Hi All:
Assuming that we will see at least some continuing international offers of assistance for Katrina and potentially
new ones for Rita, the USAlD Ops Center would like to propose that State nominate two or three people to be
"trained as trainers" in the system we have developed to review, track, and act on offers. These people could
come to our Ops Center to see how to submit new offers for consideration, revise offers that have been
submitted. and use the database to monitor all offers and identify which ones require State action. We will also
cover the actions State are responsible for, including notifications via cable of approvals and disapprovals. The
selected people could then return to State and be responsible for trainng others that will be involved in this
process. Even if few new offers end up materializing, this could still be a useful initiative for tracking the few that
do come in.
Please let us know if you would like to proceed with this idea, and who you would like to nominate. We can then
work out a time to proceed - w e recommend Monday. It should take no more than an hour or so (two at the
most).

Like many people around the world, the Cayman lslands watched in horror as Hurricane Katrina ripped
a path of death and destruction through several southern states, particularly Louisiana and the city of
New Orleans. Shortly after seeing the images of destruction on the news which reminded us of the
devastation that we suffered from Hurricane tvan just one year ago, several local organizations
immediately began to gather supplies and monetary donations to assist the people of that region. Some
of these donations have already been sent through various international channels, Red Cross and the
Catholic Church to name a few, but there are other organizations that would like to offer assistance.
The Cayman lslands Chamber of Commerce and the Cayman lslands Government last week met to
discuss what would be the best form of assistance that we could offer. The Minister for Commerce, the
Hon. Charles Clifford, said the Cayman lslands Government would be wllllng t o arrange two cargo
flights on our national airline, Cayman Airways, t o take any donated supplies that are gathered
by the Chamber and other organizations. Mr. Clifford confirmed during our meeting that Her
Majesty's representative, His Excellency the Governor Mr. Bruce Dinwiddy, who serves on the Cabinet,
is aware of this offer.
Before embarking on this undertaking, we wanted to confirm whether this form of assistance would be
needed and which organization or persons should we contacted to confirm the collection and
distribution of the donated items. We would also ask you t o confirm what type of supplies are most
in need so that we can ask for the right type of supplies.
I know from our previous conversations that the U.S. State Department has disbanded the original task
force that was handling the coordination of the relief effort and there is now only a virtual working group. .
Please let us know who we should address this request so that we can advise the local coordinating
agencies.

different situajion and I strongly recommend devolving into a goat rope until we can identify needs that cannot be
met by the signicant resources that are entering the JOA (Joint Operations Area.)
