1. After the Ministry of Foreign Affairs notified Post on

September 14 that the GoL would do so, on september 15 vice \,
Foreign Minister phongsavath Boupha handed a check for
$25,000 to the Ambassador on behalf of the Lao people, to
help with the relief effort along the US Gulf Coast.
Regretting the modest amount, Boupha said that Laos could not
give more, but gave what they did from the heart. He
commented about Lao-Americans known to have lived in the
affected areas, wondering about their fate.
2. The Ambassador received the check with thanks, noting
that Laos and the US had just passed the 50-year mark in .
uninterrupted diplomatic relations, and while the
. relationship had been difficult at times, an event such as
this one showed her how people could come together in the
face of disaster.

planning to do with it. If they are planning to accept and post to the fiscal data
previously provided, we need for them to wait until after they receive the cable from the

SUBJECT: UPDATED GUIDANCE: RELIEF FUND FOR STATE
DEPARTMENT EMPLOYEES AFFECTED BY HURRICANE KATRINA

REF: STATE 162176

1. As the Gulf Coast is dealing with the aftermath of the

second major hurricane to hit in less than a month, our
thoughts turn again to our colleagues in New Orleans. The
Department of State employees of the New Orleans Passport
Agency and the Diplomatic Security Field Office are still
recovering from the devastation of Hurricane Katrina.

2. Immediately after Katrina, our first concerns were

naturally with the safety and well-being of our employees.
I am pleased to report to you that we have communicated
with all of them and each one has survived the storm.
However, all of our colleagues have had to leave their
homes, many of which were seriously damaged, and all have
had to find alternate housing while damage is assessed and
repairs completed. Although individual insurance, for
those who have it, may eventually replace some property,

our employees have an immediate need for assistance with

out-of-pocket expenses;

3. We can all easily imagine the personal distress and

financial disruption such a disaster would cause. for any
of us in the same circumstances. Therefore, to provide a
means to assist our colleagues who have suffered this
terrible, unforeseen tragedy, the Department has
established an Employees Emergency Fund.

4. For those who might wish to assist your colleagues,

contributions to the Fund can be made in the following·
ways:

_. Check Contributions: Please send checks to the

Department's Gift Fund Coordinator, Donna Bordley,
Department of State, 2201 C Street, N.W., RMfCFO, Room
7427, Washington, D.C. 20520. Checks should be made
payable to the Department of State, designated for the
Employees Emergency Fund. Please include a return address
to which a letter of acknowledgement for your charitable .
tax deduction can be sent.

- American Credit Card Contributions: For Visa or

MasterCard accounts only, send an email to "Employees
, Emergency Fund" on the Global Address List Include your
name, mailing address, account number, and the expiration
date of your card. Please write "Contribution to the
Employees Emergency Fund" in the SUbject line of your
email and include the following statement in the text: "I
authorize the Department of State to charge the referenced
credit card account in the amount of U.S. '$XX'as a
contribution to the Employees Emergency Fund." You will
receive a reply via email that can be used for tax
purposes.

6. Your colleagues in New Orleans and I thank you for any

assistance you might wish to provide.

SUBJECT: LAOS HANDS OVER A DISASTER RELIEF CHECK TO HELP THE VICTIMS OF KATRINA

1. After the Ministry of Foreign Affairs notified Post on September 14 that the GoL would
do so, on September 15 Vice Foreign Minister Phongsavath Boupha handed a check 'for $25,000
to the Ambassador on behalf of the Lao People, to help with the relief effort along the US
Gulf Coast.
Regretting the modest amount, Boupha said that Laos could not give more, but gave what
they did from the heart. He commented about Lao-Americans known to have lived in the
affected areas, wondering about their fate.

2. The Ambassador received the check with thanks, noting that Laos and the US had just
passed the 50-year mark in uninterrupted diplomatic relations, and while the relationship
had been difficult at times, an event such as this one showed her how people could come
together in the face of disaster.

. Subject: EAPWrap up

Brian,

Here are the outstanding items:

Laos: Need to folrow-up with desk and post about status of the deposit of the $25.000 lao donation and acceptance
and/or thank you message. .

Brunei: Embassy of Brunei in Washington is awaiting $1 million from Darussalam for hurricane relief. Once the funds are
received the Embassy will deposit them into the Department's account (account information already provided) and notify
us via diplomatic note. The desk will reply to the dip note once it has been received and the deposit confirmed.

French Polynesia: Offer of 100 troops declined.' No "no" cables now going out at this time, although the French desk
prepared a draft.

Japan: Offer of 30 pump trucks will not be formally declined until after Secretary Rice meets with her Japanese
counterpart on Saturday evening. Desk has been notified. .

Samoa: TF1 instructed Embassy Apia to have the Samoans make their expressed donation of $10,000 to the Samoan
chapter of the Red Cross, which should forward it to the American Red Cross. Desk will need to follow up so that thank
you message (already drafted) can go out after donation. If Samoan Red Cross cannot accept the donation on behalf of
the American Red Cross, Embassy Samoa may need to accept it for the American Red Cross following guidance in State
164963. Because of local banking practices, the Samoan government may need to contribute in local currency to avoid
substantial exchange loss. •

Thailand: The Secretary accepted the offer of Thai Forensic Experts. HHS has declined their services. Desk is working
with HHS to find a way for the team to at least tour the region with a Thai delegation. (The corn is accepted. Cable is
outgoing. Should require rio further action.)

Have a good weekend. I've got log print-outs and some other documents I'll pass you on Monday.
