Sub: Acceptance of application for movement of coal from notified goods sheds/sidings under Priority-D for the month of September and October’08.

1.

Fresh application for Priority-D coal movement from notified goods sheds/sidings will be accepted on and from the first working day of the concerned month. Accordingly, application for the month of st September’08 will be accepted from 1 September’08. Any pending application for approval for overbooked goods shed of the previous month will not be considered for next month’s approval. For example, application which has not been considered in Aug’08 due to goods shed/siding capacity already exhausted will not be automatically considered as fresh application for Sept’08. For September’08, consumer has to apply fresh as mentioned in para-1 above. The maximum number of rakes approved from a goods shed/siding for movement of coal under Priority-D will be to the extent of the loading capacity of that goods shed already furnished in the website of EDRM’s office available in http://www.easternrailway.gov.in. (Details of goods sheds/sidings along with capacity per month is available only for Eastern Railway, E.C.Railway,E.Co.Railway, S.E.C.Railway and S.E.Railway). Application for a month will be accepted up to two days before last working days of that month.

These policy guidelines are framed on the basis of the Board’s letter No.2008/T.T/V/25 Stations dated 04.08.08. This will be valid up to 31.10.08. All pending approval/indents will lapse on expiry of this scheme.

This procedure will be applicable to all Zonal Railways except NFR, The existing instructions on this subject for NFR will continue to be applicable there. Opening of selected goods-sheds/sidings for outward non programmed coal movement as per Board letter dt: 4.9.08: Opening of selected goods-sheds/sidings will be notified with personal approval of COM in consultation with CCM of the concerned Zonal Railways. Such goods-sheds/sidings should have full rake handling capacity. While notifying, Zonal Railway should ensure that coal loading facilities are available at that goods-sheds/sidings or it is provided before notification so as not to affect the existing traffic being handled there. All coal rakes loaded at such goods-sheds should be weighed at notified weighbridges and RRs are issued on the basis of such weighment reports. Before notification, Zonal Railway should ensure that all the environment related issues are being taken care of. Washery operators will not be allowed to use such newly notified goods-sheds when dealing in beneficiated coal and other by products of processed coal. However, permission of outward booking of the above coal (beneficiated and byproducts of processed coal) from existing private sidings, if any, can be granted by the Zonal Railways duly following existing rules and following the rules laid down in this circular.
