The special fast track court, which tried the Godhra train carnage case, was in agreement with the prosecution that a large number of local Muslims did gather “within minutes” of stopping the Sabarmati Express on the outskirts of the railway station on February 27, 2002, and they had stocks of petrol with them. That seems to be the basic assumption in the current debate on the various decisions of a very controversial nature made by the Government of Prime Minister Manmohan Singh since the present Government was formed after the elections of 2009 whether the decisions related to the questionable functioning of the Ministry of Telecommunications or the wrongful appointment to the high-pedestal post of the Chief Vigilance Commissioner of someone facing an enquiry into a charge, which could cast a shadow on his integrity if proved or other serious matters of public interest. 3. In all the debates in public whether in the media or by political parties - the focus has been on the role of the Prime Minister and other concerned Ministers as well as bureaucrats. I watched with interest the debate in the

various TV channels this evening (3rd March) on the adverse judgement of a bench of the Supreme Court delivered earlier in the day in the case regarding the procedure followed for the appointment of Shri P.J.Thomas as the Chief Vigilance Commissioner. 4. The eminent personalities, who participated in the debates, as well as the TV anchors focussed only on the role of the various personalities in the Government from the Prime Minister downwards. Not one of them mentioned even in passing the possible role of Sonia Gandhi as the leader of the Congress (I) in these controversial decisions. Even the spokespersons of the opposition parties, including the Bharatiya Janata Party (BJP), did not even mention her name in their interventions. 5. Does this mean that all these

(5 March 2011): The pseudo-secular streak that has engulfed the Indian political establishment and the intelligentsia has left a mark even on organizations aloof from this ethos, with consequences that did not augur well for them or for the Indian nation. Dr K.B. Hedgewar, founder and first head of the Rashtriya Swayamsevak Sangh (RSS), had certain fundamental principles and goals in mind when he established this unique body in the shadow of the failure of Gandhi’s Khilafat Movement and the communal riots into which it degenerated. decades, slithering away from these ideals became a fashion, especially after Atal Bihari Vajpayee and Lal Krishan Advani (who called themselves swayamsevaks) became Prime Minister and Home Minister respectively in the BJP-led NDA regime. An unconscionable compromise with Hindu and even interests, symbolized most prominently by the abject display of obsequiousness at Agra and also at Kandahar , became the signature tune of the regime. decisions. She has not spoken on any of these decisions in any great detail, nor has she been questioned. Everyone, including the media and even the opposition, has been behaving as if like the British monarch she is above and beyond all controversies and, hence, her role cannot be questioned. 8. If one has to find out the real truth behind the recent controversies it is as important to go into her role as it is to go into the role of others. The assumption that Sonia Gandhi can do no wrong has to be challenged by the public as well as the media and the political class. She must be made to face the fire of criticism and questioning like any other leader. She should no longer be treated as if she is a morally superior person whose good faith and integrity have to be implicitly accepted. 9. It is important for the Joint Parliamentary Committee (JPC) now being constituted to summon her and question her in detail on the various controversies. It is equally important for her role in decision-making to be debated in Parliament, in the media and elsewhere. She should herself welcome a greater public focus on her role and influence in decision-making.

We have been under a peculiar system of governance since 2004 in which real power seems to be wielded by Sonia Gandhi in her capacity as the head of the Congress (I) with the Prime Minister as the head of the Government exercising only seeming power. 6.There has been an unseen, but unquestioned power which has been exercising a compulsive influence on decision-making in important matters. This compulsive influence is quite evident in the case of the appointment of the Chief Vigilance Commissioner. Whether in matters relating to his appointment despite his facing an incomplete enquiry or the defence of his appointment before the Supreme Court everyone from the Prime Minister downwards has been acting as if they were acting at the instance of an invisible force that could not be resisted. will get by having an alliance with the DMK." The real politics is actually being played at another level. The Congress wants the DMK to pay the political price for the 2G spectrum scandal. For long, the Congress has survived at the mercy of its ally in Tamil Nadu. Now, the party wants equal footing. The Congress wants to be compensated in terms of seats for preserving the alliance in spite of the 2G spectrum taint on the DMK. In fact, the latest party survey has thrown up two different propositions. If the Congress, J Jayalalithaa's All India Anna Dravida Munnetra Kazhagam and actor-politician Vijayakanth's Desiya Murpokku Dravida Kazhagam party join hands, that alliance would win 200 seats and sweep the polls. Another possibility that emerged from the survey was that the DMDK, which polled 8.38 per cent and 10.08 per cent votes in the 2006 assembly and 2009 Lok Sabha elections respectively, was the kingmaker. If the DMDK had remained unattached, instead of going along with the AIADMK as it has done now, there were some chances of the DMK retaining power. Armed with such figures and ground reports, the Congress's oft-repeated word for the DMK's predicament is 'compulsion'. The Congress finds its hand stronger due to the DMK's sliding fortunes and former telecom minister and DMK leader Andimuthu Raja's arrest in the 2G spectrum case. The Congress has also taken a tough stand due to the divisions within the party in the state. Home Minister Palaniappan Chidambaram is aiming to make a mark in his native state this election. But Shipping Minister G K Vasan, arguably the most influential Congress leader in Tamil Nadu, wants to cut every other leader down to size. The same is true within the DMK where sharp divisions have emerged with M K Alagiri, Tamil Nadu Chief Minister M Karunanidhi's elder son, understanding grassroots politics better than anyone else in the party's next generation. Many known and hidden forces and logic drove the talks between the Congress and the DMK. Caste calculations, local issues, a future power-sharing arrangement, the money game and the impact of an alliance in Chennai on the power-sharing arrangement in New Delhi were the influencing factors. According to reliable sources in the party, the Congress negotiating team had asked for 78 seats to begin with. But the DMK had already given 31 seats to the Pattali Makkal Katchi much before talks with the Congress began. Of the remaining 203 seats, the Congress leaders claim the DMK had moved ahead in fixing constituencies for its party candidates and were adamant about not placing certain seats on the table for discussion. Chidambaram was blunt in reacting to this allotment of seats to other allies. It is important to note that Congress General Secretary Rahul Gandhi was present when DMK president M Karunanidhi met Congress chief Sonia Gandhi on January 31. The trio had then discussed some basic issues of seatsharing. Whatever the final fate of the DMKCongress alliance, it is clear that the Congress is ready to strike back. After a series of scandals and adverse Supreme Court rulings, the party seems to be taking a grip on the situation. In spite of the scandals and the credibility crisis, the Congress neither appears down nor out. It is as if the 2G scam left no taint behind. According to a senior Congress leader, "In the 2G spectrum investigation, things have moved as much as possible. After A Raja's arrest, nobody can accuse the government about not doing enough." The investigation to verify the documents in the Hasan Ali Khan case is still not complete. But the Congress party is slowly and firmly showing it will be back on its feet in less than two to three months. A senior Cabinet minister and an important party leader in a South Indian state told, "See me after six months. You will see the difference." The minister said his party is banking on the Food Security Bill to create socio-political-economic history. The Congress became ambitious in dealing with the DMK after the 2G spectrum scam. What they cherish is that the investigation has not arrived at the door of any Congress leader and they are, so far, able to claim that the 2G spectrum is the doing of the DMK alone. The turning point in the DMKCongress dynamics came when the money trail, investigated by agencies like the Central Bureau of Investigation, led to the DMK's first family. Congressmen had their bargaining chip. As we know, no political alliance breaks for three seats - that too a sevenyear-old alliance. The two parties are playing games behind the scenes and using the media to ensure that if the alliance doesn't work out, the blame should fall on the other side. The blame game, the expressions of leaders and their message are very important. Tamilian parties wear pride on their sleeves. If the Congress breaks up the alliance with arrogance in its body language, then the DMK leadership will have an excuse to pacify its agitated cadres that they did not buckle under New Delhi's (read North Indian) pressure. DMK leaders will go to town saying they were ready to sacrifice power in New Delhi to preserve the Dravidian identity. Azhagiri said on Sunday night, 'We have no expectations of a patch-up. It won't affect our poll results.' He asked his supporters, 'I am very happy to come out of the UPA. Are you also happy?' 'Our problem is gone,' he declared, 'because the Congress is gone.' If the DMK-Congress alliance ends this week, then some questions arise: Is it advantage J Jayalalithaa and her AIADMK party? Will the Congress consider talking to the AIADMK? The AIADMK has already sealed a deal with the DMDK, giving Vijaykanth's party 41 seats. Jayalalithaa has also held talks with the Left parties. The Congress will find that out of 234 assembly seats, again, there are less than 200 seats on the table. Why would Jayalalithaa cut into her sphere of influence by allowing the Congress to dictate terms? If the Congress gets a reasonable number of seats, Jayalalithaa will cut her space much before the election. However, the pre-election surveys suggest an impressive victory for her if the AIADMK joins hands with the Congress. Rahul Gandhi's 'Eklo Chalo (let us go it alone)' tune has many notes, which needs refinement. Let us wait and see the fascinating permutations and combinations in the Tamil Nadu bioscope.

March 08, 2010: The Supreme Court has dealt a body blow to central government by quashing the appointment of P. J Thomas. Catholic Church is highly perturbed from this verdict. Same Catholic Church had termed appointment of Thomas as matter of pride for them. When opposition leader Sushma Swaraj had put a dissent note on the appointment of Thomas even then a certain section had tried to portray it in communalist colour, though, Sushma Swaraj had opposed due to fact that Thomas was involved in Palmolin Oil scam while he was food and civil supply secretary in Kerala. Government had completely ignored her suggestion showing arrogance and gave logics to defend their decision. Centre had even made this issue as matter of prestige for them. People even raised fingers on the decision of BJP to boycott oath ceremony of P. J Thomas. People even said since Thomas is Christian so BJP is not able to digest it. Church also raised an inside campaign to support Thomas. P.J Thomas is 1973 batch IAS officer. Some of the members in his family are at respectable positions in the Catholic Church, though, his image has been of an honest officer barring accusation of palmolin oil scam. He has also been chiefsecretary of Kerala. Thomas has also held respectable positions as secretary in telecom ministry, Ministry of information and broadcasting, parliamentary affairs ministry and many other posts in state departments. It became clear that the government was trying to hide the facts in this case. CVC is highly sensitive post and recruitment of accused on this post raised many questions. Government even said that judiciary has no right to interfere in the normal routine work of government. Reaction of the church on this decision is surprising. Catholic Church is trying to convince people that it is Hindu BJP that is behind this game, which forced Thomas to ultimately leave the post. Church is constantly saying that there is anti-Christian bias in the bureaucracy and to some extent it has crept in judiciary. The way church has correlated post of CVC with Christianity is really daring as even Sangh cannot dare to do this. Such thinking of church will prove detrimental for the social setup of the country in times to come. Church has still time to retrospect and it should reject such thinking. Administrative and judicial set-up in the country is still functioning above caste, religion and community. The sooner the Church understands this, the better.

specifically targeted at the kar sevaks. “The target of the assailants were not all passengers of this train or any other train or any other Hindus, but definitely the kar sevaks who were travelling in this train,” the judge wrote in his 826-page judgment. “Shouting of slogans by the assailants and announcement over a loudspeaker from a nearby mosque also clearly suggest motive and pre-plan.” The judge disagreed with the defence submission that the attack could be “reactions” to the alleged “misbehaviour” by the kar sevaks with some Muslims on the Godhra station platform, pointing out that skirmishes had taken place earlier at other railway stations too but there was no such violent reaction. “That the quarrel took place on the platform or misbehaviour with Muslim girls by kar sevaks was the only cause for spontaneous reactions can never be accepted because as per the evidence on record, such quarrel had also taken place earlier at the Rudroli station in Uttar Pradesh, and at the Dahod station in Gujarat. In a land where once Sardar Patel termed the rebuilding of the Somnath temple – repeatedly destroyed and vandalized by Muslim invaders – as the regaining of national pride, there L.K. Advani who rode to power on the strength of the Ram Janmabhoomi movement, sat in the office of that same Iron Man and Home Minister and repeated shamelessly the inanity that the removal of the Babri Mosque at Ayodhya was the ‘black day’ of his life. To its eternal shame, the RSS never chastised him or disowned this statement, and tried to use this subterfuge to exonerate itself from any role in the destruction of the disputed structure at the Janmasthan. This naturally raised questions in the minds of cadres and admirers about the ideological moorings of the RSS and its commitment towards the Hindu community and Hindu causes. Now, after a prolonged limbo, the current Sarsanghachalak Mohanrao Bhagwat has with a single stroke negated this ideological paralysis and reaffirmed unambiguously the original paradigm - that RSS is meant to serve the Indian nation – specified as Akhand Hindu Bharat – and the Hindu native community in particular. Terming Dr Hedgewar the guiding force of the organisation, he said, “RSS is what Dr Hedgewar and Guruji (Golwalkar) thought it to be. There is no question of it being ‘secular’ (read non-Hindu or anti-Hindu). Let me reassure it cannot and will not deviate from its path and goal of Hindu interests which are at the heart of it.” “Bharat or India , whatever you choose to call, is a Hindu Nation, her soul is Hindu and we will protect that.” Laying down the immediate twin agenda of the RSS - Jammu & Kashmir and Ayodhya - the plain speaking by Shri Bhagwat on 26 February 2011, before a select audience of concerned citizens in New Delhi, spelled out the revitalized role RSS intended to play in the Indian nation. To a pointed question about RSS diluting its ideology by appeasing minorities like a political party, he clarified, “We have no sister concern, nor does Sangh have any morchas (fronts), we just have shakhas (branches).” Certain minority associations had requested the Sangh to depute some leaders to associate with them, he said, and had received such moral support; but RSS had no hand in setting up or running such bodies. Questioning the intent of the government-appointed interlocutors and the way they were running to appease the separatists in J&K, he said, “these separatists are a bunch, there should be initiative to talk to and strengthen the nationalists in the State. We are looking at the policies and the way decisions on important issues are being taken by the government. Let me make it clear that we will not be mute spectators and will not allow any compromise on any issue including Jammu & Kashmir.” Describing the stakes of each Indian in Jammu & Kashmir, he warned there would be no tolerance for hoodwinking or repetition of wrong decisions as in the past. Shri Bhagwat also questioned the role and intent of international forces in India, and ruled out any third party mediation in Kashmir. When the United States and China do not tolerate outside interference in their internal matters, why does the Indian establishment permit them to meddle in our internal affairs? “It was different and unfortunate in 1947, but now things are not the same, we are a much stronger nation and another partition or division of the nation will not and cannot happen.” The RSS was not as strong in 1947 as it is now, he said, and regretted that those charged with the destiny of the nation then had not called the people to resist the partition of the motherland. Today people are far more aware, and another partition will not be tolerated. In fact, he pointed out, RSS has not even now accepted the first partition, but it is not yet in a position to do anything about it. For Godhra, this is not the first incident of burning alive innocent persons belonging to the Hindu community,” he said. He quoted some 10 incidents of communal clashes in Godhra between 1965 and 1992, and said during many riots Hindus were “burnt alive and shops and houses came to be destroyed by fire.” Going into the technicalities of the offence to constitute a “criminal conspiracy,” the judge said a “criminal conspiracy is complete as soon as two or more persons agree to do or cause to be done an illegal act. It is immaterial whether the illegal act was the ultimate object of such an agreement or was merely incidental to that object. The agreement in itself is enough to constitute the offence.”

This is a fact that not only the people who migrated from the State, but also each and every citizen of the country now want early solution to this problem," said RSS Sarsanghachalak Shri Mohan Bhagwat. He was speaking at a symposium held in New Delhi by JammuKashmir People’s Forum on February 27. English translation of the Hindi book, Vyathit Kashmir, (Jammu & Kashmir: A state in Turbulence) by Narendra Sehgal was also released on the occasion. Former Chief Justice of Uttarakhand High Court Shri Vinod Gupta presided over the function. Shri Bhagwat stressed the need to present the whole issue of Kashmir in totality before all parliamentarians irrespective of their political attachment. We know the importance of awareness drive. That is why the awareness drive being conducted by the Sangh all over the country now-a-days includes the issue of Kashmir too. We have to educate every citizen of the country of the seriousness of this problem by visiting every house. It is the result of conducting continuous awareness that the countrymen today know that whole of Kashmir is ours and we have to take back the portions which are under illegal occupation of other countries. If we move in unison we shall be able to build pressure on the government which has adopted a dilly-dallying attitude on this vital issue. When the government fails the people have to come forward for the protection of the nation," he said. Shri Bhagwat expressed concern over the weak political will of the government. "We all are aware of the seriousness of Kashmir issue. The government knows how to tackle it, but it has adopted an indifferent approach. In this situation we all need to take some initiatives," he said alleging that the government has rather taken wrong step on Kashmir by patronising the anti-nationals and punishing the patriots," he added. The RSS chief further said the solution to Kashmir problem should be in the interest of Bharat alone. He out rightly rejected any foreign interference on it. DMK’s blackmail tactics
The three days of political drama ended on Tuesday with the the Dravida Munnettra Kazhagam (DMK) and the Congress on Wednesday signing a formal agreement on seat sharing in Chennai. The DMK has agreed to give Congress 63 seats, under the seat sharing deal for the April 13 assembly polls, party chief M Karunanidhi announced earlier. This is the number of seats demanded by the Congress which was not agreed to by the DMK earlier. Under the seat sharing formula, DMK will contest 121 seats, Congress 63, PMK 30, Viduthalai Chiruthaigal Katchi (VCK) 10, Kongunadu Munnetra Kazhagam (KMK) 7, IUML two and Makkal Manadu Katchi (MMK) one for the 234-member assembly. After hard bargaining, Congress managed to extract 63 seats from its alliance partner, which had refused to budge and threatened to pull out its ministers from the UPA cabinet. The DMK was initially willing to part with only 55 seats, and later increased it to 56, and then to 60, but it was not acceptable to the Congress, which stuck to its demand of 63. As a face saving device, the DMK now says that it has taken away one seat each from Muslim League, PMK and DMK, to make the Congress share of 63 seats as demanded by the Congress. Ostensibly, it calls it the ‘spirit of accommodation’. The DMK chief had on Friday described the Congress stand as unjustified. He even threatened to pull out of the UPA-II. In fact, when the talks broke down, all the DMK Ministers went to Delhi on Monday, 7th March, to meet the Prime Minister and submit their resignation. Subsequently, the programme to submit resignations were postponed. M Karunanidhi is known for his blackmailing tactics. After fighting the 2009 Parliamentary Elections in alliance with the Congress, when the UPA went ahead with the formation of the ministry, he said the DMK will not join the ministry and will give only outside support. This was a tactic to extract more ministries from the Congress. The Prime Minister had to send a few emissaries to Chennai to convince Karunanidhi to join the ministry. We all now know (through the Radia tapes) how A Raja got the Telecom Ministry. This time too he used the same tactics, to extricate his families out of the present scams. It is reported that the Enforcement Directorate is preparing a watertight case against Karunanidhi’s daughter, Kanimozhi, who is accused of involvement in the 2G spectrum scam. The ED is also likely to question Raja’s wife. Also, the payment of Rs.214 crores to his Kalaignar TV by Cineyug Films is being investigated. The real fight is not for the 3 seats demanded by the Congress. No one would break a seven-year old alliance just for 3 seats. Karunanidhi wanted to extract an assurance from the Congress that his family members will not be touched in the 2G scams and the investigation into Kalaignar TV will be stopped. It was impossible for the Congress to give such an assurances. Today, the DMK needs Congress more than the other way. If the DMK antagonise the Congress, the latter may withdraw its support to the DMK Government in Tamil Nadu, leading to its fall. On the contrary, DMK withdrawing its support to the UPA is not going to affect the central government as Mulayam Singh has already extended his support to UPA-II. The cunning Karunanidhi is well aware of this, hence he succumbed. The Congress too is aware of this situation. Hence, a resolute Congress got 15 more seats than it was allotted in the 2006 assembly polls, and the DMK tactics did not work this time. But the point to note is, with the solid AIADMK-DMDK (of Vijaykanth) alliance, which is likely to get more than 50% of the votes, will the DMKCongress alliance be able to retain power in Tamil Nadu? - P. While acknowledging that over the centuries, most Sri Lankan Muslims had adopted Tamil as their mother tongue, right activist Mohideen pointed out that the community included Malays who spoke Malay at home; Bohras who spoke Gujarati; and Memons who spoke Kutchi or Urdu. "Therefore, the linguistically divided Muslims will have to be united, and the only language which can unite them, in a meaningful way, is Arabic, the language of the Quran," Mohideen argued. Mohideen felt that there should be no difficulty in making the change over to Arabic. "The ulama are for it. Youngsters who go for employment in the Arab world see the need for it. And finally, Arabic is an internationally recognised language," he said. Asked if this meant that he wanted Muslims to veer away from their Tamil roots, Mohideen said that while Muslims would continue to use Tamil, they could not ignore the fact that over the last few decades, Muslims and Tamils had drifted away from each other, because of the ethnic conflict in the island nation which was going on for a long time. This proves that Islam is Arab Nationalism and does not recognise any other culture, language or nationalism.

made very disturbing disclosures on how black money stashed by Ali was channelised for terrorism, corruption deals and weapons sale. The Enforcement Directorate (ED) had issued a lookout circular against Ali on Friday. However, clear proof of Ali’s notorious links was available with the agency and Finance Ministry officials, who came across bank accounts and transactions linking him to arms dealers during its investigations, way back in January, 2007. This was stated in great detail in the Letters Rogatory (LRs) sent by Indian authorities in 2009 to their counterparts in Singapore, Hong Kong, the UAE, the UK and the US, where Ali has stashed $8 billion. Yet, Ali’s unholy nexus was never questioned. A case under the Prevention of Money Laundering Act, 2002, was registered but the agency did not feel the need to interrogate him in custody even once. He was pursued for a case of passport forgery just to ensure he remained out on bail. If the recent lookout notice against him is some proof of his guilt, it is courtesy the remark by the apex court, which was shocked by the chain of events and the manner in which some “hidden” interest was shielding a traitor. On March 10, Ali has to face ED officials. This time, whether he would be taken into custody (Yes, he has been taken into custody - Editor) would be known only on Tuesday, when the PIL relating to black money is listed in the Supreme Court. However, there is a possibility of his arrest by Monday itself. There is no doubt about the Centre’s complacency as evidence has been piling up against Ali all along. In 2007, came the first information against Ali in the form of

a letter addressed by the Additional Commissioner of Income Tax (Investigations) Unit-VIII, Mumbai to the ED, which said, “Discreet enquiries made from various sources have revealed that he (Ali) is also involved in clandestinely transferring cash/valuable assets outside the country by unlawful means with the help of foreign nationals.” Even within India, Ali had associates in Kolkata and Mumbai, aiding moneylaundering operations. On January 8, 2007, investigation started on an Enforcement Case Information Report against Ali, his wife Reema and others. The case was registered as a money laundering offence but documents procured during investigation shocked the agency. Findings of the Enforcement Directorate were made part of the record by the apex court after the main petitioner in the case, senior advocate Ram Jethmalani, sought the court’s permission to rely on them. The damning findings against Ali were reproduced in the LRs sent to Hong Kong by a Mumbai court on July 13, 2009. Referring to Ali, his wife and his associate Kashinath Tapuria, the document said, “It has further transpired that they had close relations with Adnan Khashoggi and funds deposited in the accounts are proceeds from weapons sales.” Ali, it added, “has been maintaining and operating the bank accounts in Switzerland, which have been used by him and other co-accused as the feeder source for receiving and channelising of the said proceeds of crime.” The LR provided further links between Ali and Arba-based arms dealer Khashoggi. In 1982, Ali opened an account at UBS Singapore with an initial deposit of $1.5 million. One Peter Weilly, an agent of Khashoggi, later forwarded a sum of $240 million into the UBS account. By December 1997, balance in this account reached $560 million. Meanwhile, Ali financed Khashoggi’s $500 million worth projects. By 2001, a refund of $300 million was deposited as ‘funds from weapon sales’ into the account. A little later, the account became nonoperational. From the Swiss accounts held by Ali, several remittances were paid to companies in New York, Hong Kong, which acted as transit points for reaching money to destined locations. Three companies in Hong Kong find specific mention in the LRs, namely Dicker International Limited, Bright Trading and Volge International. Between 2002 and 2006, transactions of $3 million or more were transferred to accounts in Hong Kong maintained by these companies.

The court on Tuesday asked the Government why Ali, who has been accused of massive money laundering, tax evasion, for having links with arm dealers and people linked to terror activities, should not be charged under the stringent anti-terror laws. The court asked why Ali cannot be charged under other penal provisions like Foreign Exchange Management Act (FEMA), Money Laundering Act and the anti-terror law - The Prevention of Terrorism Act (POTA). "On the basis of the information collected by Enforcement Directorate it seems there is an angle of arms terrorism and national security. Arundhati renews offensive against India, ABVB Protests
New Delhi, March 07, 2011: Author Arundhati Roy has again created controversy by attending a function where the National Emblem was put to disrespect. According to reports, the Maoist sympathiser attended a function organised by the banned Democratic Students’ Union at Jawaharlal Nehru University campus on Saturday night, where pamphlets showing Lion Capital (the National Emblem) as part of a shoe’s sole were distributed. The same organisation is known to have carried out macabre celebrations at the JNU campus about six months ago when 75 odd CRPF jawans were killed by Maoists in Chhattisgarh. Roy was in JNU to address a seminar on ‘War on People’. The Akhil Bhartiya Vidhyarthi Parishad (ABVP) protested against this. At the seminar, Roy said the State was waging a battle against the people — be it in Jammu & Kashmir or Chhattisgarh. Justifying anti-national movements in the two States, she said, “Killing of security forces was justified as they were being used against the people by the State.” This led to protests at Koyna Hostel from a section of students belonging to the ABVP, who objected to the author equating the subversive moment in Kashmir and Maoist activity in Chhattisgarh with a people’s struggle for freedom. ABVP members at JNU said they would submit a memorandum to ViceChancellor SK Sopory on Monday, demanding the banning of DSU and other ‘anti-national activities’ on campus. ABVP is also planning to register an FIR against those who have published the ‘disrespectful pamphlets’. JNU chief security officer Major Pradeep Kumar Sangwan said, “There was no fight but ABVP students had staged a protest against the DSU’s public meeting function late on Saturday night, in which Arundhati Roy was also called as a speaker.” Roy had earlier given an antinational hate speech at the LTG auditorium near Mandi House on October 21, 2010, saying, “Jhootha nanga Hindustan, jaan se pyara Pakistan.” Police registered sedition charges against her only after the court’s intervention. JNU Registrar Professor VK Jain said, “There was a small fight on Saturday between a few students but everything is alright.” ABVP members at JNU campus on Sunday said they had boycotted the function as well as Roy on Saturday because they were totally against any anti-

It remains a mystery as to why Manmohan Singh took so long to accept the demand for a JPC inquiry into the 2G Spectrum scam. Much like the reluctant bridegroom who is kidnapped and dragged into the mandap kicking and screaming and married to the daughter of a mafia don in the badlands of Bihar, the Prime Minister, Mr Manmohan Singh, has, much against his will and with the utmost aversion, given in to the Opposition’s demand for the constitution of a Joint Parliamentary Committee to inquire into the 2G Spectrum scam. Going by his statements, the Prime Minister’s discomfort is obvious. He suddenly finds that much of the goodwill that he had earned as a ‘clean’ politician has evaporated over the last six months and, for reasons best known to him, he fears that a full-fledged JPC inquiry will further undermine his position. In his view, his conduct is above reproach while all others - the media, the Opposition, some of his Ministers and his coalition partners are blame-worthy on one count or the other. Mr Singh gave vent to his annoyance over the JPC issue a few days before the opening of Parliament and reiterated some of these arguments when the matter came up in the Lok Sabha. According to him, the media is to blame for all the muck-raking that it has been doing since last September. He told editors of television news channels that as a result of the media’s focus on these scandals “an impression has gone round that we are a scam-driven country” and that such coverage is willy-nilly “weakening the self-confidence of the people”. Therefore, he wanted the foot soldiers of the media to return to their barracks (in the national interest) because it is not good to “focus excessively on the negative features” as this will only result in the people

losing their self-confidence. Mr Singh’s media advisory was much like that of Mrs Indira Gandhi. This was her view of the media, too, in the 1970s around the time her position as Prime Minister became untenable. The Prime Minister’s next target has been the Bharatiya Janata Party. This party, he says, has been raking up the 2G Spectrum scandal because his Government proceeded against a Minister in the Gujarat Government headed by Mr Narendra Modi. No one who has an understanding of politics will ever take Mr Singh’s theory seriously. First, no political party will make such a disproportionate trade-off and let go of the biggest scandal the country has seen merely to secure some legal relief for a Minister in a State Government. Second, even if the BJP was willing, the others in the Opposition and the media - both of whom are sensing a kill - would ever let go. Further, is not the Prime Minister aware

that the Supreme Court is monitoring the case involving the 2G Spectrum scam? Will the court back off if the BJP ‘loses interest’? Meanwhile, Mr Singh has been repeatedly asserting that neither he nor his Government has done any wrong. He wrote letters to the Telecom Minister, listed a number of issues and mentioned a number of concerns. A Raja, the then Telecom Minister, said auction of spectrum was not suggested by either the Telecom Regulatory Authority of India or the Telecom Commission, arguing, “It (auction) will not give level playing field for new players.” Further, Mr Singh found nothing wrong in the licence-holders making a killing soon after getting the allotment. “The basic policy was as per prevailing practice - I don’t know the motivations of those who got licences (and sold their equity for higher prices ). If they have to roll out, they need money, they can do so by selling equity or by borrowing money,” he has said. Even more preposterous has been his comparison of spectrum subsidy with subsidy on food and fertilisers. Finally, the Prime Minister has shifted the blame onto his coalition partners. “There is a coalition dharma in coalition politics - some compromises have to be made in managing coalition Governments,” he told the news television editors. In Parliament, Mr Singh has repeated this theme and said the Government agreed to a JPC “as the country can ill-afford disruption of the crucial Budget session”. The Prime Minister’s protestations and stiff resistance to a JPC inquiry go against established traditions in democracies and in our Parliament as well. Not only have we had three JPCs until now, we have seen the enlargement of Parliament’s powers and responsibilities through two of them. The JPC that was set up in August 1992 to inquire into irregularities in securities and banking transactions set new benchmarks for parliamentary scrutiny. Since Direction 99 of the Directions of the Speaker says a Minister shall not be called to a committee of this nature, the chairman of the JPC made a special request to waive this rule. The Speaker granted the request “in view of the uncommon nature of the case and the views expressed by leaders of all political parties”. Armed with this power, the JPC called for information in writing from as many as 10 Ministers and former Ministers (Manmohan Singh, B Shankaranand, VP Singh, Yashwant Sinha, SP Malaviya, Madhu Dandavate, Chinta Mohan, Madhavarao Scindia, ND Tiwari and P Chidambaram). It also recorded the evidence of three of them including that of Mr Manmohan Singh, the then Finance Minister. Yet another JPC which adopted this approach was the one constituted in April 2001 to look into “the stock market scam and matters relating thereto”. This JPC too sought waiver of Direction 99 of the Speaker. It said it wanted to call for information from some Ministers. With the Speaker’s permission, it called for written statements from two Ministers and two former Ministers and later recorded their evidence. Mr Singh and Mr Chidambaram appeared before this JPC as well. Given the fact that 14 Ministers and former Ministers have been summoned by JPCs in the past and Mr Singh has appeared before two of them, the Government’s obstinacy vis-à-vis a JPC inquiry into the 2G Spectrum scam is certainly inexplicable. And after agreeing to set up a JPC, there was no logic to the Government’s initial move to limit the size of the committee to 21 when the earlier committees had 30 members each. Hopefully, since Mr Singh refuses to come clean, the JPC inquiry and the investigations monitored by the Supreme Court will one day throw light on his reluctance to have the 2G Spectrum scam investigated.

In the Path of Ritualistic Worship (Karmakand), as the name suggests, every aspect of the ritual has spiritual significance and science behind it. In this article, we will look at the aspect of arranging the platter for ritualistic worship. Arrangement based on cosmic elements: Before commencing the actual ritualistic worship (pujaa), it is important to arrange the tools and other components used in the ritualistic worship

Pujaa Platter Arrangement in a spiritually beneficial manner. From the viewpoint of the science of spirituality, it is appropriate to arrange them based on the level of the five cosmic elements. The cosmic elements are Absolute Earth (Pruthvi), Absolute Water (Aap), Absolute Fire (Tej), Absolute Wind (Vaayu) and Absolute Ether (Aakaash). The reason for an arrangement based on the cosmic elements is that such an arrangement balances and coordinates the five cosmic elements that are active in the universe. This helps the embodied soul (worshipper) to derive maximum benefit from the manifest (sagun) and unmanifest (nirgun) frequencies emitted by the deity being ritualistically worshipped. Arranging the components of the ritualistic worship platter: The arrangement of the components of the ritualistic platter is as seen in the above image. It is explained in the twodimensional context of the relative position of the deity being ritualistically worshipped and the worshipper. Thus, 'at the forefront' refers to the part of the platter positioned close to the image or idol of

the deity being worshipped, and 'lower end of the platter' refers to the part of the platter positioned close to the worshipper. Powders: In the ritualistic platter, turmeric (haldi) and vermilion (kumkum) are to be placed to the right of the embodied soul (worshipper). The black coloured powder (bukka), magenta coloured powder (gulal) and saffron coloured powder (shendur) are to be placed to the left of the worshipper. Fragrances: The perfume bottle, fragrant paste (usually sandalwood paste), flowers, a special type of tender grass (durva) and leaves (patri) are to be placed at the forefront of the platter, i.e. close to the image of the deity being ritualistically worshipped. This is because the subtle, spiritual frequencies of the deity are activated by the fragrance particles in the perfume, fragrant paste and flowers and also by the colour particles in the special grass and leaves. Betel and monetary offering: The leaves and nuts of the betel plant and money are offered in the 'ritual of offering money' namely dakshina. These components are to be placed at the lower end of the platter, i.e. close to the worshipper. This is because these components are an effective medium for transmitting the deity's subtle, spiritual frequencies towards the worshipper. Unbroken rice grains: In the center, the all encompassing unbroken rice grains are to be placed. The unbroken rice grains become the central portion of the platter because the frequencies of the five superior deities, namely Lord Shiva, Goddess Durga, Lord Rama, Lord Krushna (Krishna) and Lord Ganapati are attracted to them. These divine frequencies are then transmitted as needed to the other components like vermilion, turmeric, etc., placed around the rice grains in a circular manner. Archaeologists discover ancient rain water harvesting site in Mah.
Aurangabad, March 6, 2011: In a significant discovery, archaeologists have stumbled upon an ancient rain water harvesting site having 13 rock-cut reservoirs, in central Maharashtra, which they say is the largest one in the country. The site is unique as the harvesting area, a hill in this case, has been carved in circular and pyramidal shape, with steep natural ridges retouched to maintain security and isolation. Located at Lohgarh-Nandra village, in Phulambri tehsil of this district, the site is 38 km north-west of the city, on the old trade route between Aurangabad and Ajanta caves, which are famous all over the world for paintings and architecture. It was discovered in one of the four hillocks on the Lohgarh hills, which have rich archaeological evidence, in the form of rock-cut structures. The dome-shaped top portion of the hill has been levelled to acquire the desired slope, followed by a flat even surface, so that rain water spills in this direction to enter the rock-cut reservoirs, Rahul Bhosle, assistant director, department of archaeology, Aurangabad division, said. These reservoirs, of unequal size and shape, and sub-divided into many more, have been excavated over the hill in a circular fashion, Bhosle said. The reservoirs were the first to be built along with the caves on the other hills and are tentatively bracketed to the period around 7th century AD, Bhosle said.

London, February 11, 2011: A ban on the sale of Ayurvedic and other herbal medicines will take effect across Europe from May 1, following a European Union directive introduced as a response to growing concern over adverse effects of such alternative medicines. March 01, 2011: The Hindu Swayamsevak Sangh, USA, concluded its fifth annual Health for Humanity Yogathon recently with almost a million repetitions of the Surya Namaskar, a series of yoga postures. Despite the unusually chilly weather, the 10,071 participants in 225 cities and towns in 40 states warmed themselves during this twoweek Yogathon with 984,481 repetitions of the yoga routine. Tehelka for defaming Sangh
A swayamsevak of Delhi, Shri Jagdish Kakkar, through his counsel Monika Arora, filed a defamation case in Delhi against Tehelka magazine under Section 200 of CRPC for defaming the Rashtriya Swayamsevak Sangh. Chief Metropolitan Magistrate of Tis Hazari Courts Shri Sunil Sharma admitted the case on February 21 and he will record the presummoning evidences in the case on March 5. The case was filed against Editor-in-Chief and publisher of Tehelka Shri Tarun J Tejpal, chief operating officer Smt Meena Tejpal, feature editor Smt Shoma Choudhary, founder member Smt Brij Kishore Sharma, founder member Shri Parawal Srivastava, vice president marketing Smt Aparna Jain, editor of news and investigation Shri Harinder Baweja, M/S Anant Media Pvt. Ltd, and author of the article Shri Ashish Khetan. In his plea the complainant Shri Kakkar said the impugned article hurt his feelings as he has been actively participating in various activities and programmes of RSS and its affiliated organisations and he is deeply inspired by its social, cultural, welfare, sewa activities. According to the plea, Tehelka in its issue dated January 15, 2011 carried a cover story titled ‘In the Words of a Zealot’ based on the alleged confessional statement of Swami Assemanand who is presently in judicial custody for his alleged involvement in some bomb blasts. The article made highly derogatory remarks against the Sangh and its activists. "The complainant was alarmed and shocked to read the impugned article in which such false, malicious propaganda has been done by the accused to defame RSS," the plea said. "The chosen extracts from the alleged statement of Swami Aseemanand were published in the magazine. Page 35 of the magazine carries the photo in the background of the handwritten confessional statement of the Learned Magistrate. The signatures of the Learned Magistrate are also visible with date, which prima facie prove that the Tehelka magazine has somehow obtained illegally a copy of the said statement. How did they manage to receive a copy of the Court proceedings/Court Record needs to be enquired into. The secrecy and sanctity of the judicial proceedings has been breached and the confidentiality and secrecy of the said proceedings blasted, which immediately needs a high level judicial enquiry to find out the real culprit who has insulted the Hon’ble Court." Shri Kakkar said in his plea. "The article is not only defamatory in its natural meaning but also contains the imputation and insinuation that the Organisation (RSS) is involved in anti-national and terrorist activities. In the article, the accused persons have already passed the judgement that RSS Pracharaks are responsible for doing bomb blasts in the country and especially in the case of 2006 Malegaon and Samjhauta Express blasts. The trial has not even started in the cases, the evidence is yet to be recorded and the witnesses yet to be examined and cross examined. The accused persons have held the nationalist organisation RSS guilty of exploding terror bombs in the country without even waiting for the prosecution to establish its case, defence to lead evidence in its favour, the Hon’ble Court to pass judgement and thereafter if RSS is held guilty, then without even giving an opportunity for the organisation to a fair hearing in accordance with law," the complainant said. The complainant further said that the said article not only tarnished the image and harmed the reputation of RSS in the eyes of general public but also has personally defamed his own reputation in the eyes of the public at large. After this article not only some Congress leaders quoted it to defame the RSS, but also Pakistan which has been inspiring cross border terrorism and bleeding India of its men and resources by orchestrating the evil design of bomb blasts in various parts of the country over more than five decades, also summoned the Senior Officials of the Indian Embassy in Pakistan and called for the entire investigation report and other related documents of the Samjhauta Express blast. Emboldened by such biased and baseless reporting, various leaders in Pakistani gave statements that it was RSS and other Hindu groups who were responsible for doing bomb blasts in India and that Pakistan nationals were not involved in it as has always being claimed by India.
