ROLES AND RESPONSIBILITIES FOR EACH COMMITTEE MEMBER

Roles and Responsibilities for:


1. CHAIRMAN

 To obtain the commitment and approval of the top management of the company to
develop & implement HAS.
 To lead the HAS development working committee.
 Endorse documents and activities related to HAS.
 Lead Internal Halal Committee (IHC) meetings.
 Ensure that IHC functions effectively.
 Chairman is endorse changes to raw materials, suppliers, products & processes
including the ingredients Master list.
 Is responsible for ensuring that the entire MHC is completely implemented by IHC.
 Responsible for ensuring HAS is implemented effectively according to the
requirements of the MHMS manual.

Roles and Responsibilities for:


2. HALAL EXECUTIVE

 To lead or a member of IHC


 Responsible for managing the application for MHC
 Responsible for managing the documentation & records regarding halal
 Responsible to control and update HAS Manual according to MHMS 2020
requirements.
 Gather top management commitment & obtain approval to develop & implement HAS
 Act as the coordinator who manages the activities of the IHC
 Lead the working group in developing HAS.
 Verify the document and activities related to HAS.
 To chairman as the committee for IHC Meeting
 Ensure IHC is functioning effectively
 Verify changes made to raw material, supplier, product and process including Raw
Material Master list
 Responsible to ensure that the whole process for MHC is implemented completely by
IHC.
 Responsible to ensure HAS being implemented effectively according to MHMS 2020
requirements.

3. PROCUREMENT

 Member of the HAS development working committee


 Responsible for controlling and updating purchasing record and documents
according to the MHMS requirements.
 Responsible for coordinating HAS-related activities.
 Responsible for facilitating the Malaysian Halal Certification application process.
 Responsible for ensuring that HAS is implemented effectively according to the
MHMS requirements.
Example of HAS-related activities:
a. Develop the SOP on purchasing of raw materials
b. Select and propose the list of suppliers for raw materials, processing aids, R&D
materials, trading items, packaging materials, & equipment which comply with the
requirements of MHC:
c. Establish and implement the use of ingredients Questionnaire Form or Purchase to
Agreement to the suppliers of raw materials.
d. Recommend a list of suppliers to be verified by IHC.
e. Assist in the execution & implementation of the internal halal audit
f. Plan, coordinate & evaluate supplier audit & review supplier status if necessary
g. Control, & monitor the HRMP in the selection of raw materials & suppliers and
h. Other HAS-related matters.

4. PROCESSING
1) Member of HAS development working committee.
2) Responsible for controlling & updating records and documents according to the
MHMS 2020 requirements.
3) Responsible for coordinating HAS-related activities
4) Responsible for facilitating the MHC application process
5) Responsible for ensuring that HAS is implemented effectively according to the
MHMS 2020 requirements.

Example HAS-related activities:


a. Develop the SOP on processing.
b. Ensure that raw materials used in processing are from the Raw Material Masterlist.
c. Ensure that employees in the processing division understand & comply with the Halal
Policy of the company.
d. Ensure the processing activities and equipment used are according to the MHC
Procedures
e. Control and Monitor the HRMP for processing activities.
f. Assist in the execution of the halal internal audit of the company and
g. Other related matters

5. RESEARCH and DEVELOPMENT

 Establishing a new product development procedure based on halal raw material


 Establishing a procedure for selecting new material
 Communicating with the IHA coordinator in formulating and developing new product
and using new material.
TERMS OF REFERENCES INTERNAL HALAL COMMITTEE (IHC)

1. INTRODUCTION
The internal halal committee is a committee that has been appointed by the top
management of the company. This internal halal committee was established to meet the
requirements of the Halal Assurance System (HAS) based on the Malaysian Halal
Management System Manual (MHMS) 2020 which has been set by the competent and
responsible authorities.

2. Objective
These terms of reference are intended as a guide to the internal halal committee in ensuring
that the Halal assurance system is implemented effectively and systematically

Role
a) Develop HAS and related documents
b) Ensure HAS is implemented effectively and systematically
c) Ensure the effectiveness of HAS is always regulated continuously
d) Review and confirm the SOP
e) Discuss and set Halal Policy, Raw Material List (Raw Material Masterlist), Halal Risk
Management Plan and other related HAS activities
f) Review the effectiveness and update the company HAS.
g) Responsible for ensuring that the entire Malaysian halal certification process is
implemented successfully and perfectly.

4. Conduct of Meeting
a) The frequency of meetings of the Internal Halal Committee is at least two (2) times a year
and depends on the needs from time to time.
b) The Chairman of the Internal Halal Committee may delegate authority to members
deemed fit to chair the meeting in his absence.
c) The quorum for meeting members shall be at least four (4) people to sit.
d) The decision of the meeting shall be decided by mutual agreement.
e) The results of the discussion and the results of the meeting must be documented in
writing through the minutes of the meeting and confirmed
f) The results of the IHC meeting shall be presented to the top management for any
approval.

5. Appointments and Conditions of Membership

appointment and conditions of membership:


a) Appointment
i) The appointment of IHC members is made by the top management of the dam company
ii) This appointment can be revoked if the member has resigned or moved or directed by the
top management.

b) membership
Membership consists of:
i) Representatives from the top Muslim management as Chairman.
ii) Halal Executive who has been recognized by HPB and holds a permanent position as
coordinator
iii) A representative from the Purchasing Division and
iv) A representative from the Halal Processing or Supervisor division

c) Changes
If there are any changes involving the membership will be reviewed and a new appointment
will be made. Changes will also be made if there is an IHC not working or effective within the
company.

Conclusion
These terms of reference are also subject to any amendments from time to time.
