It is an honor to host the first ever Virtual Annual Conference for the WVML on September 24, 2020 as
Message from the President:
well as the newly appointed/elected municipal judges training to be held September 25, 2020. We’ve all
been adjusting to this world-wide pandemic and there has been no better time to use the phrase “when
life gives you lemons, you make lemonade”. That is exactly what the League has done. We’ve organized
a remarkable virtual conference in the span of a few months. While this conference won’t be exactly
what we’re used to it will still provide an opportunity to learn and handle the essential business of the
League.
Included in this packet is important information on both the conference and training session. You’ll
find details about the schedule of events and how to register for this virtual event. And with the support
of our generous sponsors I’m happy to announce that the conference is FREE to League members this
year. And I’m equally pleased to announce that the registration cost for the newly appointed/elected
municipal judges training has been reduced to $100.00. As you begin to register if you have questions
please reach out to our League staff and they can assist you.
The conference event will go live at 9:00 a.m. on September 24, 2020. And in order to provide flexibility
to you during this time we’ve prerecorded most of the conference to allow a go-at-your-own-pace type
of program. Also, in the packet you’ll find info that is important for our annual business meeting that
have some deadlines for submission. While this isn’t the outcome any us want, we’re going to take it in
stride and continue our important work. I look forward to seeing you all through our virtual event.

❖ Open Meetings with Closed Doors: Maintaining Transparency & Community Involvement
During the Pandemic
Senate Bill 164, which became effective July 1, 1998 requires any municipal judge who is not an attorney to participate in a training
program conducted by the League. Additionally, HB 2120, which became effective May 21, 2007 it is a requirement to receive
continual legal training on an annual basis for those who are not attorneys.
This training will be conducted virtually and is open to any newly elected/appointed municipal judge who requires training.
Certificates of Completion will be issued to each person completing the training led by Floyd “Kin” Sayre, Bowles Rice LLP.
The cost of registration is listed below and can be completed on www.wvml.org under the events tab.
ARTICLE VIII
VOTING
SECTION 1: NUMBER OF VOTES AND VOTING PROCEDURES
At all meetings of the League, each member municipality shall be entitled to one vote for each ten thou-
sand (10,000) Population or fraction thereof, based on the most recent United States Census. Each vote shall be
attested by the Mayor or his authorized representative of the member municipality which delegate represents.
Associate members may not vote on any matter to come before the League.
SECTION II
DELEGATES
Delegates to meetings of the League must be elected or appointed officials of the member municipality.
Alternate delegates may be appointed under rules to be specified by the Credential Committee and may serve as
the delegate member municipality if the primary delegate is unable to attend.
SECTION III
VOTING BY PROXY
Voting by proxy shall not be permitted at either the meeting of the League or of the Board of Directors.
NOTE: The League requires that all municipal governments who are certified to vote, must have this
form submitted to the league by September 4, 2020.

SECTION III: DUES
Annual dues of members should be paid on or before the first day of August to ensure all members are in
good standing before the Annual Conference, so delegates may have their voting rights.

The Municipal League is beginning the policy process that will end with a statement of policy
adopted by the members at the Annual Conference in September. The current statement of
policy can be found at www.wvml.org. WVML staff and the Legislative Committee use the
policy statement adopted by the members at the Annual Business Meeting to develop a package
for each legislative session. In addition, the staff uses the policies to guide positions taken by
the Municipal League in response to legislation brought forward by others, and to answer
questions about the League’s position on a variety of issues.
We need to hear what you think should be priorities for the Municipal League!
If you have thoughts or suggestions you would like to have addressed by the Municipal League
Policy Committee, please explain them below (use additional sheets if necessary) and return this
