AMENDING

CHAPTER3.65

OF

THE

KENMORE

MUNICIPAL

CODE;

ANDESTABLISHING

AN

EFFECTIVE

DATE.

WHEREAS,Chapter84.14

RCW

provides

for

exemption

from

advalorem

property

taxation

for

the

value

ofeligible

improvements

associated

with

qualifying

multifamily

housinglocated

in

residential

targeted

areas

within

urban

centers;

andWHEREAS,

theKenmore

CityCouncil

approvedOrdinanceNo.07-0271

authorizing

a

multifamilyhousing

propertytax

exemption

program,

Chapter

3.65

KMC;andWHEREAS,Chapter3.65

KMC

allows

the

CityCouncil

to

designate

one

or

more

residential

targeted

areas;

andWHEREAS,the

City

Council

determinedthat

theCity’s

Transit

Oriented

DevelopmentDistrict

Overlay

area,

as

established

in

OrdinanceNo.15-0406,is

within

an

urban

center

as

de?ned

by

Chapter

84.14

RCW;andWHEREAS,

the

CityCouncilrecognizes

theTransit

Oriented

Development

District

Overlay

lacks

suf?cient

available,

desirableand

convenient

residential

housing,

including

affordable

housing,

tomeet

the

needs

of

thepublicwho

would

be

likely

to

liveinthe

urban

center

if

affordable,desirable,

attractiveand

livable

residences

were

available;

andWHEREAS,theCity

Council

recognizesprovidingadditionalhousing

opportunity,

includingaffordable

housing,intheresidential

targeted

area

will

assist

inachieving

oneor

more

of

the

following

purposes:

a.

Encourage

increased

residential

opportunities,

including

affordablehousing

opportunities,

within

theCity;

or

b.

Stimulate

theconstruction

of

new

multifamily

housing;

or

c.

Encourage

the

rehabilitation

of

existing

vacant

and

underutilized

buildings

for

multifamily

housing;

andWHEREAS,theCity

Council

recognizes

thatadditional

?nancialincentives

are

required

incertain

areas

ofthe

city

to

facilitate

thedevelopment

of

multifamily

housing;

and

WHEREAS,

theCity

has

complied

withthenoticeandpublic

hearingrequirements

of

and
