Dear USCIS Officer,

My client U.S. citizen/legal permanent resident name urgently seeks to bring his/her
sibling/parent/other relationship, name, to the United States. Name **Brief reason for specific
fear – connection to US, type of work etc.

In light of the events unfolding in Afghanistan, Name is now in grave risk of danger and
retaliation by the Taliban and in desperate need to flee Afghanistan.

We are deeply concerned about the escalating humanitarian crisis in Afghanistan and the risk to
Name. We urge the USCIS to take immediate action to ensure this case – for an Afghan national
who is in grave risk of imminent risk of violence, persecution, and death - is processed
expeditiously.

Upon parole in the United States, Mr. XXXX plans to file applications for asylum.

We are submitting the following forms and documents in support of this urgent application for
humanitarian parole:

 Form G-1145, E-Notification of Application/Petition Acceptance


 Form G-28, Entry of Appearance as Attorney
 USCIS Fee of $575 Payable to the “U.S. Department of Homeland Security” OR I-912,
Request for Fee Waiver with supporting documentation

o Write "Expedite" in the top right corner of the application in black ink
o Note: beneficiary abroad doesn’t have to sign. Person requesting parole for them
signs it and they can be in the US.

o U.S. Passport/Birth Certificate or Lawful Permanent Resident Card of Petitioner
 Documentation on the Beneficiary
o Photo Identification - Passport or Tazkera
o Birth Certificate with Translation (note: can be done by anyone fluent in both
languages, don’t need official translations)
o 2 Passport Style Photos (note: have people take photo with smartphone and send
it to you on WhatsApp/email. You can save, crop, and print on photo paper – also
Passport Booth App)
 Documentation Supporting Humanitarian Parole Request
o Signed Statement from Petitioner Outlining the Basis for Humanitarian Parole &
Outlining Reasons for Expedite Request
 Should include:
 Description of humanitarian crisis
 How much time needed in the U.S. (e.g. sufficient time for
processing of asylum application and including printout of average
processing times)
 Why visa cannot be obtained
 If applicable why waiver for inadmissibility cannot be obtained
o Supporting Evidence:
 Country Conditions
 Media Reports
 Anything Specific to Client – Family work with US, Type of Work they
do etc.
 Documentation of the Relationship Between Petitioner & Beneficiary?
 Form I-134, Affidavit of Support from Petitioner or Other Sponsor
o Supporting Documentation from Sponsor, Submitted in Duplicate:
 U.S. Passport/Birth Certificate or Lawful Permanent Resident Card
