstrated satisfactory contextual

performance. These findings served as empirical data in determining if such a level of

competence in three categories of employability skills is associated with satisfactory

contextual performance.

CHAPTER IV

SUMMARY, CONCLUSION AND RECOMMENDATIONS

This chapter presents the summary of findings, conclusions, and

recommendations of this study.

Summary of Findings

Based on the data gathered, important findings are drawn.

Of the 260 total respondents, only 109 graduates were traced. The majority of

the respondents were female. As to the respondents waiting time before landing their

first job, the majority waited only for three months and below, where most of them are

employed in private organizations under contractual status whose job is related to their

course and earned a monthly salary which ranges from Php 10,000.000 to 20,000.00

pesos. As to their job level position, the majority are staff. The graduates are satisfied

in the different academic aspects; hence, the IT skills acquired are being applied by the

graduates in their respective jobs.

Conclusions

After collecting all the data needed, the researchers have found out that the BSIT

course is in demand. Technology has become a necessity for the majority of industries or

entities in their daily operation. Also, there are more females than males and most of

them are employed in different private organizations under contractual status. The IT

skills they acquired are very useful and applied in their respective jobs.

Recommendations

Based on the aforementioned conclusions, the following recommendations are

made:

1. The university should continue to have placement programs for its

graduates.

2. Establish an Alumni Website.

3. A tracer study for the program must be conducted annually to continually

monitor the whereabouts of graduates in the BSIT program.
