Reinvestment Act of 2009

Project Highlight: USAID Environmental Compliance Support Services


Thematic Area: National Environmental Policy Act (NEPA)

At present Cloudburst provides technical assistance to United States Agency for International Development’s (USAID)
Europe and Eurasia Bureau Environmental Officer (BEO) to fulfill requirements of USG environmental regulations
regarding environmental impacts of U.S. funded activities overseas. Cloudburst staff and subject matter expert
consultants provide technical and logistical support in the review of USAID Programs to ensure compliance with the
Agency's NEPA implementing regulation 22CFR216 (Reg. 216). Additionally assistance is provided to ensure USAID is
in compliance with the Foreign Assistance Act Section 117 (environment)/119 (biodiversity), the Pelosi Amendment
(Title XIII) relating to Multilateral Development Banks, and relevant environment-related chapters of USAID's
Automated Directive System (ADS). Our staff also provide leadership in maintaining and enhancing the E&E Bureau's
Environmental Compliance Knowledge Management System. Our experience and leadership in the Knowledge
Management arena are currently being expanded to cover the entire Agency.

Cloudburst has an established team of technical subject matter experts with experience in USAID/USG Environmental
Regulations, Environmental Management Systems, Pollution Prevention/Cleaner Production, Environmental Due
Diligence (EDD), Environmental Impacts, Industrial and Utility Infrastructure, Coastal Zone Management,
