At the regional geography level, the SCT 2044 inial growth target recommendaon is consistent with the VISION 2050 Regional Growth Strategy (RGS).

For the regional geographies that contain regional growth centers (RGCs) and high-capacity transit staon areas (HCTAs), i.e., Metro City, Core Cies, and HCT Communies, the share of projected populaon (82%) and employment growth (87%) is idencal between the RGS and the SCT recommendaon.In addion, the distribuon of high-capacity transit staons in Snohomish County was a key factor that was included in the development of SCT’s 2044 inial growth targets. Specically, the populaon and employment growth distribuons to 2044 by jurisdicons within the regional geographies of Core Cies and High-Capacity Transit Communies took into account the following two data factors when distribung VISION 2050’s regional geography growth:

number of high-capacity transit staons (non-light rail).

With the resulng jurisdiconal distribuon, Snohomish County is well posioned to address the regional 65/75 populaon and employment growth shares within RGCs and HCTAs.Note that the more detailed disaggregaon of the jurisdicon-level growth targets in the CPPs to RGCs and HCTAs is not something that the Snohomish County CPPs accomplish. Instead, this is a subsequent step that individual Metro, Core, and HCT Community jurisdicons will engage in during the local plan update eorts leading to 2024.MPP-RGS-8 states:“Aract 65% of the region’s residenal growth and 75% of the region’s employment growth to the regional growth centers and high-capacity transit staon areas to realize the mulple public benets of compact growth around high-capacity transit investments. As jurisdicons plan for growth targets, focusdevelopment near high-capacity transit to achieve the regional goal.”In the process of planning for their growth targets, jurisdicons will focus growth near HCT staons. This process occurs at the jurisdiconal-level of planning, not the CPPs.An evaluaon of the outcome of these eorts relave to the 65/75 regional goal will necessarily have to be determined and evaluated aer the adopon of the local plan updates in 2024. This evaluaon will also have to await the outcome of this more detailed local planning work in other counes of the centralPuget Sound region as well, since the 65/75 policy is a regional goal.Note that the 65/75 policy is a regional goal and that PSRC’s growth targets guidance document (on page 14) recognizes that collecvely the outcome of the jurisdiconal planning eorts may dier at the county level:
Regional High-Capacity Transit Goal
VISION 2050 includes a goal of 65% of population growth and 75% of job growth to occur in centers and near high-capacity transit stations (MPP-RGS-8). Achieving this goal will help bring people and jobs closer together and provide people with greater transportation access to other jobs centers.
That goal applies regionally and is based on assumptions that vary in each county.VISION 2050 defines high-capacity transit station areas as parcels within a half-mile walk of existing/planned light rail and streetcar stations, commuter rail stations, and ferry terminals in the region’s designated urban growth areas (UGA), and within a quarter-mile walk of existing/planned bus rapid transit stations in the UGA.King County has significantly more current and planned high-capacity transit investments than other counties, but each has a role to play in encouraging new growth near transit.
