Dear Mr. Parker,

The COVID-19 pandemic has clearly had a prolonged negative impact on the aviation industry.
Congress created the successful Payroll Support Program (PSP) as part of the CARES Act to
provide emergency relief to the airlines industry and its workers. However, the program’s
impending expiration on September 30, 2020 has forced American Airlines to make difficult
decisions, including suspending service to regional airports located in our districts effective
October 7, 2020 and announcing involuntary staffing reductions effective October 1, 2020.

Please know that we are committed to passing a clean extension of the PSP. On July 27, 2020,
223 House members—including both Republicans and Democrats—sent a letter to House and
Senate leadership urging Congress to extend PSP before the September 30 deadline. We have
prepared a follow-up letter to Congressional leadership emphasizing the need to provide this
critical relief—and the negative consequences of failing to do so. As the pandemic has not
ceased, neither will our efforts to aid the thousands of aviation employees and their families.

While we continue to work to pass emergency relief legislation, we are writing to encourage you
to reaffirm your commitment to working with us and the regional airports we serve to protect
jobs and maintain service. Decisions to lay off workers and suspend service, even temporarily,
have a disastrous effect on local economies, particularly in the smaller communities that regional
airports serve. We strongly urge you to maintain your partnership with these communities.

The regional airports we represent have made significant sacrifices to aid American Airlines
during this pandemic, including: providing rent, charges and fee abatement; waiving parking
costs for American Airlines passengers; covering operational expenses to keep flight services
available for American Airlines; investing in equipment upgrades; and launching advertising
campaigns to promote safe air travel.

As you know, the impact of service suspension to regional airports is felt more acutely in small
communities. These airports provide employment, promote tourism, and support economic
growth in the regions they serve. In smaller communities, the loss of service from one airline
could lead to an entire airport’s demise, adversely affecting the local community and the jobs and
businesses that depend on airline service. As our country continues to weather the impacts of
COVID-19, small communities across the nation need every resource and opportunity possible to
support their local businesses and stimulate their local economies.
Make no mistake, we understand that these are challenging times and the financial distress of the
airlines industry must be addressed. We are committed to advancing a clean extension of PSP
through Congress and working with you to find additional long-term solutions to ensure a
sustainable U.S. aviation industry. In turn, we ask that you maintain your commitment to our
nation’s airports and the local communities they support.
