Dear Parents and Community Members:

We are pleased to present you with the Annual Education Report (AER), which provides key
information on the 2021-22 educational progress for Harbor Beach High School. The AER addresses
the complex reporting information required by federal and state laws. The school’s report contains
information about student assessment, accountability, and teacher quality. If you have any
questions about the AER, please contact Aaron Bulgrien for assistance.

The AER is available for you to review electronically by visiting the following website
https://bit.ly/3siQ5Kc, or you may review a copy in the main office at your child’s school.

For the 2021-22 school year, schools were identified based on previous years’ performance using
definitions and labels as required in the Every Student Succeeds Act (ESSA). A Targeted Support
and Improvement (TSI) school is one that had at least one underperforming student subgroup in
2018-19. An Additional Targeted Support (ATS) school is one that had a student subgroup
performing at the same level as the lowest 5% of all schools in the state in 2017-18. A
Comprehensive Support and Improvement (CSI) school is one whose performance was in the
lowest 5% of all schools in the state or had a graduation rate at or below 67% in 2016-17. Some
schools are not identified with any of these labels. In these cases, no label is given.

Our school has not been given one of these labels.

Our school continues to strive to be one of the best in the state, and we will continue to seek 100%
success for all students academically and socially. We have three major school goals: Mathematical
Proficiency, English Language Arts Proficiency, and Social-Emotional Success. Our school continues
to initiate the Professional Learning Communities process to utilize student data to support student
growth throughout the school year.

As there is only one high school within HBCS, all students are assigned to the same building. Our
School Improvement Plan is available upon request at the high school office. This plan gives further
details about our 3-5 year vision. There are no specialized schools within HBCS; however, we do
have assistance from HISD where the need arises via special education programming and Huron
Area Technical Center. The curriculum we use is based on the Michigan State Curriculum and can
be accessed through our website. Assessment data can be found within the school website and
within the AER documentation. We have approximately 50% of our parents represented at Parent
Teacher Conferences in the fall.

At Harbor Beach High School, we currently have 55 students (26% of student body) enrolled in a
total of 95 postsecondary (dual enrollment) courses. We also have 19 students (8% of student
body) enrolled in one of our 4 Advanced Placement (AP) courses. Each year, approximately 65% of
our AP students (roughly 12 students) score high enough on the AP Exam to earn college credit.

Harbor Beach High School will continue to be a leader in academic achievement, extracurricular
excellence, and producing students who are emotionally ready for the world.
Sincerely,

Aaron Bulgrien, High School Principal
