* Represented the US Embassy, Iraq to provincial and local government officials
in Tikrit, Ad Dawr and Sharqat regions of the Salah ad Din Province.
* Primary focus was developing the provincial and local government's ability to
deliver basic services including water, electricity, sewerage, health services,
education, trash collection and fuel delivery.
* Worked directly with mayors and city councils in multiple regions to assess an
d prioritize regional needs, develop SOWs, review bids, assign contracts, review
work progress, and budget development.

* Met with key tribal leaders and sheiks with the goal of tribal reconciliation

* Implemented RSA encryption technology to secure highly confidential legal data
for secure transmission via multiple phone banks, X.25 network, T1 & DS3 PTP ne
tworks, and the public Internet utilizing both content and port encryption.
* Developed and implemented plans to deploy the ELF Technology software platform
to more than 500 law firms nationwide as well as assist with the setup and mana
gement of two other LDCs in Ireland and Australia.
