Seattle Children’s Livable Streets Initiative:
Public Involvement
On Saturday, November 13, more than 300 community members
participated in Seattle Children’s Livable Streets Workshop.
Hundreds of comments and project ideas have been received through the
event, email, and on the website.
The workshop featured:
• Opportunities to suggest and comment
on project ideas
• Demonstrations of potential project
types, including street design, ITS, and
bike facilities
• Free kids’ bicycle helmets and fittings,
with bike safety “Skillz & Thrillz” obstacle
course
• Booths from 18 community co-sponsors
• “Pedal with Decisionmakers” bike ride to
visit and discuss target project locations
in the neighborhood

All of the public input on Seattle


Children’s Livable Streets
received to date is included in
Appendix B to this booklet.

The Seattle Children’s


Livable Streets Initiative
proposes to partner with
the Seattle Department
of Transportation and our
neighborhood sponsors
to build a Neighborhood
Green Street on one of
these corridors to
connect the Burke-
Gilman Trail, schools,
parks, and other existing
bicycle and walking
facilities. This will also
include elements of a
high-quality bicycle
boulevard as specified in
Seattle’s Bicycle Master
Plan.

1. What is a Neighborhood Green Street?

Neighborhood Green Streets are residential streets improved to make all


people feel comfortable walking, biking, or playing.

Drivers can still pass through, but traffic moves at slower speeds. These
traffic calming elements of Neighborhood Green Streets encourage
people of all ages and abilities to spend time outdoors in their community.
In addition, the design features include planters that serve to provide
natural stormwater drainage and greenscapes.

Ravenna Pl NE to Ravenna Ave NE north of Blakeley St is a gap
between the Burke-Gilman Trail and the trails of Ravenna Park,
bike lanes on Ravenna Blvd, and Green Lake Park.

Dedicating one traffic lane to two-way bicycle traffic and


pedestrians would fill this missing link. Example: Separated two-way bike lane

This street is missing sidewalk segments on both


sides, creating a dangerous and unappealing
pedestrian environment. Completing sidewalks could
improve the walk from the Burke-Gilman Trail.

3. NE 50th Street and 40th Ave NE:
Intersection redesign for safer crossings

6. Princeton Ave NE at Burke-Gilman Trail:

The existing gravel path at Princeton Ave and the Burke-Gilman Trail
could be paved and graded to minimize vegetation transplanting and
provide an accessible route from the trail to the bus stop, business
area and surrounding neighborhood. An existing cross walk and
signal is located at Sand Point Way. Princeton is targeted for
sidewalks in the Pedestrian Master Plan.

General location Here’s an idea for improving bike transportation and safety. As a daily bicycle
Email commuter I see dozens of cyclists run red lights and stop signs each week. At
Luke Rogers / least some of the time those running red lights are doing so because the light
simply won’t change for cyclists even when they roll over or otherwise attempt
to trigger the signal using the while “T” in the street. Some intersections are
better than others but those cyclist triggers are not reliable and as a cyclist you
have no way of knowing if you have triggered the signal to change.

General location I’m contacting your regarding a project at the 24th Ave. Street End. Located in
Email Ballard, the project will add green infrastructure stormwater treatment that links
Elisabeth Dunigan / Market Ave. with the waterfront on 24th Ave. The project also seeks to develop
the green infrastructure with educational programs that will offer opportunties
for children to learn about the complex issues surrounding the region's
stormwater with a walkable urban link that connects the heart of Ballard with the
waterfront. The project intersects the proposed "Missing Link" bicycle path and
we're working with Ballard's Bike Share Group to install a bike station at the
pedestrian link (http://www.ballardnewstribune.com/2010/10/14/news/group-
working-bring-bike-share-program-ballard). I've attached a board that explains
more about the project with maps of the area.
The green infrastructure treatment was imagined during facilitated sessions with
Sustainable Ballard in 2007 and would convert areas of the street end and street
edge into excavated bioswale gardens. We are working with Seattle Parks,
schools, and non-profit groups to install an innovative street edge treatment that
would break down petroleum contaminants carried by stormwater on street
surfaces using mushroom mycelium planted in the soil. Additionally, the
gardens would slow the flow of water and divert rain water away from industrial
properties.
Our goal is to raise additional funding for this pilot project which will cover
costs for the children educational program for implementation of the the
bioswale treatment. We respectfully request that you help us reach our goal by
providing a donation. The project will significantly impact the waterway by
offering solutions to mitigate contaminants carried by stormwater and protecting
a watershed where young salmon have been identified while serving as an
educational showcase and prototype for other projects in the area. The project
also

Seattle Parks Levy Opportunity (SPLO) funds for development next year.

I walk this route every day, and I always see many others using it, too. It's mostly
a very pleasant and relaxing amble, but in places it's intimidating and
uncomfortable. For those who don't know what's on the other side, these bad
spots are real barriers. Please consider these 2 or 3 bits of sidewalk that would
make a real difference for some families at the hospitals, and some of the
hospital's neighbors.

001-004 All the way down NE 50th, the last stretch to the Village presents the biggest Add raised crosswalk at NE 50th St across NE Blakely to the Burke-Gilman

dangerous.

My commute options to UW for work are busing, walking, and driving. I do all
three, but walking gets dangerous along that stretch in the winter wet and dark.

block your view. The southern corner, marked in the photo, provides better sight
lines, is under a street light, and it puts you on the same side of 50th as the stairs
and the sidewalks farther west. But there is no corner there. You have to stand
back on that gravel bar, or risk being hit by a car turning right. The wide radius
of this corner pulls the pedestrian out of the drivers’ line of sight, and
exaggerates the offset alignment of NE 50th, make the crossing a longer walk
than is necessary.

Streets workshop. The images in the booklet were quite disturbing because they
show destruction of a large natural area. As shown the project would do much
more harm than good and not be a cost effective or wise use of limited funds.
Harm done to native vegetation at this site by the sort of ADA structure or path
shown would outweigh the benefits of improved ADA access. I believe that
Children's staff prepared the booklet, before the first Liveable Streets session
held on November 6. The image of a biker on the steps in the document indicate
unfamiliarity with the location and is misleading because the biker is shown
awkwardly handling the bike and not using the bike ramp at the side of the
steps. That European style bike ramp was installed at community request when
the bridge was rebuilt in 2002 and provides a good means for walking bikes up
or down along the side of the steps. Native vegetation at this spot has been better
than many areas adjacent to the trail for a long time. Back in the early 1990's
when the Burke Gilman Trail Vegetation Management Plan was being developed
City Foresters praised the quality of the spot at a public meeting held there. After
bridge construction in 2002, the native vegetation was further improved by
additional plantings. Since then many people have worked at stewarding the
native vegetation at this site. Within the past three or four years alone hundreds
and perhaps as many as a thousand people including neighbors, people from
community groups, and others, have worked at stewarding and improving the
native vegetation in the mile and a half of trail south of NE 65th Street including
the area near the bridge. The design shown at the workshop looked as if it
would be quite expensive to build due to the amount of engineering, grading,
and concrete work which would be required on the slope. In addition
maintenance costs for ramps at this location may be higher than most locations
due to potential need to remove leaf or vegetion litter from a ramp's surface to
prevent it from becoming unsafely slippery. Surely there must be more efficient
and effective ways to spend Liveable Streets funds.
Improving ADA access to and from the trail at 45th Avenue NE which is already
be on your project list would provide an ADA link between the bridge and the
trail via a few hundred feet of sidewalk alongside NE 55th St. The slope of this
route would be gradual and within ADA standards. Improving ADA access at
45th Avenue NE seems a much better project with lower cost, fewer if any
negatives, and a higher benefit to cost ratio.

Sand Point Way NE Since Children’s began to charge for offsite parking at Magnusson, Church
Email Archives and 70th, increasingly employees are parking along Sandpoint Way
Carole Knezevich / and hopping on the 75. No problem except where Sandpoint turns into a 2 lane
residential road (north of NOAA). Now several of the bus stops are being
discontinued – such as the ones at the entrance to Matthew’s Beach Park. The
result is that people have to walk a dangerous path to get to the remaining bus
stops, skirting around more and more parked cars, stepping out onto the
sometimes curved road and often in rainy dark weather. At these locations,
Sandpoint Way is a neglected road with no sidewalks and with foliage growing
out toward the road. Please address this as the situation will get worse as
Childrens’ expands. Could we have some off-site parking somewhere else
besides Sandpoint Way say along Lake City Way for people coming in from
Lynnwood and Everett and shuttle people in from another direction?
