N IC and the User Organization being governm ent bod ies d o not have a financial

m aintenance of DHARITREE fall w ithin the p urview of Govt. of Ind ia
sponsored Land Records Computerization (LRC) project. According to which the
DHARITREE softw are shall be m aintained by N IC for all su bsequ ent
requirements of enhancement and upgradations in technology.

The User group shall be provided all necessary operational and technical
trainings on the software, which shall be implemented in all the districts and
circles of Assam. NIC is bound to provide technical support and such trainings,
as newer versions are released for implementation.

INTRODUCTION
The Land Record s Com pu terization Softw are System of the Government
of Assam has been christened as DHARITREE. The DHARITREE is a com pletely
web-enabled System of the Revenu e Departm ent of Govt. of Assam , w hich is
analyzed , d esigned & d evelop ed by N IC, Assam State Centre for its
im plem entation at the District level, Sub-Divisional level and the Circle level
offices of Revenue Department of Assam.

1.1 Overview of Land Records System in Assam

In Assam the Land Record s System is m aintained in tw o locations,


nam ely the Circle Office ( Chakra-bisoyaar Karjalay ) and Registered
Kanangu (RKG) and Revenue Sirostadar (RS) Branch of the D C/SD O
office ( Up ayu ktar Karjalay/ Mahku m ad hip atir Karjalay ) . And also the
Land Record s are m aintained m ainly in tw o registers, viz. Chitha ( Plot-
w ise Details ) and Jamabandi ( Patta-w ise ow nership , Revenu e, Mu tation
Ord er etc. d etails ). Althou gh there are other registers like, Tauji Bahira
(TB) Register ( Allotm ent Details Register ) and EPR ( Encroachm ent
Penalty Register ), it ap pears that these are not p rop erly m aintained and
also it is fou nd that if the Chitha Register is m aintained p rop erly and
com pletely then all the other registers like Jamabandi, TB, EPR can be
d erived from the Chitha register s d ata.

1.2 Intended Audience

DHARITREE, the Land Records Computerization Software System of


the Government of Assam will be used by all the officials of the Land and

Revenu e Ad m inistration of Govt. of Assam , viz., LM (Lot Mand al), SK


(Su pervisor Kanangu ), CO (Circle Officer), DC (Depu ty Com m issioner ),
ADC (Ad d itional Depu ty Com m issioner) and the d ata entry operators. So,
this User s Manu al d ocu m ent is intend ed to be read by all the above
m entioned u sers of the system for u sing the DHARITREE softw are and also
by all the other higher level officials of the Revenu e Dep artm ent for m aking
themselves familiar with the features of the DHARITREE software.

1.3 Scope
This d ocu m ent w ill be u sefu l for learning and op erating the
DHARITREE softw are system by d ifferent u sers of the Revenu e Dep artm ent,
Govt. of Assam involved in Land and Revenue Administration.

1.4 Purpose of the Document

The p u rpose of this d ocu m ent is to give an overview of the


DHARITREE softw are w ith its d etail installation p roced u re and d etail
instructions for using each and every function of the software.

The d ocu m ent serves the interest of the DHARITREE cu stom er and
the producer as well.

1.5 Objective of DHARITREE

The m anu al system of Land Record s m aintenance of the Revenu e


Dep artm ent of Govt. of Assam su ffers from d raw backs like inaccu racy,
non-u p d ation ( non-correction ) of all necessary record s in all the necessary
Registers of the Land Record s in tim e and in all the p laces, viz. Circle
Office, Su b-Divisional Office, District Office. And becau se of these
d raw backs all the stakehold ers of Land Record s viz. the Governm ent, the
Citizens, the Ju d iciaries etc. have been su ffering from u navailability of
timely, correct and up-to-date information required for various purposes.

So, to elim inate the above p roblem s, and keep ing in view the
essentiality of e-Governance for good governance the objective of
DHARITREE has been set as under

i) Maintain the Land Record s d ata in the Chitha , and


Jamabandi registers correctly, timely, and up-to-date.
ii) Issu ing the land ow ners/ citizens all the essential
certificates/ reports, viz. Record-of-Right(RoR), Land
Holding Certificate etc., with quality and promptness.
iii) Provid ing the Ju d iciary all the necessary d ocu m ents, viz.
RoR, Ord er p roceed ing etc. for qu ick d isbu rsal of land
dispute cases.
iv) Provid ing the Land and Revenu e Ad m inistration all the
necessary MIS rep orts for faster m onitoring, p lanning, and
decision making.
v) Making the Land Mu tation Processes faster, correct,
automatic, and up-to-date through online mutations.
vi) Making land related d ata available all the tim e throu gh the
web-enabled DHARITREE over a computer network.
vii) Su pp orting agricultu re censu s by provid ing u p-to-date
crop/horticulture cultivation information.

1.6 Functions of DHARITREE

The DHARITREE software broadly facilitates the users in performing the


following activities:

i) Data Entry/ Ed it of Chitha( Plot-w ise d etails) and Jam aband i


Remarks( Mutation Orders).
ii) View ing and Printing Chitha, Jam aband i, Encroachm ent
Penalty, and Tauji Bahira Registers in its prescribed formats.
iii) Generating and Printing various MIS reports.
iv) Generating and Printing various citizen-centric reports , and
certificates.
v) Fu nctions for au tom ating all the w orkflow processes for
different types mutations by different authorized users.
vi) Au tom atic correction of Chitha and Jam aband i throu gh Online
Mutations.
vii) Performing maintenance (house-keeping works) on data.
viii) Initialization and configuration of the software.

The p resent version 1.1 of DHARITRE w ill not facilitate the


following functions:

i) Generating Revenue Demand Report (Doul). However it will generate


some supportive reports to facilitate its manual preparation.

ii) Online mutations for

- Land Allotment Cases


- Land Settlement Cases
- Land Acquisition Cases

These functions will be incorporated in the subsequent versions of


DHARITREE.

1.7 Features of DHARITREE


The DHARITREE is a com pletely w eb-enabled Land Record s
Computerization software with the following features:

i) It can be installed and im plem ented on a single stand alone


machine or on a LAN ( Intranet ) or on a WAN/Internet.
ii) It is a secu red system w ith the concep t of u sernam e & p assw ord
au thentication system (w ith MD5/ SEED secu rity solu tion) to
provide different privileged access to different users of the system.
iii) Since this is a w eb-enabled ap p lication this can be accessed by any
of the au thorized stakehold ers over the Internet from the p lace of
their work.
iv) It p rovid es context-based help s, error-m essages, w arnings, and
au tom atic on-line valid ation of d ata being entered to the extent
possible.

1.8 Organization/Design of DHARITREE

The p resent DHARITREE (Version 1.1) has been organized into the
following sub-systems:

1.10 Benefits

The w eb-enabled DHARITREE w ill benefit im m ensely variou s stack-


hold ers, viz. Land Ad m inistrators, Land Ow ners/ Citizens, Ju d iciary,
Prop erty Registration, Financial Institu tions, Agricu lture, and Planning
Departments in the following ways:

i) Land Ow ners w ill get their legitim ate certificates w ith qu ality , and
w ithou t d elay, and thereby enabling them to obtain all the benefits
ou t of their land hold ing. Also, paying only the d u e am ou nt for
getting a quality service will benefit them.

ii) The ad m inistrators w ill be benefited for m aking a quick p lanning,


d ecision from the p erson ind ep end ent retrieval of all the necessary
d ata, MIS reports, by sim ply clicking a few bu ttons of the
DHARITREE system from the desktop of their work.

iii) The Judiciary (and thereby citizens) will be benefited in faster


disposal of land dispute cases.

iv) The registration office will be benefited in online cross checking of


land status data during registration.

v) The Financial Institutions will be benefited in cross checking land


information (provided access is given to them) of a land owner for
taking a d ecision on issuance of loan to the land hold ers, and vice-
versa.

vi) The Agriculture/horticulture, and Planning Departments will be

Installation and Configuration

This chapter aim s to p rovid e the p roced u re for the installation of


DHARITREE softw are and the requ ired m inim u m configu ration of hard w are and
software for its installation and operation.

2.1 System Requirements

2.2 Installation Procedure

There are tw o w ays to install DHARITREE softw are into you r server
m achine. One w ay is to u se the DHARITREE autom atic installer CD, pu t it
into the CD ROM d rive and follow the installation step s prom p ted by the
installer.

The second w ay is to d o all the installation tasks m anu ally and this
is to be done only when the automatic installer fails accidentally.

Also it is to be rem em bered that DHARITREE is based on the


following basic software and therefore, it is required to install the software
into your server machine before installing DHARITREE.

i) CDAC s GIST SDK


ii) CDAC s Iplugin
iii) MS SQL Server 7 / 2000 RDBMS

The auto-installer w ill au tom atically install GIST SDK, and Iplu gin
from the DHARITREE CD after clicking the respective buttons being
d isp layed by the installer . Please read the first screen d isp layed by the
installer carefully and then p roceed . Bu t the SQL Server 7 or 2000 m u st be
installed from the SQL Server CD separately.

2.2.1 Installation of SQL Server 7/2000 RDBMS on the Server Machine

To Install and Configure SQL Server RDBMS, follow the following steps:

a) Insert the SQL Server ( auto run ) CD


b) Click Install SQL Server components
c) Click d atabase server d esktop ed ition
d) In Select Install m ethod screen choose local install
- install to the local m achine. & click next.
e) Click next for Welcom e Screen
f) Click yes for Softw are License Agreem ent Screen .
g) In User Inform ation Screen fill nam e, com pany nam e
etc. and click next.
h) For Setup type choose Typ ical and click yes
i) In Services Accou nts Screen choose the follow ing
1. Use the same Account for each service. Auto start
SQL Server Service.
2. Use the Local System account and click next.
j) In Start cop ying files screen click next.
k) Click Finish to com p lete setu p .
l) Restart the machine.

2.2.2 Installation of DHARITREE from the Set up CD

Insert the DHARITREE CD into the drive and the installation will
start automatically or run the setup.exe from the CD.

This will display the following screen.

Click on the Install GIST SDK bu tton to install GIST SDK, if it has
not alread y been installed on the server. On clicked this bu tton, the
following message box is displayed which hints you to reboot the machine
after installation of GIST SDK , and then reru n the auto-installer from the
DHARITREE CD. Click the OK bu tton of this m essage box to p roceed .

N.B. Installation of GIST-SDK requires the system to restart. After restarting the
machine , run the setup.exe from the DHARITREE Installer CD again and
continue to next step by clicking on the Install Iplugin button to install Iplugin
, if it is not there on the same server.

As shown on the above screen now click on the Install IPlugin button.
Then click on the OK button of the message box that pops up , to continue
installation of Iplugin.

Click the Next button to proceed installation or click Cancel to cancel


the installation of Iplugin.

Click the Next button to proceed with installation.

Enter User Name & Company Name as indicated in the above screen and click on
the Next button to proceed.

Select Assamese by clicking on the Assamese word from the above list and
click on the Next button to proceed.

Then click on the Continue button to continue installation of DHARITREE


software now. Then the following screen is displayed.

Next, on this screen, the installer checks the System for availability
of IIS and MS-SQL servers on the server m achine. If the statu ses are
d isp layed like the above screen then click on the Continu e button,
otherw ise click on the Back bu tton , and click Cancel bu tton to cancel
installation of DHARITREE . Then d o the need fu l as system ad m inistrator
to install/ ru n IIS server if show n not Ok! , and also to install SQL server,
if Detected is not show n in the above screen. After d oing these, again
ru n the DHARITREE auto-installer CD to proceed w ith installation of the
DHARITREE software.

On the above screen select the installation folder. (Default is set to


C:\ Dharitree). Then click on the continu e bu tton.

2.2.3 Manual Installation

Manu al installation of DHARITREE is requ ired only w hen the au to-


installer CD fails to install it on the server. For m anu al installation of
DHARITREE one is to first install the GIST SDK and IPlu gin from the
respective licensed CD before installing the DHARITREE software.

2.2.3.1 Installation of GIST SDK

Insert the GIST SDK CD into the CD ROM d rive and follow the
instru ctions prom p ted by the installer. To know abou t the d etail
installation proced u re please refer to the page nu m ber 15 of section 2.2.2
where it has already been explained.

2.2.3.2 Installation of IPlugin

Insert the IPlu gin CD into the CD ROM d rive and follow the
installation step s prom p ted by the installer. To know abou t the d etail
installation proced u re please refer to the page nu m ber 18 of section 2.2.2
where it has already been explained.

2.2.4 Installation of DHARITREE from DHARITREE CD

Cop y the DHARITREE softw are fold er ( d haritree ) from the


DHARITREE CD to any folder of the the Hard Disk Drive , say C:\ dharitree,
as an example.

Now, click Start > Settings > C ontrol Panel > A dministrative Tools >
Internet Information Services

Right C lick on D efault W eb Site on the screen that appears as above


and Select N ew > Virtual D irectory

Click on Start > Programs > Microsoft SQL Server > Enterprise Manager.

Click on the + sym bol of SQL Server Grou p and (local) su ccessively and
then Right Click on Database and select N ew Database

Getting Started and Familiarization with


DHARITREE

This chapter aim s to m ake one fam iliar on how to invoke the DHARITREE
softw are for u sing it and how to login (get access to the softw are) and log-off
(how to qu it from the softw are) the softw are. Also this chapter m akes one
fam iliar w ith d ifferent m enu item s of the DHARITREE softw are and their
purposes before actually using them.

3.1 How to Use DHARITREE

Since DHARITREE is a com p letely w eb-enabled softw are, so to u se


it, one has to invoke it from the IE (Internet Explorer) of w ind ow s
operating system . To brow se DHARITREE, first click on the IE and typ e the
following URL( Universal Resource Locator ) on the address bar.

http://dharitree/lrc/login.asp

or

http://(server IP)/lrc/login.asp

where dharitree is the name of the server or (server IP) is the actual IP
address( e.g. 192.168.100.100) of the DHARITREE server machine of the
intranet.

Then the follow ing Login page w ill ap pear. H ere a u ser is to typ e
his/her user name & password correctly to get access to the Main Menu of
the DHARITREE. If either the u ser nam e or the p assw ord is typ ed

assigned to him/her.

C. Complete Jamabandi View/Edit (using this , a complete Jamabandi
can be viewed or edited)

Register can be viewed and printed)
6. MIS Reports (All MIS related reports listed under this item can be
generated and printed)

3.2.3 Maintenance Menu

In this Menu, there are three (3) maintenance modules, viz. -

1. Jamabandi Auto Update (through this the Jamabandi of a Patta or


an entire village can be updated automatically)
2. Delete Dag Information (through this the details of a dag from the
entire Chitha or from a particular table can be deleted)
3. Data Back-Up/Restore (through this the backup and restoration of
a database can be performed.

Initialization

This chapter intend s to fam iliarize one w ith all the item s and instru ctions
of the vital task of initialization of the DHARITREE softw are, before operating on
it for p rod u ction ru n. For accom plishing all the necessary tasks of initialization,
one is to use all the items of the Initialization Menu as explained below in details.
After com p leting this task of initialization only, one w ill be able to use variou s
other featu res/ fu nctions of the softw are, as p er p rivileges given to them . This
initialization privileges have been given to a user- land (d efau lt ad m inistrator of
DHARITREE) only. It is t o remember t hat t he first init ializ at ion t ask is t o creat e
t he det ails of Administ rat iv e Users , and t hen t he det ails of t he Lot Mandals.
Because t he codes being giv en t o t hese users must also be used successiv ely in
t he Mut at ion User creat ion process of t he Init ializ at ion Menu , for t hese users.

For perform ing any task of initialization, exp lained below , invoke the
DHARITREE software as explained in section 3.1.

4.1. Login User Creation

Login u sers are the first level entry p rivileged u sers of DHARITREE.
For creating a new Login User first click w ith the m ou se on the
Initialization m enu . Then it w ill d isplay the list of item s of this m enu as
show n below . Then click on the Login User Creation item of this m enu to
create a new user.

privileges). A m u tation u ser need s to login to DHARITREE w ith one of the
following privileges in the first level login :

v) dc ( Deputy Commissioner / District Collector )

After that for p erform ing his/ her specific task of m u tation, he/ she

Mu tation Login form of the DHARITREE Main Menu , w hich w e w ill
create/edit through this module.

Now, to create a new Mutation User, click on the Mutation User


Edit/Creation item of the Initialization menu as shown in the screen below.

login accou nt and storing it in the d atabase. In the User Cod e field of the
above form enter the cod e alread y assigned to him / her w hile entering his
/ her d etails in the Ad m inistrative User Creation process of Initialization
Menu ( for example , enter DCTZ, for DC Sonitpur , if so has been given to
him / her d u ring Ad m inistrative User Creation p rocess ) or a LM s exact
cod e assigned to him / her in the Lot Mand al Master Entry process of
Initialization Menu ( if he/ she is an LM) . In this screen click on the Ed it
and Save bu tton to save record after ed iting , and click on the Ad d N ew
User bu tton to save a new record . Also u se the First , N ext , Previou s ,
Last bu ttons to m ove to the first, next, p reviou s , and last record
respectively of the Mu tation User s list.

Ad m inistrative u sers are m ainly from ad m inistrative branches


related to land record s system inclu d ing Dep u ty Com m issioner. These
users are :

iii) SDO ( Sub-Divisional Officer )
iv) CO ( Circle Officer )
v) SK ( Supervising Kanangu)

An Ad m inistrative User w ill be given either the ad m or the m u t


privilege, as per the decision of the DHARITREE administrator, in their first
level Login Accou nts. If a ad m inistrative u ser is given the ad m privilege
then he/ she can p erform s all the fu nctions of DHARITREE, bu t if m u t
privilege is given then he/ she w ill be given access only to the Rep ort
Menu and Qu ery Menu of D HARITREE s Main Menu , and login p rivilege
to login into the Mu tation Login form of DHARITREE Main Menu for
performing online mutation activities.

enter the district code, subdiv code, circle code, user name, user code, user

Field s have to be entered w .r.t. the resp ective d esignation e.g. for
designation being - DC , no need to enter sub-division, and circle codes .
The User s N am e & User s Cod e can have m axim u m of 45 & 4 characters
respectively. The style of u ser s cod e w ill be au to-bu ilt d ep end ing on the
d esignation. For exam p le for a ad m inistrator w ith d esignation being DC
the cod e w ill be initialized to DC , and you have only to enter a tw o d igit
number to build a unique code for him/her. Also remember this same user
code must be used during mutation user creation process for him/her.

4.4 Lot Mandal s Master Entry

Lot Mand als (LMs) have vital roles in land record s m u tation and
m aintenance p rocess. For LM d etails entry/ m aintenance a separate table
has been maintained in DHARITREE. Remember t he LM s codes st art s w it h
the letter M and followed by a number and this same code must be entered
for him during Mut at ion user creation. The p refix M of the cod e is au to-
built. Only a three d igit u niqu e nu m ber to be entered in the next field of
the cod e to bu ild the com p lete cod e for an LM. Also, it is to be
rem em bered that all the LMs of the d istrict shou ld be given a u niqu e cod e
in this pattern( exam p le given , M001 ).

To enter a new Lot Mand al s d etails, please click on the Lot


Mand al Master Entry op tion und er the Initialization Menu . Then the
following screen will appear.

After clicking on Lot Mand al Master Entry op tion the follow ing form

Conclusion for Chitha Entry/Edit:

With these steps the Chitha Register entry for one Dag (Plot) is
com p leted . Then a m essage screen w ill ap p ear, w here he can choose entry
for another Dag, etc.

5.2 Jamabandi Remarks Entry

Jamabandi is the Record-of-Right Register for a particular village or


Town- Part. There are 10-colu m n in the Jam aband i & the Rem arks(
Mu tation Ord ers) in the Jam aband i are entered in the 10-th colum n u sing
this module.

N ow to enter the Jam aband i Rem arks, first go to the Data


Entry/ Ed it m enu in the H om e Page & click on the Jam aband i
Rem arks Entry item .

Then the Location page w ill ap p ear and the entry op erator w ill
have to select the ap p rop riate Location u p to Lot N o & in the N ext
Form he/ she has to select the village.

In the next form he/she has to select the Patta type & enter the Patta No.

Bu t, if som e Rem ark is p resent alread y, and then a page w ill com e w here
he will be able to view the Remarks for that Patta. If he wants to enter new
rem ark or ed it existing line then click Ed it this Rem ark .

The rem ark entry page w ill com e w hich is the d efau lt p age in case there is
fresh remark entry.

4.8 Complete Jamabandi View/Edit

Com p lete Jam aband i View / Ed it m eans, for a particu lar Jam aband i,
the (A) Dag Inform ation (B) Pattad ar Inform ation & (C) Rem ark etc. can
be viewed & edited.

N ow to u se this m od u le, first go to the Data Entry/ Ed it m enu in


the H om e Page & click on the Com p lete Jam aband i View / Ed it item .

Then the Location page w ill ap p ear and the entry op erator w ill
have to select the appropriate Location u p to the village. Then he/ she is

inform ation is available) in the sp ace p rovid ed . Then, click Enter
Record .

Finally, click Com plete Jam aband i View / Ed it .

5.2.2 Jamabandi Pattadar View/Edit

If he/ she selects this option, the follow ing p age (left) appears,
w here he/ she ju st need s to fill the u pd ated (new ) d ata & click Save the
Ed ited Record . H e/ she can navigate to the next record by buttons
provid ed . To enter a com p lete new record abou t a Pattad ar click Enter

ed ited record d oes not accom m od ated in that line click new line and typ e
there you r record . H e/ she can get u p to 5 new lines at a tim e & start fresh
if again new line is requ ired . When typ ing (m axim u m 5-line) is
com p leted , click on Save new rem ark .

Again sometimes an unnecessary line may be required to be deleted. Then


click on the Delete Line tab and select the line no he/ she w ants to
delete.
Then click the

Restore the system . In case of a situation like system crash, regu lar back
u p of the d atabase help s you to m ake the system to a stable situ ation by
restoring it from the back u ps. In the follow ing screens steps are show n
clearly.

Select Data Back-up/ Restore from the Maintenance Sub-menu item.

On this screen w e have the Back-Up tab selected . H ere, w e m ust


give the Path and file name to Backup database to. For example, if we

menu tab of the DHARITREE main menu. Then the following screen will appear.

Select Query from the menu.

On this screen, w e are prom p ted to select one of the m aster cod es as
show n above to view its content. To select an item from the list click on the v
bu tton. After selecting an item , click the Su bm it bu tton. For exam ple if w e have
selected the tenant typ e option and click on the SUBMI bu tton, then w e can
view (as show n below ) all the d ifferent types of tenancy available at p resent and
its correspond ing cod es. One op tion like Others (Aainannya in Assam ese) is
kept if some other category of codes found/applicable which is not in the list.

isolate the d ata belongs to a particular circle from the w hole d ata if w e bu ild u p
the d atabase in a centralized m anner. Su pp ose if w e enter the w hole d ata for a
d istrict together then w e can sep arate the d ata of a p articu lar circle easily by
using this utility.

Mutation Modules

In this chapter w e w ill d iscu ss w ork-flow-w ise com plete p roced u re for
carrying ou t d ifferent typ es of m u tations and thereby correcting/ u p d ating
various registers.

10.1 Field Mutations (Namjari and Batowara)

In real p ractice Field Mu tations are p erform ed either in the


concerned Village, som etim es organizing a m eeting in the village (called
Rajah Ad alot) or at the circle office itself. There are tw o typ es of Field
Mutations, viz. Namjari and Batowara.

In Field Mu tations, only tw o u sers (revenu e officials) take p art


LM & CO. First, LM p rep ares rep ort on Field Mu tation cases and enters
them from his m u tation m enu . Then, CO verifies them and p asses the
ord er for Field Mu tation. Follow ed by that he u p d ates the Chitha
au tom atically by pressing the specified bu ttons. N ow w e d iscu ss below
these two types of Mutations separately in detail.

10.1.1 Field Mutation (Namjari)


Lot Mandal s Role

First, the LM Logins in the Mutation Login section of the main menu page
of DHARITREE and clicks Write Report on Field Mutation . Then the Field
Mutation process starts and the following page appears.

Here the LM needs to select the village/town-part name where he is going


to seek Mutation & click Next . The Heading in the top of the page shows the
possible number of steps. In every step, if he/she wants help, then click Help .

Then he/she has to select the appropriate Mutation type. DHARITREE then
immediately generates a Case Number & the Report date for that case. Now
he/she has to select the Transfer Type, Patta Type & enter the Patta Number.
He/she can say the status of Possession [DAKHAL], is there any dispute & is the
Mutation is sought in the Rajah Adalot by ticking in the appropriate check box.
Then click Next .

Following screen will appear, where he/she is required to type the name of
the applicant for Mutation, his guardian s name & relationship with him and the
address of the applicant. Then click Submit . If there is multiple no of applicant
for the case, type their name and submit in the same way. Finally, click Next .

Now the Land area for the Mutation is to be entered. Here, first on select
the Dag no the original Dag area will be displayed. Here he/she needs to enter the
portion of Land for Mutation. Now if the Pattadar s whole land area is to be
mutated, then his name will be strike out from Chitha & Jamabandi to indicate
that his name is deleted otherwise his name will not be deleted. If it is to be
deleted, then TICK the check box and click Submit .

Finally, the detail of the Pattadar is to be entered, from whom Mutation is


sought. If there are multiple no of Pattadar who is mutating then enter their detail
in the form below and click Submit .

Now, there may be multiple no of Dag in that Patta and some other Dag
may have entry for the same case. In that case click Enter Another Dag (if any)
and repeat the process of Dag Entry & Pattadar Entry in the same way as stated.

Then a link Home will appear and click to go to Mutation Home. This is
the task to be done by LM for Field Mutation (Namjari). After that CO will
process the task.

Circle Officer s Role

For the process of Field Mutations, viz. Namjari and Batowara the CO has
to do very little thing. He/she just has to verify the report passed by the LM and
gives the order if he is satisfied. This Mutation starts with the Login of CO for the
Mutation Login from the main menu page & click Field Mutation & Partition
Link. Then an additional link Pending Application for Field Mutation/Partition
appears.

Now, when he clicks Click Here , a page appears, clearly showing all the
Field Mutation cases reported by the LM type wise viz. Namjari and Batowara.
Now CO can choose a case and proceed by clicking on See LM Report .

Then the detailed report in an Ordered Format appears, just like below.
Now if he/she thinks everything is OK, then he can pass the order by clicking
Order Passed & proceed. But he can keep pending for a later date to pass the
order by clicking Keep Pending . Even he can reject the case as well if he finds
so [due to some reasons] by clicking Reject , but he has to type the reason of
rejection.

Suppose he want to pass the order, then the Dag detail page comes, where
all the Dag no under that Patta passed by LM for Mutation appears for viewing.
He/she just needs to click Enter new Order. At this moment also he can keep it
pending and give the order in a later Date [clicking Give order in a later date ].

Then in the next page, he can see the type of Mutation, Nature of Transfer,
LM Name, his note date etc. He/she just needs to click submit.

Then he/she can see the Applicants detail, just by selecting the Dag no &
clicking Show details .

All the applicants detail comes one-by-one on clicking Submit . If he


finds the Land portion of an applicant is not proper then he can modify it before
submitting. Finally, the page returns to the previous page. This time he/she
doesn t need to select the Dag no nor Show details, just click Next .

Then he/she can see the Pattadar details of that Patta, who were already
there, by selecting the Dag No & clicking Show Detail .

All the Pattadar s name & Land portion for that Land appears, along with
or in place of whom the Mutation is sought. He/she just needs to click submit.
Then when the Dag no selection page appears, click Next .

Finally, the completion message appears, as shown below.

Here though the mutation order is completely entered, but it will not be
reflected on the Chitha until performing different update tasks under the Update
Chitha Option tab of his mutation menu. This is a simple job for the CO. Earlier,
he had to order the LM to update the Chitha, but now it is just a click for the CO.

To update the Chitha, the CO has to click the link Update the Current
Chitha (Field Mutation) -Click here .

After he/she clicks there, the mutation order is written into the Chitha and
a user will get the updated record when he/she views the Chitha report followed
by this operation.

10.1.2 Field Partition (Batowara)

As stated earlier, the Batowara (Partition) process is same as the Namjari.


Here also the LM prepares the report first and pass it to the CO. Then the CO
gives order by viewing the Report of LM and finally, updates the Chitha for that
order. The roles of LM & CO have been described below individually.

Lot Mandal s Role

Field partition also starts with the Login of Lot Mandal [LM] and his/her
clicking for Write Report on Field Mutation . There also he selects the location
of the plot where Partition is sought. Then the following page appears, where
he/she has to first select the Mutation type [a case no is generated automatically
for that Mutation]. Then he/she needs to type the Patta No & also to select the
Patta type [generally Kheraj Myadi or Periodic Patta] and tick the appropriate
check box for Possession [DAKHAL], Rajah Adalot etc. Then click Next .

In the next form, he selects the Land Portion for Batowara. When he
selects a Dag no for that Patta in that case, the whole Land portion for the Dag is
displayed and he/she has to type the Land portion to be used for Batowara. When
he focuses Area left for Pattadar for the Pattadar the left Land area for other
Pattadar for that Dag is calculated automatically.

If the Pattadar, who seeks Batowara, don t leave any Land portion there in
the Dag, his name will be marked deleted from that Patta & will appear in the new
Patta. To do so, click the Check box Is Pattadar s name to be strike out from
whom Mutation is sought? . If his land remains in the old Dag also, don t check
it. Then click submit.

Then select the Pattadar, who wants partition & enter their detail, i.e., the
address, land portion etc. Then click Submit . Do the same for all the Pattadar
involved in the case.

Now, if multiple no of Dag is associated in the case, enter the detail of all
the Dag in the same way, & the Pattadar and their Land portion. Finally, click
home to go to Mutation Home. This is the work necessary to be done by the
LM for field Partition.

Circle Officer s Role

The Field Partition Process is exactly same as Field Mutation, Here only a
new Patta & a new Dag no is given to each petitioner [Applicant]. The software
automatically generates the new Dag & Patta No, but he should check it & can
modify to make it same as the TRACE map.

Now, when he clicks Click Here , a page appears, clearly showing all the
Field Mutation cases passed by the LM for different Lot ordered by Namjari then
Batowara. Now CO can choose a case and proceed by clicking See LM Report, .

After Clicking on See LM Rep ort, Co has op tion of Keep Pend ing ,
Reject , or Ord er Passed . To Pass an ord er Ord er Passed is clicked
and the next screen gives a d etail of the type of land w ith d ag
no.,area,patta no. and patta type. Order details is to be entered.

10.2 Office Mutation

10.2.1 Conversion (Myadikaran)

In Conversion of an Annu al Patta (EKSON A Patta) Land is converted


into Period ic Patta (KHERAJ MYAD I OR MYAD I) Land . H ere the p ersons
involved in this process are listed below along with their roles.

1. AST: H e register a petition from a p etitioner and this goes to the CO.
The petitioner gets a receipt for his case.

2. CO: Upon getting a fresh p etition CO first gives a hearing d ate to the
petitioner and during this period the concerned LM has to give a report on
the plot.

3. LM: Then LM p rep ares a rep ort for that case and then w rites it in an
order sheet and forward to respective SK.

4. SK: Based on LM s rep ort SK w rites his/ her report for CO s p eru sal.

5. AST: AST then p rints the hearing notice and circu lates to concerned
parties throu gh the Jari-karok .

6. CO: Finally, CO based on these rep orts, p asses the ord er for conversion
to Period ic Patta. Then he u p d ates the Chitha for reflection of the
conversion order in the Chitha.

The roles performed by each of the above mentioned persons are


described sequentially below.

10.2.1.1 Assistant s Role

The Conversion is initiated by the AST. When he w ants to enter a


petition, he logins into his m u tation login accou nt and click Register
Land Mu tation / Conversion petition . Then the follow ing p age ap pears,
w here he selects the Conversion ( Myad ikaran in Assam ese ) op tion ou t
of N am jari, Batow ara and Conversion. Then au tom atically a u niqu e case
nu m ber is generated . Then he/ she selects the p etition-addressed
au thority, Chakra-bisoya [CO] . Then the location u p to village/ tow n-
part has to be selected . Then type the Patta N u m ber & select the Patta
typ e as EKSON A . If the p etitioner su bm its all documents along with the
ap plication for conversion then check Sanglogna N athi Patra op tion and
then click the bu tton Dagor Tathya Grahan Karok i.e., su bm it.

karir tathya grahan karok . If Mu ltip le Dag is associated click Parabarti
d agor tathya grahan karok and enter Dag & App licant d etail in the sam e
way.

gets displayed and AST takes the printout & proceed further.

10.2.1.6 Circle Officer s Role (2nd time)

Then CO d oes the Second and final part of Conversion. H ere he


Logins in his Mu tation Login accou nt and selects Write p roceed ings for
the hearing d ate... . If there is any case p end ing for that d ate, he clicks the
case no.
One thing is to be noted that in Conversion a new Patta number & a
new Dag nu m ber is to be given to each p etitioner, w hich shou ld not be
existed earlier on the Chitha for the entire village. Of cou rse, DHARITREE
automatically generates the new Dag number and Patta number, but if CO

In Office Mu tation, one or m ore Dag [p lot] in a Patta is m u tated to

order comes into the 31st column of the Chitha.

same as in conversion and are described below.

10.3 Annual Patta Cancellation

Annual Patta Cancellation [APCancel] is the p rocess, w here an


Annu al Patta is cancelled and its typ e is changed to Sorkari i.e.
Government Land.

H ere in this p rocess the u sers p lay their roles in the follow ing
sequence.

Assistant (AST)
Lot Mandal (LM)
Circle Officer (CO)
Deputy Commissioner (DC)
Circle Officer (CO)

Now Lot Mandal will get the case only after Assistant Registers it.
Similarly, CO will get only after LM, and DC will get only after CO. Finally CO
Updates the Chitha after DC s Approval.

Here we discuss each role individually as below.

10.3.1 Assistant to CO ( AST) Role

The CO does the main role for AP Cancel. He has to do 4-types of


job in this process, viz.

2. Issue Show Case Notice
3. Give Recommendation for AP Cancel to DC
4. Give ord er for AP Cancel [ Provid ed DC s App roval.]
5. Update the Chitha.

Thou gh, there are lots of p rocesses for CO, this d oes not m ean that
he have to do it on the same day. On a particular day, he just needs to do a
particular job. The processes are described bellow one-by-one.

Login: Before, d oing anything, he has to Login as a CO. m eans, CO have


to login w ith his u ser nam e & p assw ord , in the Mu tation Login in the
H om e page. When he clicks in his login hom e, ANNUAL PATTA
CANCELLATION it gets expand s and 4-op tions for AP Cancel ap p ears. Then
he can proceed.

10.4 Land Reclassification

In Reclassification, three/ fou r people are concerned and take part


LM, CO, DC, & AST. First, LM/ AST prepares report on Field Mu tation
and enters them from his login. Then, CO verifies them and gives his/ her
recom m end ation and p asses it to the DC. The DC then gives his/ her
approval and finally CO updates the Chitha for the case.

10.4.1 Lot Mandal s/Assistant s Role

First, LM/ AST login from the m u tation login of the m enu page of
DHARITREE and click Write Prop osal for Land Reclassification . Then,
the following page appears.

On this screen, LM w ill select the Dag Location or Land

Centric Certificate m od u le is u sed to Generate d ifferent typ es of Citizen
Centric Certificate like Incom e Certificate, Land H old ing/ N am jari
Certificate, Jamabandi, Land Valuation Certificate etc.
H ere first AST from his Login Registers an app lication for a
certificate and gives him the receipt for that. Then the Concerned LM
verifies the ap p lication and forw ard s it. The AST then take a p rintou t of
the forw ard ed Certificate and take the Cou nter Signatu re of the CO &
finally gives away to the applicants. Their role is discussed below:

Click on Go for the Citizen Centric Certificate .

In Citizen Centric Certificate, main responsibility is on the LM. If he


verifies & passes a Certificate then CO gives his Signature on it.

page is just like below. He/she clicks the Application No to go to a
Certificate. Certificates are of Different types as shown below.

Jamabandi : Pattawise ownership details register in the State of Assam. It is also


called Record of Right (ROR) register which means it is the set of RORs
of a particular village/town.
