A. CALL TO ORDER, ROLL CALL, AND ANNOUNCEMENT OF THE AGENDA
Commissioner Robert Larsen, Planning Commission Chair, called the meeting to order at 530 p.m. Of the eleven (11) currently appointed commissioners, nine (9) were in attendance (a quorum being six (6) members and a majority being six (6) members): Loren Simmonds and Mark James were absent from this meeting. Michael McCrary, Planning and Development Services (PDS), Deputy Director, served as Planning Commission Secretary for this meeting.
B. APPROVAL OF MEETING MINUTES
The minutes of October 27, 2020, regular meeting were approved unanimously.
C. STATUS OF PAST RECOMMENDATIONS AND FUTURE AGENDA ITEMS
Mike McCrary provided an update of the activities by the County Council during the last month. He also reviewed anticipated topics for upcoming Planning Commission meetings.

D. UNFINISHED BUSINESS
1. Proposed Code Amendment to Lot Coverage: Hearing Janet Wright, PDS Planner, 425-388-3835, Janet.Wright@snoco.org
The proposed code amendment is to raise lot coverage ratios in the following three urban residential zones within Urban Growth Areas in unincorporated Snohomish County: Townhouse (T), Low Density Multiple Residential (LDMR) and Multiple Residential (MR). The land use regulations already include exceptions to the standard lot coverage. consistency and simplicity within the County’s lot coverage regulations for applicants and permitting staff. The proposed change to lot coverage for these three urban residential zones would not change other required regulations that seek to mitigate the impacts of development. Applicants would still be required to meet tree canopy and stormwater regulations and any other regulations which apply to their projects, including landscaping and open space regulations. After a summary of the proposed amendments by Janet Wright, Chair Larsen asked for questions from the commissioners. With no questions, he opened the public hearing. The
Public Hearing opened at 5:40 p.m.
for Proposed Code Amendments to Lot Coverage. Three (3) written comments were received by the Planning Commission from the public before the November 17
th
hearing. No members of the public commented at the public hearing. The
Public Hearing was closed at 5:41 p.m.
Chair Larsen asked for comments from the Commissioners, after a few brief questions, a motion was made. A

for Proposed Code Amendments to Lot Coverage as contained in the October 5, 2020, briefing staff report.

E. NEW BUSINESS
1. Minor Revision for Conditional Use Permit (CUP): Briefing Amber Piona, PDS Planner, 425-262-2375, Amber.Piona@snoco.org
The proposed code amendments address minor revisions to approved conditional use permits and height requirements for K-12 school facilities. The proposed amendments would increase the allowed height for school facilities to 55 feet and amend the allowed increase in gross floor area as well as trip generation for minor revisions to approved development for school facilities from 10% to 20%. Allowing school facility projects greater flexibility in using the minor revision process would support Snohomish County schools in accommodating growth in an efficient and timely manner. Amber Piona provided a briefing to the Planning Commission on Minor Revision for Conditional Use Permit (CUP). After a few questions and comments from Commissioners, the Public Hearing has been tentatively set for December 15, 2020. For further information, please review the following:
