Petition summary and background
We, the undersigned, call on Dr. Richard N.Johns to resign, or be removed, from the position of Superintendent of the Liverpool Central School District. We believe that Dr. Johns has spent tax dollars in non-educationalareas without students while reducing programs and staff in our district. This includes renovations at the closed Wetzel Road Elementary (WRE), including abatement of asbestos by an outside company; additional parking at the Transportation Center for maintenance vehicles; renovations and the purchase of furniture at the district office; and the avoidableaddition of an administrator position at $400 per day. The position of Assistant to the Athletic Director was changed from a part time to a full time position so Dr. Johns could reassign an administrator. A letter submitted by the Liverpool Administrators Associationstates that under Dr. Johns, the employees of the district work in an atmosphere of vindictiveness and fear and we believe this negatively impacts the community and students. The lack of transparency, communication and trust is preventing our district and community from moving forward during these hard financial times. Dr. Johns has stated he was not aware asbestos was abated from the closed WRE school. Dr. Johns recommended actions to the board, only to later state that perhaps he was incorrect in doing so, which in the end has cost the taxpayers and, most importantly, the students. Examples include: (1) The elimination of the position of Executive Principal at Liverpool High School and then recreated an almost identicalposition of Head Principal. (2) Admitted during an interview aired on Channel 9 (WSYR) on February 28, 2011, he should have taken more time when deciding to close the WRE facility. (The closing of this building has caused Elmcrest Elementary to be at 101% capacity, forcing students to be taught in hallways on beanbag chairs and the loss of the computer lab which is now being used as a classroom.)(3)Dr. Johnsonce stated a school at 97% capacity was appropriate for our elementary buildings while trying to close WRE. At the working board session on January 31, 2011, he stated this level was actually too high and he now believes it should be lower after he recommended to the board to close WRE, which was approved. This is unacceptable and we believe demonstrates his inability to lead this district for the good of the entire Liverpool community.

Action petitioned for

The signatures attached to this petition represent the voices of individuals who look to you, the Liverpool Central School District Board of Education, to act in the best interest of the taxpayers, students, faculty and staff of the Liverpool Central School District. It is our belief that if Dr. Johnsremains the Superintendent of this district, this cannot be accomplished. He should resign or be removed. Thank you.
