Following is guidance for drafting, clearing, transmitting cables declining 100% of a


foreign government's offer of assistance:

Cable template is attached. 'AII content must· be included as drafted in attached.

Please get clearances from TF, L, P, and Regional Bureaus as indicated in attached.

Take one printed copy and an electronic copy on diskette (both including indication of TF,
L, P and. Reg Bureau clearances complete) to Natalie Chagnon in HST 7512. Natalie will
clear for S/ES-CR and deliver to Arnie Chacon for approval and transmission.

I just received a call from the Bulgarian Embassy. They are interested in offering 3-4 forensic experts. This was an
informal expression of their interest in providing forensic assistance. They requested information on the appropriate way
to make a formal offer.
