Yes, I agree because the organization (Indian Railways) who was on the verge of financial crisis, whose surplus was as low as INR 1.49 billion in 1999-2000, whose addition financial liability was about to cross over Rs. 61,000 crore [INR 610 billion] in coming years as expected in mid-2001 and will rapidly drive IR to fatal bankruptcy etc all these points suddenly got changed in just 4 years!! Surplus of INR 130 billion in 2006-2007, and of about INR 250 billion in 2007-2008, Increased capacity at zero cost ,value added services etc. All these become possible due to the leadership. Managing the man and optimum utilization of resources is what the leadership is and this funda helped Indian railway.

In case of IR it is not true even with most other Govt. organization it is not true simply because the policies and money is good in govt. sector only thing in which it lags is a good leader to run it. Moreover Corruption is the biggest hurdle in development of Govt. sector which is not a comparable serious issue in private sector that s why the growth in private sector fast and rapid as compared to govt.
