This chapter describes how to set up carrier selection.

The procedure includes


setting up:
• carrier selection on a per call basis,
• carrier preselection,
• subscriber controlled carrier preselection.

The principles of carrier selection and local sorting areas are described in the
Translation management operator guide, TRGOP.

The documents relating to the carrier selection set-up procedure are:


Operator guides,
Translation management, TRGOP.

Directory of customer application data (REDA).

The carrier can be specifiedby:

• digits in the dialing received from an analog or digital subscriber line or an ISUP
(ISDN user part) circuit,
• the digits received from the ETSI (European Telecommunications Standards Institute)
access with the TNS information element in DSS1 (digital subscriber signaling N 1)
and DSS1+ environments,
• the TNS parameter containing the network’s type and identification plan as well as
the number of the requested network, in the ISUP environment and all its variants
(SSURF, SSURN, ISUPV2),

These conditions are valid whatever the carrier selection mode on a per call basis or
by preselection.

To set up carrier selection, the following operations must be carried out by the
manufacturer in the records of the FIPAM, files:

1. Setting the PRET parameter which specifies the number of the carrier number
preanalysis table.

2. Setting the NBSTR parameter which specifies the number of digits (1 to 4) of the
carrier number to be counted before the preanalysis digits.

3. Setting the NTi parameter (where i = 0 to 15) which specifies the typing of the
analysis tables, where i is equivalent to the analysis table number indicated by the
preanalysis:

• NTi = 2, carrier number analysis table,


• NTi = 0, no typing (no sorting, no carrier).
4. Setting the NTRAi parameter (where i = 0 to 15) which specifies the type of analysis
table i.

5. Setting the RTNS parameter to enable or disable receipt of a TNS information


element on an ETSI access:
• RTNS = 0, the TNS information element is ignored,
• RTNS = 1, the TNS information element is taken into account.

6. Setting the NARM parameter to enable or disable a carrier’s preselection categories


if the number is to be recreated:

NARM = 0, the preselection categories are ignored,


NARM = 1, the preselection categories are taken into account.

21 is the international carrier code.
Discrimination ISTA in pre-analysis prevents the subscriber to dial carrier access code
(010, 0010 or 9510) if he hasn’t subscribed to the carrier pre-selection facility on per call
basis. The subscriber who has not subscribed to this facility will have the category ISTA
on it.

B. Carrier Preselection on the basis of subscribed carrier –

The carrier preselection function allows the local loop operator’s subscribers to choose
another operator to be automatically selected to route their long distance or international
calls without it being necessary to dial a prefix on every call. The users can still select
another carrier on a per call basis using a prefix . Outside the local sorting area the calling
subscriber’s call is routed by the preselected carrier.

The carrier is specified by the preselection categories assigned to the calling subscriber’s
line, TRAi, TRBj and TRCk, or, if these categories are not present, by the TRDAi,
TRDBj and TRDCk parameters in the FIPAM file.

TRDAi, TRDBj and TRDCk are optional parameters. If they are unspecified, and
if the subscriber’s line does not have the TRAi, TRBj or TRCk category, there is no
default preselection.

In addition to the set-up conditions explained in section 1.1.3 the following manufacturer
operations must also be carried out in the FIPAM file:

Correctly setting the TRDAi (TRDBj, TRDCk) parameters to indicate a default carrier
number if there is no preselection category. Unlike carrier selection on a per call basis,
for carrier preselection, the carrier’s digits are automatically added during subscriber
preanalysis (FPREA file) if it has the discrimination DIS = RA (RB, RC). For the
carrier’s digits to be added, the TRDA1, TRDA2, TRDA3 and TRDA4 parameters must
be correctly set by the manufacturer. For a carrier number with 2 digits, XY, these
parameters must be set as follows:

TRDA1=0, TRDA2=0, TRDA3=X, TRDA4=Y.

To set up carrier preselection:

1. Create the RA, RB and RC preanalysis discriminations.


2. Assign the TRAi, TRBj and TRCk categories to the subscriber lines (the i, j and
k values have 1 to 4 digits).
3. End.

For National Calls create the preanalysis discrimination RA, using the PRECR command

Subscriber Controlled Carrier Pre-selection –

The subscriber controlled carrier preselection function lets the subscriber change his or
her subscriptions to carriers without involving the local loop operator.

When setting up subscriber controlled carrier pre-selection, if the parameters below


are set by the manufacturer in the FIPAM file record, the system checks the
consistency of the information supplied by each subscriber:
NBSTR = 2, number of digits in the carrier number processed by the exchange,
TTPA, number of the analysis table (TRAD) for carrier numbers for traffic A,
TTPB, number of the analysis table (TRAD) for carrier numbers for traffic B,
TTPC, number of the analysis table (TRAD) for carrier numbers for traffic C.
For data value information, refer to the Directory of customer application data
(REDA).

To set up subscriber controlled carrier preselection:


1. Create the routing data.
2. Create the routing codes used by the subscribers.
3. Create the preanalysis data.
4. Assign the AMTRA, AMTRB and AMTRC categories to the subscriber lines.
5. End.

To set up subscriber controlled carrier preselection:

1. Create the routing data using the ACHCR command:

Where:
IND gives the routing codes used by the subscriber to call the service.

Routing code 13 is, by convention, the sequence of digits dialed by the subscriber to
obtain the service.

RDC=5 indicates that the subscriber is entitled to use the two-digit


carrier number.
