RESOLUTION NO. 13
SERIES OF 2019

“RESOLUTION DECLARING THE COMMUNIST PARTY OF

THE PHILIPPINES-NEW PEOPLE’S ARMY (CPP-NPA) AS
PERSONA NON GRATA IN THE PROVINCE OF SULTAN
KUDARAT”

WHEREAS, the Communist Party of the Philippines-New People’s Army (CPP-NPA)

has been operating in the mountainous portion of Columbio, Esperanza, Bagumbayan, Sen.
Ninoy Aquino, Kalamansig and Palimbang, all in the Province of Sultan Kudarat and been
indoctrinating and recruiting new members to fight the established authorities and overthrow the
government;

WHEREAS, the continued acts of violence, terrorism, violent extremism and other
forms of lawlessness, oppression, and harassment of the communist insurgents to the people in
the province deserves attention as these are detrimental to peace and development;

WHEREAS, these threats posed by CPP-NPA present an imminent danger to people’s

right to life, liberty, and security throughout the country;

WHEREAS, there is a need to converge and exert concerted effort to prevent and
deter any act of terrorism and insurgency in the province of Sultan Kudarat with the first step
of declaring CPP-NPA as persona non grata in the Province of Sultan Kudarat;

WHEREFORE, on motion of Hon. Joseph M. Ortiz, duly seconded by Hon. Jose Remos
P. Segura, it was -

RESOLVED AS IT IS HEREBY RESOLVED, to declare the Communist Party of the

Philippines – New People’s Army (CPP-NPA) as persona non grata in the Province of Sultan
Kudarat;

RESOLVED FURTHER, to forward copies of this resolution to concerned authorities

for their information and appropriate action.
