CAREER HIGHLIGHTS
HOTEL MERCURIO, Puerto Vallarta, Mexico
Founder, Owner, Director, January 2002 – Present
Purchased, developed, and managed a 28-room resort hotel in Puerto Vallarta, Mexico. Currently negotiating sale of
the business/hotel property (expected completion in January 2011).
. Results. Led business from startup (operating losses) to annual revenues of $740,000 & $147,000 taxable income.
. Business & Finance. Established U.S. and Mexican corporate structures and legal entities. Negotiated
acquisition of resort hotel property. Developed pre-purchase, pro forma business plans and updated subsequent
expansion with mezzanine financing.
. Operations. Developed accounting, budgeting, and operational management systems. Managed finance and
human resource functions. Planned and managed hotel building renovation and remodeling, including design,
permitting, contractor negotiation, and oversight.
. Marketing & Branding. Oversaw international trademark registrations. Developed brand identity in the national
and international market (Americas). Developed and managed all marketing programs.
VALLARTA ENFRENTA EL SIDA, A.C., Puerto Vallarta, Mexico (Vallarta Confronts AIDS in English)
Founder, Executive Director, Board President, March 2003 – May 2010 (Board President, to present)
Developed and established non-profit, multi-state HIV/AIDS program serving communities in Jalisco and Nayarit,
Mexico. Worked closely with local and national public health agencies, other NGO partners and advisors, and grant
funding organizations.
. Results. Organization administers nearly 700 HIV tests per month, distributes 300,000+ free condoms per year,
and leads hundreds of workshops and counseling sessions for individuals, groups, and healthcare providers.
. Business & Finance. Directed the planning, financial management, and program scale-up for HIV testing,
outreach, education, prevention, referral, and counseling programs. Established and managed complex legal and
tax status requirements for Mexican non-profit social service provider status.
. Operations. Directly supervised organization staff of 12 & up to 30 trained volunteers. Developed and managed
annual budgets ($400,000 in 2009, exclusive of in-kind support). Coordinated HIV care & treatment programs with
local medical provider-partners. Organized HIV healthcare provider training in cultural competency and non-
stigmatizing and non-discriminatory treatment for vulnerable populations in their care.
. Grants, Fundraising & Media Relations. Developed grant proposals, in English and Spanish, from Mexican
government health agencies and U.S. grant making foundations. Administered fundraising programs and events,
cultivated relationships with donors, and developed new funding sources. Managed reporting requirements for
public and private grant funding. Managed a very active media campaign via print, broadcast, and social marketing.
AMERICANS FOR MEDICARE IN MEXICO, A.C., Puerto Vallarta, Mexico
Founder, Executive Director, Board President, March 2007 – September 2010
Established legal Mexican non-profit entity to coordinate a comprehensive grassroots campaign to bring U.S. Medicare
coverage to 200,000+ American expatriate seniors and other eligible beneficiaries living in Mexico. Developed and
wrote a detailed campaign plan and developed a proposed $360,000 basic budget to coordinate the project both in
Mexico and in Washington, DC. Project favorably received. On hold in Congress due to other budget initiatives.
. Research & Congressional Testimony. Researched and developed policy alternatives and prepared legislative
proposals to establish a Medicare Demonstration Project in Mexico and presented those proposals to Members of
the U.S. Congress and Executive Branch officials. Analyzed Medicare cost savings based on data obtained from
existing academic research, collaboration with health policy experts, individual research on the topic.
. Lobbying/Government Relations. Developed and implemented ongoing U.S. Congressional lobbying
campaign. Established alliances and developed support among Mexican and border-state healthcare organizations,
senior housing industry representatives, NGOs, academic researchers, and Mexican government leaders.
. Advocacy. Organized and addressed town-hall style meetings of U.S. expatriates in cities throughout Mexico,
raising awareness and building grassroots support for the initiative. Participated on many conference panels as
expert on U.S. Medicare, medical tourism, and cross-border healthcare issues for U.S. expatriates in Mexico.
. Media Relations. Garnered significant media attention for the campaign in Mexico and the U.S., including
television segments on the “Jim Lehrer News Hour” (PBS); AARP’s “Inside E Street” news program (PBS); and
print articles in multiple news magazines including Forbes and Time, and many publications throughout Mexico.
