Affidavit

I,CristinL.McCaskill,aSpecialAgent(SA)withtheFederalBureauofInvestigation(FBI),
ClevelandDivision,beingdulysworn,deposeandstateasfollows:

1. IhavebeenemployedasaSpecialAgentoftheFBIsinceMarch2010andamcurrently

assignedtotheFBI’sClevelandDivision.WhileemployedbytheFBI,Ihaveconducted

investigationsofnumerousfederalcriminaloffensesincludingcounterterrorism,organized

crime,kidnappings,robberies,homicides,narcoticsoffenses,andotherviolentcrimesand

violentcrimesagainstchildren.IhavegainedexperiencethroughtrainingattheFBI

Academyandeverydayworkrelatedtothesetypesofinvestigations.

2. Iaman“investigativeorlawenforcementofficer”oftheUnitedStateswithinthemeaning

ofSection2510(7)ofTitle18,UnitedStatesCode,andempoweredbylawtoconduct

investigationsof,andtomakearrestsfor,offensesenumeratedinSection2516ofTitle18,

UnitedStatesCode.

3. Thisaffidavitisbeingsubmittedforthelimitedpurposeofestablishingprobablecausethat

GregoryCandea,ofParma,OHhasviolatedTitle18U.S.C.Section912[impersonatingan

officeroremployeeoftheUnitedStates].Thestatementscontainedinthisaffidavitare

derivedfrominformationprovidedtomebymembersoftheBrookParkPoliceDepartment

(BPD)aswellasmyowninvestigationofthismatter.Thisaffidavitdoesnotincludeevery

factknowntomeregardingthisinvestigation,butwillseektosummarizerelevant

information.

ProbableCause

4. OnSaturday,May8,2021,atapproximately10:14pmBrookParkPoliceDepartment(BPD)

SergeantHaroldDuncanobservedawhiteFordFͲ350activatebluedashboardlightspriorto

makinganillegalleftturnontoEastlandRoad.FollowingthedirectionoftraveloftheFͲ350,

SergeantDuncanproceededaftertheFͲ350andacceleratedtocatchuptothevehicle.The

driveroftheFͲ350subsequentlyactivatedrearmountedflashingbluelights.Sergeant

Duncancontinuedtofollowthevehicle,initiatedatrafficstop,andwasabletopullthe

vehicleoveratapproximatelySheldonRoadinBrookPark,Ohio.

5. Uponinitialcontactwiththedriverofthevehicle,lateridentifiedasGregoryCandela,

SergeantDuncanrequestedtoseeadriver’slicense,towhichCandearespondedbyaskingif

therewasaproblem.SergeantDuncanadvisedCandeahewentthrougharedlightwhile

flashingbluelightsemanatingfromtheinteriorofhisvehicle.CandeaadvisedSergeant

DuncanthathewasaCentralIntelligenceAgency(CIA)Agentworkingundercover.Sergeant

DuncanaskedforCandea’sCIAcredentials,towhichCandea,whowaswearingatͲshirt

bearingtheCIAemblemonhisleftbreast,insteadproducedabadgebearingthename

FederalBureauofInvestigation(FBI),explaininghealsoworksfortheFBI.AnotherBPD

Officer,Zebraski,arrivedonscenetoassistandSergeantDuncanaskedCandeatoexithis

vehicle.Candeainitiallyrefusedtoexitthevehicle.SergeantDuncanexplainedthat

Candea’sidentityneededtobeverifiedandfailuretocomplywiththerequestcouldresult

inanarrest.Candeasubsequentlyexitedthevehiclevoluntarily.

6. Uponexitingthevehicle,CandeaaskedSergeantDuncanifhewas“awareoftheCIA

operatinginthisarea”,towhichSergeantDuncanrepliedthathewasnot.Inplainviewon

thedriver’sseat,madevisibleafterCandeaexitedthevehicle,wereapairofblackandblue

handcuffs.Aneckchainwasvisibleonthecenterconsoleanduponfurtherinspectionwas

anotherbadgebearingthenameDrugEnforcementAdministration(DEA).Duringa

conversationwithanotherBPDOfficer,CandeaadvisedheworkedfortheUnitedStates

TreasuryDepartment.

7. BPDcontactedthe24ͲhouremergencylineattheFBIandconfirmedthatCandeawasnotan

employeethereof.SergeantDuncanalsorequesteddispatchrunCandeabyhisnameand

dateofbirthanddiscoveredhehadmultiplewarrantsforhisarrest.Candeawas

subsequentlyplacedunderarrestforimpersonationofapeaceofficer.WhenBPDOfficers

askedCandeawhyhenevershowedupforhisothercourtcases,leadingtohisarrest

warrants,Candearesponded“Inevergotocourt,IhavetoomuchauthorityintheUnited

States.”

8. Duringtheinventoryofthevehicleforthetow,twoemptybusinessenvelopeswerealso

collectedandplacedintoevidence.Oneoftheenvelopeshadtypedintheaddressee

section“GREGORYMCANDEA,CENTRALINTELLIGENCEAGENCYHEADQUARTER,1000

ColonialFarmRoad,McLeanVA22101,UnitedStates.”Theotherenvelopehadtypedinthe

addresseesection“GREGORYMCANDEA,PENTAGONOFFICIAL,1400DEFENSEPENTAGON,

WASHINGTONDC20301Ͳ1400,UNITEDSTATESOFAMERICA.”Inadditiontothe

aforementionedenvelopes,BPDOfficersdiscoveredthehardwiredbluevisorlightsand

lightbar,multipleradios,andwhatappearedtobeastungun.

9. BPDOfficersalsodiscoveredpaperworkinthetruckfromClassicFirearmsindicatingCandea

purchasedtwo800roundcasesofammunitiononlineonDecember23,2020tobeshipped

tohisresidenceusingOrder#101320414.OntheassociatedinvoiceCandeaprovidedhis

emailaddressasUSTREASURY76GMONEY@GMAIL.COM.Also,onoraboutDecember23,

2020CandeaplacedanotheronlineOrder#101319884fromClassicFirearmsforaRuger

semiͲautomaticpistoltobeshippedtoParmaArmoryFirearms,LLC,GregoryCandea,5301

HausermanRoad,Parma,Ohio44130.Thereisanadditionalundatedreceiptindicating

CandeaalsoattemptedtopurchaseaCenturyArmsAKRiflealsotobeshippedtoParma

ArmoryFirearms,LLC,GregoryCandea,5301HausermanRoad,Parma,Ohio44130.

However,onoraboutDecember31,2020ClassicFirearmsemailedCandeaatthe

aforementionedemailaddresstoadvisehisOrder#101327832requiresanFFLorC&R

licenseandthereforewouldnotbecompleteduntilthelicensewasreceived.

10. OnoraboutMay9,2021IcontactedFBINCICandconfirmedthatCandeaisnotan

employeeoftheFBI.Onthesamedate,IcontactedDEASpecialAgentTylerParkison.SA

ParkisonconfirmedwithhissupervisorandtheDEACommandCenterthatCandeaisnotan

employeeoftheDEA.

Conclusion

11. Basedonthepreceding,IbelievethatprobablecauseexistswhichindicatesthatGregory

Candea,ofParma,OHhasviolatedTitle18USCSection912[impersonatinganofficeror

employeeoftheUnitedStates].
