1AKARTA. KOMPAS.com - Tuntas sudah audit Bank Indonesia (BI) terhadap Citibank
terkait kasus penggelapan dana nasabah oleh karyawan dan tewasnya nasabah kartu
kreditnya. Sebelum memaparkan ke publik, BI akan membahas hasil audit tersebut di rapat
Dewan Gubernur (RDG) BI, hari ini (26/4/2011).
Deputi Gubernur BI Halim Alamsyah, yang membawahi bidang pengawasan perbankan,
mengungkapkan, salah satu agenda RDG mingguan BI kali ini adalah membahas hasil audit
terhadap anak cabang bank asing asal Amerika Serikat tersebut. "Besok kami akan
melakukan konIerensi pers mengenai Citibank. Hasilnya seperti apa, mari sama-sama kita
lihat besok (hari ini)," uiarnya, kepada KONTAN, kemarin (25/4/2011).
Pelaksana tugas Direktur Perencanaan Strategis dan Hubungan Masyarakat BI DiIi A.
Johansyah menambahkan, audit yang dilakukan terhadap Citibank meliputi penerapan
standard operating procedure (SOP) pengawasan internal (internal control), serta
pelanggaran yang dilakukan terhadap peraturan BI. "Setelah RDG, akan kita ketahui nanti
pelanggaran apa saia yang dilakukan oleh Citibank," uiar DiIi.
RDG iuga yang akan memutuskan ienis sanksi apa yang layak dikenakan pada Citibank atas
pelanggaran-pelanggaran yang ia lakukan, berdasarkan hasil audit. "Jika ada pelanggaran,
langsung kami kenakan sanksi termasuk pemberlakukan uii kepatutan dan kelayakan (Iit and
proper test) ulang," ielas DiIi.
Citibank pasrah dengan apa pun putusan BI nanti. Country Corporate AIIairs Head Citibank
Indonesia Ditta Amahorseya menuturkan, Citibank akan mengikuti seluruh rekomendasi dan
permintaan yang disampaikan BI atas hasil audit Citibank. Termasuk, perbaikan SOP serta
kontrol internal. "Direktur Kepatuhan Citibank saat ini (kemarin) sedang berdiskusi dengan
BI," katanya.
Dalam kasus pelanggaran SOP, sebuah bank terancam sanksi berat, dari mulai Iit and proper

Miringnya imei industri perbankan akibat kasus Citibank, membuat Komisi XI DPR
menetapkan 12 butir rekomendasi kepada BI, Citibank dan kepolisian. Paulus Yoga

JakartaKomisi XI DPR RI menetapkan 12 butir rekomendasi terkait kasus pembobolan
rekening oleh Malinda Dee, dan kematian nasabah kartu kredit Citibank Irzen Okta beberapa
waktu lalu.

'Sesuai penielasan resmi yang diterima Komisi XI dari Bank Indonesia, Kepolisian dan CCO
Citibank NA dalam rapat keria selama 2 hari pada 5-6 April 2011 tentang permasalahan
kematian Irzen Octa, nasabah kartu kredit Citibank dan penggelapan dana nasabah oleh MD
maka komisi XI berkesimpulan dan mengambil keputusan,¨ tutur pimpinan rapat Komisi XI
Achsanul Qosasih, di Gedung DPR, Senayan, Jakarta, Jumat 8 April 2011.

Adapun 12 butir kesimpulan Komisi XI yang diputuskan setelah memanggil Bank Indonesia,
Citibank Indonesia dan kepolisian, terangkum seperti di bawah ini:

1. Komisi XI DPR sangat kecewa dan menyesalkan modus operandi penagihan tunggakan
kartu kredit yang dilakukan Citibank Indonesia yang diduga telah menyebabkan matinya
nasabah Citibank Indonesia Irzen Octa.

Bahwa Citibank Indonesia merupakan cabang dari Citibank NA yang berkantor pusat di New
York AS Komisi XI menyampaikan protes resmi dan menuntut Kantor Pusat CItibank di
New York untuk meminta maaI dan bertanggung iawab secara hukum, baik materiil maupun
immateriil kepada keluarga korban serta rakyat Indonesia.

2. Komisi XI menyatakan bahwa peristiwa pembobolan dana nasabah yang dilakukan MD
menuniukkan bahwa bukan saia sistem dan prosedur operasi, serta pengawasan internal
Citibank Indonesia yang lemah tetapi iuga ketidakpatuhan Citibank terhadap peraturan Bank
Indonesia dan instruksi Bank Indonesia tentang persyaratan sertiIikasi peiabat bank dan rotasi
karyawan, dalam hal ini terhadap MD.

3. Komisi XI berdasarkan penielasan BI dan pengakuan Citibank menyatakan bahwa
kelalaian, ketidakpatuhan Citibank terhadap pengawasan Peraturan dan instruksi BI serta
lemahnya pengawasan BI telah menyebabkan teriadinya penyalahgunaan wewenang dan
pembobolan yang dilakukan MD dan merugikan kepentingan nasabah. Tidak hanya itu
dikhawatirkan akan merusak kepercayaan masyarakat terhadap cabang-cabang bank asing
yang beroperasi di Indonesia.

4. Oleh karena itu berdasarkan butir 1,2 dan 3 diatas, Komisi XI DPR mendesak BI agar
dalam waktu yang secepat-cepatnya mengambil tindakan sebagai berikut:
a. Menyelidiki dan meniatuhkan sanksi yang tegas kepada Citibank Indonesia sesuai
peraturan yang berlaku.
b. Mendukung dan mendesak Kepolisian RI untuk membongkar dugaan adanya praktek
keiahatan perbankan pada Citibank sesuai peraturan yang berlaku baik pidana
umum, pidana perbankan dan tindak pidana pencucian uang.

5. Komisi XI menilai tugas BI dalam melakukan pengawasan dan menegakkan peraturan
terhadap bank masih sangat lemah dan tidak tegas.

6. Komisi XI merekomendasikan dan mendesak BI untuk membekukan kegiatan penerbitan
kartu kredit Citibank yang baru terhitung seiak tanggal dikeluarkannya sikap Komisi XI
ssampai kasus meninggalnya Irzen Octa selesai dan mempunyai keputusan hukum yang tepat.

7. Komisi XI DPR mendesak BI utk mencabut, merevisi dan menyempurnakan PBI No
11/11/PBI/2009 dan SE No 11/10/DASP terutama mengenai tata cara pelaksanaan penagihan
atas tunggakan yang diragukan dan macet kepada pihak ketiga. Selama revisi dan
penyempurnaan dilakukan, maka pihak perbankan harus melakukan penagihan langsung
kepada nasabahnya.

8. Komisi XI DPR RI mendesak kpd BI utk dapat dengan tegas menerapkan asas perlakuan
yang setara (asas resiprokal), baik thd Citibank N.A. Indonesia, maupun iuga thd cabang-
cabang Bank Asing yg beroperasi di Indonesia dlm semua mslh perbankan.

9. Sesuai dengan asas nasionalitas dan kedaulatan NKRI, maka Komisi XI DPR RI
berkomitmen utk melakukan revisi thd UU ttg Perbankan dan UU ttg Bank Indonesia pd
Masa Sidang IV Tahun Sidang 2010-2011.

10. Industri perbankan merupakan industri yang mengandalkan kepercayaan masyarakat.
Kasus meninggalnya salah satu nasabah Citibank N.AM Indonesia dan pembobolan dana
nasabah Citibank N.A. Indoensia oleh pegawainya sendiri, serta kasus penggelapan dana
masyarakat spt yg tid di Kabupaten Pesisir Selatan, Sumatera Barat, dapat merusak citra dan
kepercayaan masyarakat terhadap dunia perbankan. Bertitik tolak dari hal tersebut serta
diharapkan agar kasus-kasus serupa yang teriadi di Citibank N.A. Indonesia tidak terulang
kembali di masa datang, maka Komisis XI DPR RI sepakat akan membentuk Panitia Keria
untuk mendalami berbagai permasalahan perbankan sehingga dapat mengembalikan
kepercayaan masyarakat terhadap dunia perbankan.

11. Keputusan ini disampaikan kepada pimpinan DPR untuk diteruskan ke Presiden RI,
Pimpinan Baleg DPR, Gubernur BI, Kepala Kepolisian RI, Dubes AS, Pimpinan Kantor
Pusat Citibank di AS dan keluarga almarhum Irzen Octa.

12. Komisi XI DPR meminta kepada BI dan Citibank N.A Indonesia agar melaporkan
pelaksanaan keputusan Komisi XI DPR dalam waktu satu bulan seiak keputusan ini

konIerensi pers hasil Rapat Dewan Gubernur (RDG), Selasa (12/4).

Untuk menyelidikan dua kasus di bank asal Amerika Serikat (AS) ini, bank sentral
bekeriasama dengan Pusat Pelaporan dan Analisis Transaksi Keuangan (PPATK) dan
Kepolisian Republik Indonesia (RI).

Budi bilang, bank sentral kemungkinan akan mengenakan sanksi ke Citibank berupa teguran
administatiI hingga pembekuan izin operasional kartu kredit dan private banking Citibank.

Akan tetapi operasional Citibank di Indonesia belum tentu dihentikan, walaupun kegiatan
kartu kredit dan private banking bisa dihentikan. Pasalnya, dua hal tersebut hanya meniadi
bagian kecil dalam operasional bank.

Budi menambahkan, Citibank pernah dikenakan sanksi soal transaksi derivatiI. "BI tetap

SURABAYA, LIcom: Para ekonom mendesak otoritas moneter memberi sanksi tegas kepada
Citibank Indonesia. Diharapkan, Bank Indonesia (BI) membekukan sementara seluruh
kegiatan usahanya hingga persoalan hukum yang melilitnya diselesaikan.

Dalam hal ini Citibank telah lalai memperkuat kontrol internalnya. Hal itu dinilai sebagai
kecerobohan yang luar biasa sehingga sanksi yang diiatuhkan tak lagi sekadar untuk
menghukum segelintir oknum karyawannya yang terlibat dalam aksi keiahatan, tapi Citibank
sebagai institusi iuga waiib dihukum setimpal.

Bentuk hukuman yang akan diterima Citibank bisa berbentuk denda, suspensi orang atau

layanan Citigold dengan indikasi konspirasi di dalamnya. Di mana 1raud seperti itu tidak bisa
diduga oleh siapapun, termasuk pemilik dan direksi bank.

"Sebenarnya 1raud seperti itu hubungannya dengan internal bank, BI mengawasi internal
kontrolnya. Kartu kredit Citigold, itu adalah keiadian yang SoP-nya ada, tapi tidak
diialankan. Adanya konspirasi, ada seseorang karena kecakapannya, dipercaya," ungkap
Gubernur BI Darmin Nasution saat memberikan kuliah umum di FEUI, Depok, Rabu
(27/4/2011).

Dia menambahkan, sebenarnya dalam pelanggaran ini sudah ada Iilter dari BI untuk
menahannya, yang salah satunya adanya call debt.

"Sebetulnya masih ada Iilternya, call debt, yang benar-benar membuat pengeluaran ini.
Menelepon pemilik, kalau iumlahnya besar,Yang repot, kong kalingkong dengan call debt
ini, caranya menulis disitu di 1orm nya customer-nya datang sendiri," tambahnya

Darmin menambahkan, untuk Iilter yang lain adalah harus adanya mutasi pegawai. Tetapi
pada kasus Citibank, Melinda mengancam akan pindah ke bank lain. "Mutasi harus ada,
Melinda ini mengatakan, aku kalau dimutasi aku pindah ke bank lain," cerita dia.

Dewi Ekawati, Vice President Peniualan Konsumer PT Bank Bukopin Tbk, menyatakan,
beberapa nasabah mempertanyakan keamanan dana mereka di Bukopin.
"Soal kasus Citibank, beberapa nasabah ada yang mempertanyakan apakah aman dana
mereka di Bukopin. Kami terus memberikan kepercayaan kepada nasabah bahwa di Bukopin
sangat aman kelolaan dananya," kata Dewi, Senin (11/4/2011).
Menurut dia, Bukopin sudah 41 tahun berdiri di industri perbankan Tanah Air sehingga
sistem pengamanan, pegawai, dan kinerianya dapat dipercaya.
Bukopin terus berupaya mengembalikan kepercayaan nasabah sebab bank berlogo pohon
beringin ini iuga memiliki nasabah private banking dengan minimal dana sebesar Rp 500

terkait kasus penggelapan dana nasabah oleh karyawan dan tewasnya nasabah kartu
kreditnya. Sebelum memaparkan ke publik, BI akan membahas hasil audit tersebut di rapat
Dewan Gubernur (RDG) BI, hari ini (26/4/2011).
Deputi Gubernur BI Halim Alamsyah, yang membawahi bidang pengawasan perbankan,
mengungkapkan, salah satu agenda RDG mingguan BI kali ini adalah membahas hasil audit
terhadap anak cabang bank asing asal Amerika Serikat tersebut. 'Besok kami akan
melakukan konIerensi pers mengenai Citibank. Hasilnya seperti apa, mari sama-sama kita
lihat besok (hari ini),¨ uiarnya, kepada KONTAN, kemarin (25/4/2011).
Pelaksana tugas Direktur Perencanaan Strategis dan Hubungan Masyarakat BI DiIi A.
Johansyah menambahkan, audit yang dilakukan terhadap Citibank meliputi penerapan
standard operating procedure (SOP) pengawasan internal (internal control), serta
pelanggaran yang dilakukan terhadap peraturan BI. 'Setelah RDG, akan kita ketahui nanti

Citibank pasrah dengan apa pun putusan BI nanti. Country Corporate AIIairs Head Citibank
Indonesia Ditta Amahorseya menuturkan, Citibank akan mengikuti seluruh rekomendasi dan
permintaan yang disampaikan BI atas hasil audit Citibank. Termasuk, perbaikan SOP serta
kontrol internal. 'Direktur Kepatuhan Citibank saat ini (kemarin) sedang berdiskusi dengan

Dalam kasus pelanggaran SOP, sebuah bank terancam sanksi berat, dari mulai Iit and proper

BI Hits Citibank With Another Set of Sanctions

Bank Ìndonesia announced on Friday a series of sanctions on Citibank Ìndonesia for violations of
internal bank regulations and risk management as well as weaknesses in its internal control and
operating procedures.

The sanctions announced by BÌ Deputy Governor Budi Rochadi were a two-year freeze on new credit
card customers for Citibank Ìndonesia, a ban on acquiring new priority banking customers for one
year and a one-year moratorium on opening new branch offices.

Citibank is at the center of two ongoing scandals, one surrounding suspicions of embezzlement and
the other involving the death of a credit card customer.

"There were violations of the bank's internal regulations and risk management. There were also
weaknesses in the standard operating procedures and internal control,¨ Budi told a news conference
at the central bank.

He said the sanctions took immediate effect on Friday, but he added that Citibank was allowed to
continue serving its existing customers.

Another BÌ deputy governor, Halim Alamsyah, said the move was "part of the central bank's effort to
ensure protection for Ìndonesia's banking customers.¨

"We hope that, with these steps, other banks will also be impelled to improve their operations,¨ he
said.

Citibank was also banned from using third-party debt-collection services for two years.

A former Citibank relationship manager, 47-year-old Ìnong Malinda Dee, is accused of embezzling
millions of dollars from wealthy clients in March.

Ìn the same month, Ìrzen Octa, secretary general of a small political party, died at one of Citibank's
branch offices in South Jakarta after being confronted by debt collectors hired by the bank to settle his
credit card bills.

Ditta Amahorseya, country corporate affairs head of Citibank Ìndonesia, said the bank was working
closely with Bank Ìndonesia and taking all actions necessary to meet its demands.

"We have already taken steps to strengthen our internal control processes. We have also hired 1,400
new employees to bring our [debt] collection process in-house. We will continue to implement the
appropriate corrective actions in consultation with our regulator,'' Ditta said in a response to queries
from the Jakarta Globe.

"We are still reviewing the sanctions issued by BÌ. Ìt would be premature to speculate on the potential
impact to our business.¨

Bank Ìndonesia also said Citibank country manager Syarik Mochtar and other executives would
undergo fit-and-proper tests. Any staff member implicated in offenses or guilty of neglect should be
fired, Budi said.

Sanctions could become more severe, he said, depending on the results of investigations by the
police and the Financial Transaction Reports and Analysis Center (PPATK).

Destry Damayanti, an economist at Bank Mandiri, the country's largest bank by assets, said Bank
Ìndonesia did the right thing by punishing Citibank. "The banking industry is prone to crises and Bank
Ìndonesia has taken a bold move,¨ she said.

Citibank executives could lose their jobs or even their careers in the banking industry if they fail a fit-and-proper
test currently being held as part of the penalties imposed on the bank by the central bank, a banking expert says.

Bank Ìndonesia (BÌ) deputy governor Budi Rochadi said Monday that the central bank had kicked off the fit-and-
proper tests for Citibank's executives, which would last 40 days.

"Fit-and-proper tests have begun. Ìt could be at the bank or at BÌ offices or other places,¨ Budi said in a text
message.

Shariq Mukhtar, Citi country officer for Ìndonesia, was seen at the BÌ head office on Monday but did not elaborate
if his visit was to take the test.

Sigit Pramono, chairman of the National Banking Association (Perbanas), told The Jakarta Post that the worst-
case scenario as a result of the fit-and-proper tests was that bankers who failed the tests would no longer be
allowed to run a bank in the country.

"Bankers either pass or fail fit-and proper tests. Ìf they pass, they are permitted to work in the banking industry.
But if they fail, they could be kicked out or might not be permitted to operate in the banking sector,¨ Sigit said in a
telephone interview on Monday.

BÌ decided to conduct fit-and-proper tests for Citibank executives after a special investigation in which the central
bank found that the bank failed to meet aspects of standard operating procedures (SOP) and in complying with
BÌ's regulations on wealth management and debt collection.

The fit-and-proper tests are among a set of sanctions imposed on Citibank by BÌ amid investigation by the
National Police into both the death of credit cardholder Ìrzen Octa following questioning by debt collectors, and
alleged embezzlement in the bank's wealth management business by senior relationship manager Ìnong Malinda
Dee, who has been arrested.

The sanctions ÷ which received widespread praise from observers ÷ include barring Citibank from acquiring
new clients for its wealth management business for one year and restricting it from signing up new credit card
customers for two years. Citibank is also not allowed to use third-party debt collectors for two years or open new
branch offices for one year.

During the 40-day tests, the executives are not to leave the country.

Ìn the fit-and-proper tests, Sigit said, the Citibank executives will be interviewed about their responsibilities at the
bank in general and specifically about their knowledge of the irregular practices BÌ found at the bank.

"Ìf they are in the know or even involved, they will fail the test. But if they were unaware, they will not be
punished,¨ he added.

When asked about the fit-and-proper tests and the possibility of its executives being kicked out of the banking
industry, Citibank Ìndonesia's country corporate affairs head Ditta Amahorseya said the bank would accept the
outcome of the central bank's tests.

"We are working closely with Bank Ìndonesia and fully cooperating on implementing all recommendations. Ìt
would be premature for us to comment on the process or outcome until we are informed by our regulator,¨ Ditta

Citibank Ìndonesia has announced plans to file a lawsuit against its former executive and graft suspect Ìnong
Malinda, aka "Melinda Dee¨, who is currently under investigation for her suspected embezzlement of large sums
from Citibank clients' accounts.

"We are committed to filing a civil lawsuit against our former employee, Melinda Dee, to recover losses in
connection with her [suspected] fraudulent activities, however we have decided to push back the filing date,¨
Citibank Ìndonesia corporate affairs chief Ditta Amahorseya said in a text message sent to The Jakarta Post on
Wednesday.

"We are currently finalizing the legal documents. Citibank has zero tolerance for fraudulent behavior committed
by any employees, as customers' trust is our top priority. We have already filed a criminal complaint against
Melinda Dee, for which she remains in police custody, and we will continue to cooperate fully with the police
investigation,¨ Ditta said.

Melinda allegedly embezzled at least Rp 17 billion (US$2 million) from Citibank customers and laundered the
proceeds through material purchases and an investment company.

Bank Ìndonesia (BÌ) has also imposed sanctions on Citibank, following the Melinda embezzlement case and
death of one of its credit card clients under suspicious circumstances after meeting debt collectors working for the
bank.

Bank Ìndonesia Deputy Governor Budi Rochadi said Citibank was barred from issuing credit cards to new
customers for two years. The bank has also been prohibited from signing up new customers for its premium
wealth services for one year.

BÌ also ordered Citibank not to use third-party debt collectors for two years and has banned the bank from
opening new branch offices until next year, Budi said.

Bank Ìndonesia (BÌ) will issue more sanctions against the troubled Citibank after the central bank found it had
violated standard procedures in its debt collection and private banking services.

Central bank Governor Darmin Nasution said in Jakarta on Wednesday that BÌ found a number of violations in
Citibank's Citigold private banking and debt collection during a recent investigation.
Darmin said the central bank would issue penalties for the offenses but declined to specify the sanctions, saying
the sanctions were still under discussion by the central bank's board of governors.
"We need time to lay out the sanctions,¨ central bank Governor Darmin told reporters after a lecture at the
University of Ìndonesia's School of Economics in Depok.
BÌ spokesman Difi A. Johansyah said the sanctions would be announced within the week, as "We are still
following up with the teams and consolidating the investigation results of Citigold and its credit card debt
collection practices.¨
Earlier this month Citibank identified suspicious transactions later found to be an alleged embezzlement case of
client funds worth more than Rp 16 billion by its Citigold relations manager, Ìnong Malinda aka Malinda Dee, who
has been taken into custody by the National Police.
Not long after, Citibank became involved in another scandal involving its credit card customer, Ìrzen Octa, who
died after meeting with the bank's debt collectors, who allegedly beat up the customer after he complained about
his inflated credit card bill.
Citibank's violations, according to Darmin, include, "Ìnadequate SOPs [standard operating procedures] and
flawed SOPs¨.
"Citibank, among others, violated a cooperation agreement with debt collectors. The PBÌ [BÌ regulation] stipulates
the final responsibility is with the bank. Citibank's [procedures] say collectors will be held responsible [for
collection issues],¨ Difi said.
Citi Ìndonesia's country corporate affairs head Ditta Amahorseya said that Citibank was ready to cooperate with
the central bank to mend its business operations accordingly.
"We are working closely with the regulator to understand and address any concerns they have on our debt
collection practices,¨ Dita said in a statement sent to The Jakarta Post.
BÌ's planned sanctions followed the temporary ones imposed by the central bank earlier on April 6, when Citibank
suspended its Citigold division from recruiting new customers following an order from the central bank, which also
told Citibank to stop processing new credit card applications pending an investigation into the death of customer
Octa, while he met with Citibank debt collectors.
Meanwhile, the National Police announced Wednesday it had arrested actor Andhika Gumilang in relation to the
alleged embezzlement of up to Rp 16 billion by former Citibank relationship manager Malinda Dee.
National Police money laundering directorate ÌÌ chief Sr. Comr. Agung Setya said Wednesday the police had
enough evidence to arrest Andhika.
Earlier, Andhika was reported in the media to be Malinda's husband, but her attorney later announced this was
untrue. Malinda separated from her husband, Agus Ali, he said.

Jakarta (ANTARA News) - Ketua DPR Marzuki Alie mengatakan, sanksi terhadap Citibank oleh Bank Ìndonesia
sudah benar.

"Dalam kasus Citibank. BÌ menjatuhkan sanksi atas dua kesalahan yang dilakukam. Penjatuhan sanksi kepada
Citibank telah benar," kata Marzuki dalam pidato Rapat Paripurna DPR RÌ Pembukaan Masa Sidang ÌV DPR RÌ
di Gedung DPR RÌ, Jakarta Senin.

Oleh karena itu, ia berharap kasus yang terjadi pada Citibank bisa dijadikan pelajaran bagi perbankan lainnya.

"Kita berharap, perbankan pada umumnya harus belajar pada kasus ini dalam rangka perkuat prinsip prudential
dan responsible lending agar kasus semacam ini tidak terjadi di perbankan lain," kata Marzuki.

Ìa menambahkan, dampak kejahatan perbankan tentu sangat dirasakan oleh nasabah, pihak bank.

"Dikuatirkan menstimulasi dampak sistemik pada perekonomian secara umum akibat menurunnya kepercayaan
masyarakat terhadap lembaga dunia perbankan," ujarnya.

Disamping itu, lanjutnya, kejahatan perbankan terjadi karena rendahnya profesionalisme dan komitmen
beberapa karyawan terhadap etik lembaganya.

Sebelumnya, Bank Ìndonesia Bank Ìndonesia akhirnya menjatuhkan sanksi kepada Citibank. Bank asal Amerika
Serikat itu dikenai tiga hukuman keras karena terbukti melanggar ketentuan internal bank dan mengabaikan

Ketua Perhimpunan Bank-Bank Umum Nasional (Perbanas), Sigit Pramono menyatakan, keputusan ini adalah
konsekuensi yang harus ditanggung oleh Citibank oleh kesalahannya. Namun keputusan ini secara luas akan
membuat perbankan nasional lebih berhati-hati. "Bank-bank harus mengintrospeksi layanan yang mereka miliki
sehingga bisa memberikan kenyamanan bertransaksi bagi nasabah,¨ katanya, Jumat (6/5).

Pengamat Perbankan, Mirza Adityaswara juga menyatakan hal yang sama. Keputusan ini menunjukkan
ketegasan Bank Ìndonesia bukan hanya kepada Citibank. "Tapi sekaligus mengirim pesan kepada industri
perbankan agar berhati-hati menj alankan operasionalnya,¨ katanya.

Namun Mirza kurang setuju dengan keputusan BÌ yang menghendaki Citibank untuk tidak menggunakan j asa
debt collector dalam penagihan kartu kredit. "Ìni kurang realistis karena debt collector kartu kredit selalu ada.
Sehingga yang diperlukan adalah SOP untuk debt collector dan dikontrol serta dimplementasikan dengan baik.

Anggota Komisi XÌ, Arif Budimanta menyatakan, sanksi yang baru saja dijatuhkan Bank Ìndonesia kepada
Citibank diharapkan hanyalah sanksi pertama. "Masalah ini kan masih berjalan proses hukumnya, sehingga bila

diberikan adalah larangan menerima atau akuisisi nasabah baru layanan prioritas Citigold selama satu tahun.

Sanksi lain adalah larangan penerbitan kartu kredit kepada nasabah baru selama dua tahun. Tak hanya itu, BÌ

Husein mengungkapkan pihaknya telah melakukan audit khusus terhadap berbagai transaksi yang diduga
terkait kasus kej ahatan Malinda Dee.

Dari audit yang dilakukan terhadap 10 bank dan dua perusahaan asuransi terdapat puluhan transaksi yang
mencurigakan.

"Kita sudah mengaudit Citibank. Sudah ada laporan. Kemudian dari 10 bank dan dua perusahaan asuransi yang
dicek itu ada 42 transaksi mencurigakan," jelasnya, di Kompleks Ìstana Kepresidenan, Jumat (6/5).

Namun, dia menepis jika dalam transaksi tersebut terdapat nama pejabat. "Maunya pejabat saja. Tidak ada itu,"
katanya.

Sekedar catatan dalam audit ini, PPATK melakukannya sendiri. PPATK tidak menggandeng kepolisian atau
Bank Ìndonesia. Audit yang dilakukan PPATK berdasarkan Undang-Undang Nomor 8 Tahun 2010 tentang
Pencegahan dan Pemberantasan Tindak Pidana Pencucian Uang.

Kepolisian menangkap dan menetapkan Malinda sebagai tersangka pembobol dan melakukan pencucian uang
dari tiga dana nasabah Citibank senilai Rp17 miliar sejak 23 Maret 2011.
