At the regional geography level, the SCT 2044 inial growth target recommendaon is consistent with the VISION 2050 Regional Growth Strategy (RGS).

For the regional geographies that contain regional growth centers (RGCs) and high-capacity transit staon areas (HCTAs), i.e., Metro City, Core Cies, and HCT Communies, the share of projected populaon (82%) and employment growth (87%) is idencal between the RGS and the SCT recommendaon.In addion, the distribuon of high-capacity transit staons in Snohomish County was a key factor that was included in the development of SCT’s 2044 inial growth targets. Specically, the populaon and employment growth distribuons to 2044 by jurisdicons within the regional geographies of Core Cies and High-Capacity Transit Communies took into account the following two data factors when distribung VISION 2050’s regional geography growth:
number of light rail staons
number of high-capacity transit staons (non-light rail).

With the resulng jurisdiconal distribuon, Snohomish County is well posioned to address the regional 65/75 populaon and employment growth shares within RGCs and HCTAs.Note that the more detailed disaggregaon of the jurisdicon-level growth targets in the CPPs to RGCs and HCTAs is not something that the Snohomish County CPPs accomplish. Instead, this is a subsequent step that individual Metro, Core, and HCT Community jurisdicons will engage in during the local plan update eorts leading to 2024.MPP-RGS-8 states:“Aract 65% of the region’s residenal growth and 75% of the region’s employment growth to the regional growth centers and high-capacity transit staon areas to realize the mulple public benets of compact growth around high-capacity transit investments. As jurisdicons plan for growth targets, focusdevelopment near high-capacity transit to achieve the regional goal.”In the process of planning for their growth targets, jurisdicons will focus growth near HCT staons. This process occurs at the jurisdiconal-level of planning, not the CPPs.An evaluaon of the outcome of these eorts relave to the 65/75 regional goal will necessarily have to be determined and evaluated aer the adopon of the local plan updates in 2024. This evaluaon will also have to await the outcome of this more detailed local planning work in other counes of the centralPuget Sound region as well, since the 65/75 policy is a regional goal.Note that the 65/75 policy is a regional goal and that PSRC’s growth targets guidance document (on page 14) recognizes that collecvely the outcome of the jurisdiconal planning eorts may dier at the county level:
Regional High-Capacity Transit Goal
VISION 2050 includes a goal of 65% of population growth and 75% of job growth to occur in centers and near high-capacity transit stations (MPP-RGS-8). Achieving this goal will help bring people and jobs closer together and provide people with greater transportation access to other jobs centers.
 
That goal applies regionally and is based on assumptions that vary in each county.VISION 2050 defines high-capacity transit station areas as parcels within a half-mile walk of existing/planned light rail and streetcar stations, commuter rail stations, and ferry terminals in the region’s designated urban growth areas (UGA), and within a quarter-mile walk of existing/planned bus rapid transit stations in the UGA.King County has significantly more current and planned high-capacity transit investments than other counties, but each has a role to play in encouraging new growth near transit.
