PURPOSE:
Adopt code amendments to increase lot coverage in three urban residential zones in order to remove a potential a barrier to infill development in Urban Growth Areas, achieving allowed density, and flexibility for site and building design.
BACKGROUND:
The Growth Management Act (GMA) and Snohomish County Comprehensive Plan promote infill residential development withinUrban Growth Areas (UGAs) to reduce sprawl.The County received comments from applicants that the existing lot coverage regulations present challenges to achieving theresidential density allowed by the underlying zoning and do not provide needed flexibility for site and building design.This ordinance raises lot coverage ratios in three urban residential zones, Townhouse (T), Low Density Multiple Residential(LDMR) and Multiple Residential (MR), to a standard 50% lot coverage for these zones. This new standard is aligned with lotcoverage ratios for similar zones in cities within Snohomish County.This ordinance promotes a greater variety of housing types through an increase in lot coverage for Townhouse and MixedTownhouse Development in the LDMR zone and an increase in lot coverage for Multifamily Planned Residential Development(PRD) in the LDMR and MR zones.The planning commission held a hearing on this proposal on November 17, 2020 and 9 commissioners voted unanimously torecommend the county council approve the proposed amendments, with a planning commission recommendation letter datedNovember 18, 2020.

WHEREAS, the Growth Management Act, chapter 36.70A RCW (GMA), requires
12
Snohomish County (the “County”) to regulate land use and development within the
13
County’s
jurisdiction; and
14 15
WHEREAS, the Snohomish County GMA Comprehensive Plan (GMACP)
–
16
General Policy Plan (GPP) directs Snohomish County to promote development in urban
17
growth areas (UGAs), support land use practices that reduce housing costs, and
18
maintain a regulatory environment that facilitates growth of the local economy; and
19 20
WHEREAS, chapters 30.23, 30.31E, and 30.42B of the Snohomish County Code
21
(SCC) establish lot coverage ratios, which regulate the amount of building coverage
22
(footprint) on a parcel of land, for seven urban residential zones; and
23 24
WHEREAS, the standard lot coverage ratios for three urban residential zones
25
classified as multiple residential zones present a barrier to infill development in Urban
26
Growth Areas, achieving allowed density, and flexibility for site and building design; and

WHEREAS, the lot coverage ratios for multi-family development within the Low
29
Density Multiple Residential (LDMR) and Multiple Residential (MR) zones are lower
30
than the lot coverage allowed for single-family and townhouse development; and

WHEREAS, the County seeks to promote the delivery of more affordable housing
33
throughout Snohomish County by allowing more efficient use of land and promoting a
34
variety of housing to meet the needs of all residents; and

WHEREAS, the County requires all development projects to meet stormwater
37
regulations which mitigate the impacts of stormwater runoff from impervious surface
38
areas, including from buildings, consistent with chapters 30.63A and 30.63B SCC; and
