Subject: - TLA Engagement of Telecom Class IV Staff
It is submitted that one TLA (Temporary Labor Arrangement) Telecom Mauwan
i.e. Mr. Rana Sajjad Akram was working under FOT/PSC at ATCY since July, 2018 with
the approval of Sr.GM/CEO and concurrence of FA&CEO. The said TLA Mauwan was
reported unauthorized absent from duty w.e.f 10.10.2020 vide FOT/PSC Letter placed
at S. No. 128. On 13.10.2020, a complaint received from the said TLA Mauwan against
the Police Constable Mr. Aamir, No. 142/C posted at railway police station ATCY. The
same was forwarded by the undersigned to SRP/PSC for further necessary action. The
SRP/PSC vide Letter placed at S. No. 132 informed the undersigned through DS/PSC
to handover the said TLA Mauwan for further legal action as Case FIR No. 108 on
Dated 10.10.2020 U/Ss 353, 186 PPC & 120/121 RA, is registered at RPS/PSC against
the said TLA Mauwan. Then the undersigned issued termination notice of the said TLA
Mauwan placed at S. No. 134. However, an application received from the said TLA
Mauwan along with BBA No. 734 of 2020 with request for allowing the duty. Moreover,
fresh approval for 89 days w.e.f 18.11.2020 to 14.02.2021 has already been received
from Headquarters office, LHR for TLA against sanctioned strength is placed at S. No.
142.

Keeping in view the above facts and in order to avoid detention to trains and
Total Failure of Communication (T.F.C), Worthy DS/PSC is requested that termination
letter of the said TLA Mauwan placed at S. No. 134 be seen/post facto approval and
pass orders whether the application of the said Ex-TLA Mauwan be accepted or new
fresh appointment be arranged, please.

It is submitted that one TLA Telecom Mauwan i.e. Rana Sajjad Akram w
working at ATCY (PSC Division) since July, 2018 with the approval of Sr.GM/CEO
concurrence of FA&CAO vide CEN/Telecom letter No.Telecom-256/C. dated.01.06.20
The said TLA Telecom Mauwan was terminated after being reported unauthorized abs
from duty w.e.f.10.10.2020 vide FOT/PSC letter No.10-Telecom/PSC/2020.da
13.10.2020, and registration of case FIR No.108 on dated 10.10.2020 U/Ss 353,186 P
and 120/121 RA vide SRP/PSC vide letter No.458/CC/PRP/PSC dated.14.10.2020.
reaction of termination of said TLA Telecom Mauwan, CEN/Telecom vide letter
Telecom 256/C on dated 20.11.2020 has immediately withdrawn Sr.GM/CEO’s alre
approved fresh TLA for 89 days w.e.f.18.11.2020 to 14.02.2021 without the prior appro
of Sr.GM/CEO. At present, there are two (2) vacant posts of Telecom Mauwan at P
division out of eleven (11) posts. Therefore, due to acute shortage of Telecom staff,
working of telecommunication system at PSC division is suffering badly.

Keeping in view the above facts and in order to avoid detention to trains and T
Failure of Communication (T.F.C), Sr.GM/CEO is requested to issue orders to reta
continue the post of Telecom Mauwan at ATCY on TLA against the sanctioned strength
the completion of regular recruitment process, please.
