Melanie Sloan Citizens for Responsibility and Ethics in Washington 1400 I Street, N.W., Suite 450 Washington, DC 20005 Dear Ms. Sloan: This is in response to your September 7,2005, Freedom of Information Act (FOlA) request to the Federal Emergency Management Agency (FEMA) for records concerning emergency preparedness and the Federal response to the Flurricane K.atrina devastation. The FEMA located seven pages containing information that originated in this Department, which FEMA referred to HHS for review and a release determination, as reported in FEMA's May 2, 2,006 letter. Enclosed are the seven pages referred by the FEMA. J have determined to wjthhold cell telephone numbers under FOIA exemption (b)(6), which permits the withholdins of information that if released would constitute a clearly unwarranted invasion of personal privacy. There is no fee for FOIA services in this instance because chargeable fees are under the cost effective threshold. If you have reason to believe that the denied information should not be exempt fron~ disclosure you may appeal. Your appeal should be mailed within thirty (30) days ofthe date of this letter, to the Deputy Assistant Secretary for Public Affairs (Media), U.S. Department of Health and Human Services, 200 Independence Avenue, S.W., Room 645-F, Washington, DC 20201.
