Public Sector banks sets base rate higher than SBI
T he concept of prime
interest rate used by banks
is now being replaced with
base rate system. The Prime rate
is a rate what banks charge their
best customers. Also known as the
prime lending rate, it is based on
the RBI fund rate. The fund rate is
used by central banks to control
how much the banks lend to its
customers. The prime interest
rate was important as it affected
liquidity in the financial markets. A
low rate increases liquidity by
making loans less expensive,
therefore easier to get. So, when
prime lending rates are low,
businesses and economy expands.
Similarly, when the prime lending
rate is high, then liquidity dries up,
and the economy will start to
slow. So banks will usually only
raise the prime interest rate when
the Fund rate is increased. This is
true even though banks would
technically make more profit on
an individual loan when rates are
higher. However, since this would
decrease the number of loans
applied for, this would slow the
loan business overall.
The PLR is calculated by each bank
on the weighted average basis
method. In this method a small
return is added to the average
cost of funds. The PLR was also
considered as a reference rate on
which all loans were priced. The
method was supposed to bring
transparency to a bank's working
and also in the cost of its funds
and its strategy for pricing risks. In
this system banks were given the
freedom to price their loans above
or even below their PLR, there is
evidence that almost 80 per cent
of the corporate loans are at rates
below it. This means banks are not
diligent in charging their interest
rate or somehow there is some
problem in transparency, may be
this position is created by banks
due to competition.
Banks justify their decisions by
pointing out that the aggregate of
a borrower's collections, earnings
from bills, foreign exchange, and
cash management would more
than offset the lower.
The change in the lending rate of
public sector banks aroused a new
remarkable change by in banking
sector by fixing their minimum
lending rate in the range of 7.75
per cent to 8.25 per cent which is
quite higher than that of market
leader State Bank of India. The
base rate is the minimum amount
a bank should charge from a
customer. It is a new regime
which came into existence from
July 1 and is intended to bring
about more transparency in the
lending operations of banks which
is a remarkable step taken in
banking sector. 11 public sector
banks, including the Bank of
Baroda, Oriental Bank of
Commerce and the Allahabad
Bank had announced their rates.
These new lending rates will
replace the existing benchmark
prime lending rate that varies
between 11-13.75 per cent. While
the Bank of Baroda, Oriental Bank
of Commerce, Allahabad Bank,
Bank of India, Indian Bank and
IDBI Bank have set their rate at 8
per cent, Syndicate Bank, Dena
Bank and Indian Overseas Bank
have fixed it at 8.25 per cent
which was much higher than SBI’s
base rate as 7.5 per cent.
Under the base rate lending
mechanism, borrowers will be
charged interest rates over the
base rate depending on their
credit profile. This system is not
applied to concessional loans for
agriculture, export and other
specified sectors. The base rate
system will be applicable for all
new loans and also existing loans
that come up for renewal. Existing
loans based on the BPLR system
may continue till maturity of the
existing contract. However,
existing borrowers have the
option to switch over to the base
rate system before the renewal or

expiry of the existing contract
without any charges.
The main benefit of replacing the
existing benchmark prime lending
rate (BPLR) system with base rate
is to bring more and more
transparency in this sector. But
also the effective rate at which
customers will avail loans will
include components like tenure
premium & risk premium above
the base rate.
With this innovation the
implementation of new regime
will begin in which borrowers in
the micro & small sector will get
substantial reduction in interest
rates. The Banking sector had also
addressed the concern of the
agriculture sector, by bringing
down the minimum lending rate,
which will benefit a large number
of borrowers in this sector. Loans
in other priority sectors have also
been priced at a lower rate to
make it more affordable. In short,
this new regime is expected to
bring a new & noticeable step in
banking sector but we will of
course have to wait for things to
unveil with time.

Will Greece emerge from the Sovereign Debt Crisis?
T he first decade of the new
millennium is turning out
to be a decade of crisis’s.
The global economy has seen
many pitfalls since the beginning
of the millennium, with trades
affected due to the attack on
WTC, followed by two wars, then
America’s subprime crisis and the
Dubai crisis. Now European
countries have been affected due
to Greece’s Sovereign Debt Crisis.
What is Sovereign Debt?
It is the debt taken by a nation’s
government in the form of bonds.
These bonds are to be repaid on a
predefined maturity date along
with interest. The credit rating
agencies such as Standard and
Poor, determine the credit rating
for a country based on which its
bond’s yield is determined and
the investors decide on whether
to invest in the bond or not.
These bonds are generally issued
to meet the trade deficit of a
country. Based on the rating given
to the country, the investors
determine the interest rate on
which the investment can be
made. The lower the rating, the
higher will be the interest rate.
There is no security of repayment
of the debt in case of sovereign
debt; the only security is that, if
the country defaults in payment
of this debt, the credit rating
agencies will deteriorate the
rating of the country making it
difficult for the country to raise
additional funds.
Greece is also facing a similar
problem. It was among the fastest
growing economy in the
European Union a couple of years
ago. In October 2009, the newly
elected Greek government’s
policies resulted into a drastic rise
in the country’s deficit figures,
from 6 per cent of GDP to 12.7
per cent. Such high deficit
resulted into loss of confidence in
the Greek Economy due to which
the Credit rating agencies
deteriorated the rating of Greece.
It resulted into a rise in the price
of the previously borrowed fund
of $300 billion which they were
struggling to pay and also this
made difficult for them to raise
additional debt due to the rise in
the cost of the bond due to the
deterioration in their rating.
The effect of this would be that, if
the Greek government fails to
repay the interest and/or the
principle for the borrowing, the
rating would become so poor that
it will not find any debt funding,
resulting into a political and
economical collapse in the
country. A similar situation was
seen a few months back when
Standard and Poor downgraded
the Greek government’s debt to
“junk” status (highly speculative),
which resulted into a sharp rise in
the cost of borrowing due to its
cancellation of its international
overdraft facility. Now, the Greek
economy looks upon the last
option left with it, help from
European Union and the
International Monetary Fund for a
bailout package of around 110 to
120 billion Euros.
But even they are retaliating,
Germany and IMF demand a
public sector cut to reassure the
investors that the government
can become creditworthy again.
If the Greek government fails to
pay back the debt and becomes
bankrupt, the effect would be
wide spread. The effect would
start from the deterioration in the
euro currency as it is linked
through all the European
countries. Soon, the debt prices
of all the European countries will
rise which may result in the
collapse of the entire European
union. Due to this danger the
European Union has accepted to
offer bail out to Greece, but the
following points cannot be
ignored-

currently been recovered
completely yet.

government receives
bailout of 110 billion Euros
they still have to pay the rest
of debt which is to be repaid
with interest (total debt is
around $ 300 billion). And
the European Union is not in
a position to release a
second bailout.
 A help from the IMF is also
doubtful because the Greek
Government is not having
enough reserves (in terms of
gold) to support it.
 Even if the reserves prove
sufficient, the government
will not have any reserve left
to support its currency,
which will result into a sharp
rise in inflation.
 The European Union will not
allow the Greek Government
to print additional currency,
because this will result into
deterioration in its currency
value.
Despite these facts, the European

VAT from 21 percent to 23
percent, cancelling all bonuses in
the public sector organizations.
Even the government has decided
to raise the taxes on property,
alcohol and tobacco, resulting
into a protest from the citizens.
Looking at the situation it can be
said that the impact of Greek
crisis will affect the entire
European Union. A raise in the tax
burden will increase the revenue
for the country but the citizens
will lose faith in the decisions of
the government. Now, the Greek
Government has to decide, what
to do so as to protect the country
both economically and politically.

1. Dual GST: The GST model implied in India would
be dual model, which means Central GST (CGST)
and State GST (SGST). For example if a trader in
Punjab sells goods worth 100 to another trader in
Punjab he would have to pay a tax of 10 (CGST) +
10 (SGST) = 20. This means whatever would be
the tax bracket; we need to pay double tax.
2. Off Sets: CGST tax burden can be offset only by
the credit available from CGST on purchases
similarly the SGST tax burden can only be offset
by SGST credit.
3. IGST: Inter State GST would be applicable on
goods or services traded between two states.
Here the CGST would have no effect but the
states need to transfer the credit of tax to other
state.
4. Threshold Exemption: For benefiting the small
manufacturers and traders and making them
more competitive against the large corporate,
Government has decided to provide a threshold
exemption on GST for small manufacturers and
traders. The threshold limit was different in
different states under the VAT system but now
the efforts are being made to make it uniform
throughout the nation. It is expected to be an
annual turnover of 10 lakh for states and Union
territories and around 1.5 crore for Center.
Now the structure of the tax shows the attempt of
Government to increase the tax collection at Center.
Every tax is now being accompanied by a same
amount of CGST. This is the main reason for many
states disagreeing to implement GST, as their tax
revenue is affected due to it. The revenue for the
Center will not see a major decline; there are chances
that the revenue may go up.
The dual tax system is a problem for the customers
as well. If the tax limit is set too high, the tax burden,
instead of decreasing will shoot up. The states will
not agree for a lower tax rate, as that will affect their
revenue. So who will bear the burden, state or
customers?

years in jail & a mere bail of approx 1lakh rupees was

of the 2.3 million customers. Moreover
the growth of other brands is also a
problem. Globally Apple‟s iPhone has
covered a market share of around
13.7% in 2009 from just 2% in 2008.
Even after the 3G facilities will be

of the services of the device are of not
much use), most of the potential
customers would prefer either
common brands like Nokia, Samsung
and Sony Ericsson or brands like
Apple and HTC.
Converting Threat to Opportunity
Due to the various issues of the
BlackBerry encryption, the company
has gained a positioning of a much
secured data transfer device. If the
company disagrees to reduce the
security of its data transfer services,
despite losing 2.3 million customers, it
will increase its goodwill in the
American market and anyone who
wants privacy would opt for a
BlackBerry. Moreover it can also
target new customer base for other
countries that are currently
threatening BlackBerry for terminating
its services. This customer base will
include Government, Military, Security
personnel, and scientists, who are
assets for a country and who require
privacy and security in the
transmission of some important data.
But, if any incident comes to light
where it is proved that BlackBerry was
used for any terrorist activity, the
image of BlackBerry would be badly
affected. The company needs to take
some action; either terminate its
services in these countries and
restricts its services only to American
continent, or can provide a solution to
these countries‟ defense department.
Whatever may be the decision of RIM
it must consider all the pros and cons.
Any negative news will result into a
loss of its brand image.
Moreover the problem of corruption is
also a major issue in some countries
and if the method of decrypting the
messages on BlackBerry leaks into
the market it will result into security
threat for many corporate
professionals who totally rely on
BlackBerry. The company has to keep
in mind that the decision will not only
affect RIM but also the 8 million
customers around the world, directly
or indirectly.
With extension of 2 months provided
to RIM in India, they should take the
decision cautiously as the company‟s
future depends on it.

ecently I took a walk with
my friend and we were
discussing the Kashmir
issue. He was justifying the killings
of 60 people by telling me that
army didn’t indent to kill, people
were attacking them with stones
and they were forced to shoot to
control the crowd. I asked him
what he meant by “intend to kill”,
because out of the 60 killed most
of them were shot above waist,
many were shot in head!
Remember here that the
protestors were only throwing
stones. Now the question arises
that is shooting the best way of
tackling such protestors?
I hear people saying that if
Kashmiri people would fight for
their rights rather than “Azadi”
then whole India will be backing
them in their fight for justice. But
does anyone actually know what
people of Kashmir are fighting
for? The main thing that a
Kashmiri is fighting for today is the
right for survival. He is demanding
for the revocation of armed forces
special powers Act (AFSPA),
reduction of army, release of
political prisoners and the right of
self determination.
Kashmir has been under curfews
for the last 90 days now. Does
anyone outside Kashmir care?
Have you ever seen a single
candle light vigil in any part of
India to show the people of
Kashmir that we are with you?
Only high pitched voices are heard
which say neither the AFSPA
should be revoked nor the troops
should be reduced. Many
conservatives even question our
patriotism, our devotion towards
the country.
You know the reason for this is
that they have never known the
things correctly. They have always
been fed things. Every news is
presented differently. Even when
we watch news on national
channels we get confused. The
news is so biased that many
people in Kashmir have stopped
watching national news channels.
Times Now has even been blocked
by Kashmiri cable operators as
people were unable to bear the
biased views of the channel. The
people in India get a totally
different view than the
happenings in Kashmir. The local
news channels, newspapers have
been banned by the government.

even the telephone services at
some places are barred.
Big political names in Delhi who
come on these channels say that
there is no need to revoke AFSPA
as it will hamper the working of
the army in Kashmir. But do they
even know how the people of
Kashmir are living? Do they
realize what circumstances a
Kashmiri breaths air in?

gave a statement about Kashmir
needing a political solution rather
than a military one. He further
added that politicians had lost the
advantage that had been gained
over the years. He also said that
Kashmir has been freed from the
militancy problem. Now if this is
true, then the only thing that
army should have been doing was

international borders.
I ask the people who are sitting in
their air conditioned fancy homes,
sipping their beverages, flipping
pages of a magazine that do you
even have a slight idea about
what a common Kashmiri goes
through every day. Have you ever
imagined what it would be like to
see your children beaten to death
or shot in head? Has your brother
disappeared to never come back?
Would you stay quiet if you sisters
were molested? Do you have any
idea about how it feels when you
have to leave your ancestral home
and move to an urban area in the
fear that you might lose someone
you love in the blazing fire & the
next thing you would know is that
that person has been labeled as
terrorist!
These kinds of things seem
“filmy”, but these are the things
that a common Kashmiri has been
going through over the years.
