1. As foreign governments, individuals and organizations continue to provide assistance
in the wake of Hurricane Katrina, we must ensure that our appreciation for their
generosity and support continues to be expressed clearly and publicly. As delivery of
assistance from specific countries is confirmed, embassies are to make public statements
.to the government, in the media and in other appropriate thanking donors for their
help at this critical time. Statements should be coordinated with host governments to
avoid possible misunderstandings or preemption of donor country announcement.
2. Posts should keep the Task Force advised of actions taken in response to this cable.
For Post's information only, please see the attached list (para. 5) of foreign government
offers that have been accepted as of this date.
3. The Hurricane Katrina Task Force will advise posts of formal acceptance of specific
categories of assistance from individual countries as soon as approval is generated. The
Secretary's statement from Friday (Ref 163279), tailored to particular circumstances, may
serve as the basis for embassy statements.
4. In anticipation of world leader interest in the recovery efforts going on in the wake
of Hurricane Katrina, the State Department will arrange special VIP briefings during the
UN General Assembly events of next week. These briefings will provide information on
recovery progress and donor assistance. Travel in and around the disaster area is both
difficult and hazardous. These briefings will allow world leaders who plan to attend UNGA

Azerbaijan made a wire transfer on September 3 to the United
States Government of $500,000 as a donation in support of the
Hurricane Katrina relief effort. per instructions of refs A
and B. Deputy Foreign Minister informed Ambassador September
3 that Finance Ministry had completed transfer to Treasury _
account identified in refs Band C. Post understands from the
Task Force that Azerbaijan may have been the first foreign
government to use this means of making cash donation directly
to the U.S. Government to assist in relief.

1. Foreign Minister Elmar Mammadyarov telephoned the Ambassador afternoon of September 2,
2005. FM Mammadyarov passed his condolences for the disaster that has befallen the U.S.
Gulf Coast, he noted that the Azeri people feel particularly touched given their contacts
with American companies from that region like McDermott. Foreign Minister then went on to
say that the U.S., which is a rich country probably does not need Azerbaijan's help and
certainly Azerbaijan would not be able to provide needed items like generators. However;
President Ilham Aliyev would like to know if the u.s. would be able to accept assistance
in cash for the benefit of u.S. citizens. Foreign'Minister said the amount would be
modest, perhaps something like 500,000 dollars, but the President felt strongly that this
was the moral thing to do. " '
2. Ambassador assured the Foreign Minister that the American people would be deeply
touched by this gesture of assistance from Azerbaijan. He undertook to find out
immediately the correct channels for arranging the technical transfer should the u.s.
government decide to accept this generous gift. .
.3. ACTION REQUESTED: For Department: Please advise whether Ambassador should accept
Azerbaijan's emergency assistance and please provide correct channel for transferring
funding.
