Dear Secretary Bose:

The undersigned members of the Virginia General Assembly respectfully request that the Federal
Energy Regulatory Commission issue a stop-work order for the Mountain Valley Pipeline
(Docket No. CP16-10-000). We believe that the current lack of federal authorizations
necessitates the stop-work order, and with the exception of stabilization and restoration work
required to protect the environment, construction should be prohibited.

When previous versions of federal authorizations for the MVP were vacated or stayed by the
U.S. Court of Appeals for the Fourth Circuit, the Commission issued a stop-work order.1 As the
Fourth Circuit court has recently vacated MVP’s authorization from the U.S. Forest Service to
cross the Jefferson National Forest, and it has vacated the U.S. Fish and Wildlife Service’s
Biological Opinion and Incidental Take Statement for the project, we respectfully request that
you promptly issue a stop-work order.

We have no confidence that MVP, LLC would perform construction procedures without
jeopardizing Virginia’s water resources, and our constituents are very concerned that any new
ground-disturbing activities may negatively impact their communities. We look for agency
assurance that construction efforts will cease until all required federal authorizations have been
duly reissued.

As elected officials entrusted with the health and safety of our communities and the
Commonwealth’s natural resources, we respectfully request that the Commission issue a stop-
work order for the Mountain Valley Pipeline. Thank you for your time and attention to this
critical matter.
