Regular Meeting
PARKS AND RECREATION ADVISORY BOARD
Wednesday, June 16, 2010
 
ROLL CALL The Regular Meeting of the Parks and Recreation Advisory Board was
  called to order on Wednesday, June 16, 2010 at 5:03 p.m. at the Durango
  Community Recreation Center.  Present from the Board were Chairman
  Duane Smith, Vice Chairman Jan Nesset, Frank Viehmann, Peter Schertz
  and Karen Carver.  Staff present included Cathy Metz, Parks and
  Recreation Director, Kelli Jaycox, Recreation Manager, Kevin Hall,
  Parks, Open Space and Trails (POST) Development Manager and Joanne
  Gantt, Administrative Assistant.  Guest, Gay Smith was in attendance.
   
APPROVAL OF MINUTES The May 19, 2010 Parks and Recreation Advisory Board minutes were
  amended to reflect public comments received from Mike Fenton.   Mr.
  Fenton noted that Brookside Park could be bigger and better with the
  consolidation of parking, improved fencing and the elimination of an
  encroaching neighbor.  The minutes were approved as amended.
   
PUBLIC COMMENTS There were not additional public comments.
   
REPORTS The Board reviewed the Department Monthly and discussed the
  improved 2010 cost recovery over the same time period in 2009 for both
  the Recreation Division and the Recreation Center.  The Board was
  informed that under “Park Ranger Contact Summary”, the type of
  contact is now identified in the report.
   
OLD BUSINESS The Board discussed the chemical free parks and reviewed the comments
CHEMICAL FREE PARKS received from the public at their last meeting.  The Board reviewed the
  “Analysis of City Use of Herbicides and Pesticides” June 2010 report
  prepared by City staff.  Current weed management practices by City of
  Durango are mandated by the Colorado Noxious Weed Act.  The City’s
  integrated pest management practices and current maintenance practices
  were elaborated upon in the report.  The Board discussed the following:
  (1) How other communities manage chemical free parks; (2) La Plata
  County Weed Manager, Rod Cook, reported that organic compounds
  such Clove Oil and Vinegar can be more harmful than herbicides with
  the active ingredient 2-4,D to the soil.  There was consensus on the
  Board that the City take the position that only products on the Colorado
  Department of Agriculture’s list are to be used for chemical free parks;
  (3) There is a potential for higher cost of organic fertilization; however,
  the City should use only organic fertilizers on chemical free parks; and
  (4) Last month’s public meeting illustrated community support for
  chemical free parks and the Board suggested that the chemical free parks
  be located in child oriented neighborhood parks that are scattered in the
  City park system where there are volunteers to assist with manually
  pulling weeds.  In addition to Brookside Park, the Board would like to
  explore the feasibility of designating Fanto and Pioneer Parks as possible
  chemical free parks.  A neighborhood meeting will be scheduled at each
  park site with advance notice to area residents.  After the neighborhood
  meetings, the Board will make a determination and forward a
  recommendation to the City Council. 
MASTER PLAN  
IMPLEMENTATION – REVENUE Director Metz shared the results with the Board of a staff exercise,
POLICY categorizing Parks and Recreation programs and services into core,

  important and discretionary services categories.  These categories will be


  utilized in the development of a more detailed revenue policy.  The
  Board discussed the different categories and agreed with the results
  proposed by staff.  There will be additional discussion on the revenue
  policy at upcoming board meetings.
CHAPMAN HILL  
IMPROVEMENTS The Board was informed that the Durango Winter Sports Foundation
  (DWSF) would like to make improvements to the old Chapman House,
  next to the big rope tow, to allow public use of the building.  The Board
  was concerned with the public’s limited use of the building and they
  were informed that DWSF will allow the public to have access to the
  building when the ski hill is open.  The Board was fine with this
SOUTH DURANGO PEDESTRIAN arrangement.
BRIDGE AND TRAIL  
COMPLETION CEREMONY The Board was informed that a dedication for the new pedestrian bridge
  and completion of the trail south to behind the Home Depot will be
PROJECT UPDATES scheduled in July.  The Board will be notified once a date has been
  solidified.
   
  The Board was updated on the following projects: (1) Horse Gulch Road
  is being cleaned up by Trails 2000 today, June 16; (2) Trails 2000 and
  Friends of the Mountain Parks are having a trailhead improvement day
  on Saturday June 19 at the Montview entrance to Overend Mountain
  Park; (3) A bid will be released in the near future for production of the
  trail way-finding signs for Overend and Dalla Mountain Parks. 
  Installation of the sign bases is anticipated in late summer; (4) A lease
  has been signed between the City and Fort Lewis College for the FLC
NEW BUSINESS softball fields; and (5) The City did not receive a Great Outdoors
2010 GOALS UPCOMING TOPICS Colorado (GOCO) grant for the proposed construction of the multi-use
  fields at FLC, but will try again at the next grant cycle opportunity with
  GOCO.
   
  In discussing the Board’s 2010 Goals, the Boards would like to see
  information on urban forestry on an upcoming Agenda.  The Board
  asked about the maintenance of the Recreation Center and if staff is able
NEXT MEETING to keep up with it, in line with the 90% cost recovery requirement.  The
  Board was informed that the staff is making it work, but there are
ADJOURN challenges.  Board Member Viehmann wanted to acknowledge the
  efforts of staff in their efforts to meet the current cost recovery level for
  Recreation Programs and the Recreation Center.
 
The next regular meeting will be on Wednesday, July 21, 2010.
 
The meeting was adjourned at 6:49 p.m.
