Spring  2009:  Parliament  was  asked  for  $66.7  million  
for  the  Border  Infrastructure  Fund  in  the  Main  
EsDmates  of  2009-­‐10.

Border  Infrastructure  Fund  

The  primary  objecDve  of  the  Border  Infrastructure  Fund  (BIF)  is  to:  
• Reduce  conges+on;    
• Enhance  infrastructure  capacity;    
• Support  implementa+on  of  the  Smart  Borders  Ac+on  Plan;  and    
• Enhance  safety  and  security  at  border  crossings.  

And  achieve:    
•   More  efficient  facili+es  capable  of  handling  greater  capaci+es  at  major  border  
crossings,  helping  trucks  travel  across  the  busiest  Canada-­‐US  border  points  more  
quickly.    
•   Improved  Canada-­‐US  rela+ons  and  beIer  movement  of  goods,  thereby  
contribu+ng  to  increased  trade  and  produc+on.    
•   Improved  border  crossings,  contribu+ng  to  federal  security  and  increased  safety  for  
Canadians.  
Step  2  
November  2009:  Parliament  was  asked  for  $83.3  
million  more  for  the  Border  Infrastructure  Fund  in  
the  Supplementary  EsDmates  (B)  2009-­‐10.

Step  3  
•  In  November  2010  the  Public  Accounts  are  tabled,  a  
summary  of  government  spending  in  the  2009-­‐10  
fiscal  year.  It  confirms  $150  million  was  approved  for  
the  Border  Infrastructure  Fund.

•  The  Public  Accounts  also  confirmed  
$121,332,454  was  actually  spent  in  2009-­‐10

•  Found  in  SecDon  6  of  the  Public  Accounts,  available  
only  online,  were  more  details  of  spending  from  the  
Border  Infrastructure  Fund.  SecDon  6  revealed:

Step  4  and  5  

•  SecDon  6  of  the  Public  Accounts  reveals  that  


the  Border  Infrastructure  Fund  was  indeed  
used  for  G8  spending,  in  contrast  to  the  
original  appropriaDons  approval.  
2010-­‐11  
•  In  the  following  year,  in  the  Supplemental  EsDmates  (A)  2010-­‐11,  
Parliament  was  asked  for  an  addiDonal  $10  million  for  the  Border  
Infrastructure  Fund.  This  Dme  the  G8  Summit  was  referred  to  but  
the  Auditor  General  dra[  report  indicates  these  funds  were  also  
directed  to  the  G8  Legacy  Fund,  not  border  infrastructure.
