1. Call to Order
2. Approval of Agenda
Prior to the meeting, members received an Environmental Impact Study for the proposed
development prepared by Jacques Whitford Consultants.
S. Elston reported that a presentation would not be made during the meeting on the
Farmtech – Ethanol Facility development application due to the upcoming Public
Meeting. Suzanne encouraged the OEAC to attend the Public Meeting to obtain further
information.
E. Waldinsperger discussed the Environmental Impact Study and indicated that the
introduction was not clear in regard to, location, ownership and the name of the Agent
representing the owner. Erwin also requested that should the application be approved,
the approval processes be clarified as the lands are owned by Transport Canada which
is a federal agency.
The OEAC discussed the report and moved the following Motion:
Further, staff investigate the location of other Ethanol plants that are operating, the
approval process undertaken for these plants and where within the municipality they are
situated.
CARRIED.
OEAC discussed the possible forming of a Sub-Committee to deal specifically with the
Ethanol Plant.
CARRIED.
Prior to the meeting, the Act was circulated to all members for their review and
comments.
S. Elston reported that she had spoke to Lois Corbett, Sr. Policy Advisor to Minister
Gerritsen who indicated that the Bill does not address agricultural aspects nor does it
address Golf Courses. Those two items are being dealt with separately.
The Committee discussed the proposed ban and the impacts of the ban and suggested
the following:
• Further enhancement is required in regard to permitted non-agricultural use,
specifically, but not limited to, golf courses
• Bill 64 should be subject to a periodic and scheduled review for the purposes of:
o Adding new chemicals not currently listed on the Table of Banned Active
Ingredients or the Banned Products List as they are made available for sale
o Providing an up-to-date list of chemicals that are being used for Excepted uses
((2)1 – 5) and an explanation of why use was approved
o Adding new non-chemical pesticides as they are approved for use
OEAC members were also asked for their recommendations in regard to how City staff
can educate residents about Bill 64 and how it applies to homeowners.
• A sustained approach
• An insert with tax bills or possibly OPUC billings explaining:
o Explaining Bill 64
o Whistle blower hotline (depending on whether municipalities become responsible
for enforcement of the legislation)
o Information regarding products/local retailers (i.e. Environmental Factor) where
safe products can be found
The OEAC will write letters to the Premier and the Minister in support of the Bill 64.
6. Standing Issues
¾ Provincial EAC
o The sub-committee meeting went very well
o $1,000 has been donated from a Sponsor
o Communications Group are drafting a brochure
In order to achieve the objective of promoting cycling within the City of Oshawa, the
following motion is proposed to the OEAC:
Whereas:
¾ there is a need for functional and utilitarian cycling in the City of Oshawa, particularly
during the mild-weather months;
¾ such cycling facilities must provide for personal safety by physically segregating the
pathways between motorized vehicles and cyclists;
¾ such facilities must also ensure the personal security of cyclists by running through
built-up and well light areas;
¾ the availability of such facilities would lead to tangible environmental, quality of life
and public health benefits, thus making Oshawa a progressive contributor in this
area;
The OEAC hereby recommends that the City Administration instruct Community
Services to address the issue of making cycling a means of SAFE AND FUNCTIONAL
TRANSPORTATION by:
¾ Implementing the Core Link on Athol Street from the Knights of Columbus Park (at
Farewell St.) in the East, to City Hall (at Centre St.) in the West, with a completion
date before August 2008.

¾ Living Green
o B. North attended the Living Green conference which was well done.
Robert Kennedy Jr. was the guest speaker as well as Jacques Cousteau’s
son.
¾ Food Charter
o P.A. Larose reported that the Food Charter is being resurrected and
would not be limited to solids.
9. Next Meeting
AND THAT an educational component is made available to the public in relating the reasons and
strategies for the ban and/or reduction of the use of pesticides in the City of Oshawa. CARRIED.
AND FURTHER, that the EA should include all alternatives be reviewed with their impact on the
surrounding municipalities”.

AND THAT the OEAC endorse this motion and refer it to the Commissioner of Development
Services to consider the proposal of establishing a Smart Commute program within the City of
Oshawa;
AND THAT, CUPE Locals 250 and 251 are requested to comment as a courtesy to their
Membership”.

2008 MOTIONS
Whereas we have significant concerns about the impact of City road clearing policies;
The OEAC hereby requests the City Administration to promptly address the situation by bringing
to the attention of Community Services the following issues, namely that
• Sidewalk clearing be considered at least as essential as roadway clearing;
• Enforcement of citizens snow clearing obligations be performed;
• A procedure be developed to avoid obstructing sidewalks when clearing streets; and
• OEAC be involved in the proposed policies for consultation purposes.

which these plants undertook and where within the municipality they are situated. CARRIED.
