PESB has reviewed University of Washington-Seattle’s (UW-Seattle) Alternative Routes Proposal, Form 2A. Regrettably, the application does not meet the PESB’s
requirements for a complete and comprehensive proposal.
PESB has provided feedback in the attached document related to the sections of your application that need revision. PESB has also posted the successful Form 2A
applications that have been approved on the Program Support page of the PESB website as exemplars.
If UW-Seattle wishes to make the revisions to the Form 2A application for inclusion on the July PESB agenda, we will need the revised electronic copy sent no later than
close of business on June 2, 2011. We realize that this is a very short turnaround time. If UW-Seattle would rather submit the application for possible inclusion on the
September PESB agenda, the submission date is August 1, 2011.

Dear Patrick,
Thank you for your e-mail. In response to you question, RCW language does not typically address detail and management levels of programs, so generally speaking, you would not find
references to costs there.
One place RCW does address costs (i.e. scholarship amounts) is under RCW 28A.660.050, related to how Conditional Loan Scholarships amounts are set (currently at $8,000). The
availability of scholarships is based on funding levels from the legislature.

supplies, and transportation for the alternative route certification program in which the recipient is enrolled. The board may adjust the annual award by the average rate of resident
undergraduate tuition and fee increases at the state universities as defined in RCW 28B.10.016.
According to the Higher Education Coordinating Board (HECB), the rates for the 2010-11 academic year were approximately $8,531 for the public research institutions (University of
Washington and Washington State University) and $6,113 for the public regional institutions (Eastern, Central, Western Washington Universities and The Evergreen State College).
Therefore, in 2010, the PESB determined the scholarship award would stay at $8,000. The availability of scholarship awards is subject to funding from the legislature.
General information related to costs for Alternative Routes can be found under ESSSB 5695; an act relating to high quality Alternative Routes to teacher certification enacted by the 2001
Legislature:
Sec. 4. (1) The professional educator standards board, with support from the office of the superintendent of public instruction, shall select school districts and consortia of school districts to
receive partnership grants from funds appropriated by the
legislature for this purpose. Factors to be considered in selecting proposals include:
(c) The cost-effectiveness of the proposed program.
PESB has the authority for establishing the criteria for approval of Alternative Route programs. Cost effectiveness of the program is one part of the approval process. Since Alternative Route
candidates have short ( typically 5-6 week summer programs) with the remainder of their program in mentored internships in school settings, it follows that the cost to the preparation
program would be lower than a traditional program. PESB expects to see this difference reflected in Alternative Route program proposals.

Greetings from PESB. With two submission dates left ( May 23, 2011 and August 1, 2011) for your Form 2A applications to be approved by PESB, I am attaching the
updated version of Form 2A, Application to Offer Alternative Routes to Certification which has the MOU section removed.
PESB staff has worked with the Contracts and Attorney General’s offices and I am pleased to let you know that this part of the requirement for your Form 2A application will
be handled by your University with PESB related to data sharing agreements that all approved preparation programs have submitted, or are in the process of submitting, to
PESB. What this means for your college is that this requirement will be handled under an attachment to the data sharing agreement and as such, you do not have to address
it as part of your application.
The attached Form 2A application has been updated to show this change. Please note that all sections have remained the same in terms of the overall application. A new
Section 5 has been added that clarifies the former MOU requirement. The purpose of Section 5 is to clarify the requirement only. You will not have to submit any
documentation under this section.
PESB has also provided an update under Appendix C, related to the status of Route 4 candidates as defined under NCLB. This is for your information and does not require
any additional documentation as part of your application.
We are fortunate to be able to provide you with an exemplar of the Form 2A application prepared by City University of Seattle which was approved by PESB at the January
2011 meeting. This application will provide you with a example of the depth and breadth of the Form 2A proposals that PESB considers adequately addresses the
requirements of the application. As part of this process, PESB staff is happy to provide technical support to you as you prepare your applications.
Please review the Form 2A timetable (attached and below) and if you haven’t already, please let me know when you think you might like to be on the PESB agenda for
approval. If you have any questions, please feel free to contact me.

Yes, but we do not codify the year that the candidates are preparing to meet requirements for admission as a "program" per se. Each candidate is assessed using the individualized teacher
development plan that you develop. This will determine what they need to do to meet the requirements for admission. For example, some candidates may only need to demonstrate
competency through a performance task as they have already passed the WEST tests and have experience as a Para in a Special Ed. classroom (Route 2), while others may need more
coursework etc. To require a fixed curriculum or program for every candidate would not meet the intent of Alternative Routes.
Typically Alternative Route candidates approach a program in the fall before an Alternative Route cohort is scheduled to begin the following June. It takes approximately 8 months to a year
for the career changer to move into an Alt. Rt. program, not only because they have to take and pass the WEST tests, but also because of the requirement of the yearlong mentored internship.
The open exit option is available if they have met the competencies for certification and is only allowed after the ½ year (90 day) point. All Route candidates* are required complete a
minimum of ½ year in a full time, all day/every day, school based mentored internship with a trained mentor teacher. This requires that the candidate re- arrange aspects of their family/home
life because, at a minimum, they will be without salary/benefits etc. for ½ year (unless they are Route 4’s), and will not be able to work outside of the internship.

recently moved passing the WEST-E prior to student teaching as opposed to entering the program. Is it true that all (including Special Ed) alt route candidates need to have passed the WEST-

We are happy to advise you that under the Preparation Program Data Memorandum of Understanding, (also referred to as the PESB Data Sharing MOU), your Alternative Route proposals are
included. What this means for the Form 2A application is you will not have to submit the MOU that was originally included in the Form 2A application packet. When we receive your signed
Preparation Program Data MOU, we will send you an Attachment that will cover the additional reporting requirements for your Alternative Route proposals. We will receive the language for
the Attachment from the Contracts offices shortly and will send it to you with instructions. The content of the attachment will include the following three assurances:
1) Ensure that all candidates accepted into an approved Alternative Routes program have passed required WEST-B and WEST-E assessments as a requirement for admission to program.
2) Provide PESB with all program information in a guided format suitable for inclusion on the PESB recruitment website www.pathways.wa.gov<http://www.pathways.wa.gov>.
3) Provide the PESB with all candidate and Mentor teacher information in a guided format suitable for inclusion in the Alternative Routes Enrollment Table.

We are happy to advise you that under the Preparation Program Data Memorandum of Understanding, (also referred to as the PESB Data Sharing MOU), your Alternative
Route proposals are included. What this means for the Form 2A application is you will not have to submit the MOU that was originally included in the Form 2A application
packet. When we receive your signed Preparation Program Data MOU, we will send you an Attachment that will cover the additional reporting requirements for your
Alternative Route proposals. We will receive the language for the Attachment from the Contracts offices shortly and will send it to you with instructions. The content of the
attachment will include the following three assurances:
1) Ensure that all candidates accepted into an approved Alternative Routes program have passed required WEST-B and WEST-E assessments as a requirement for admission to
program.

2) Provide PESB with all program information in a guided format suitable for inclusion on the PESB recruitment website www.pathways.wa.gov.

Greetings from PESB. I wanted to provide you with an update on the Alternative Route Form 2A approval process as the PESB approved the first applicant at their meeting
today.
PESB has decided that as part of the Form 2A approval process they would like to have a presentation from your programs at their meeting. They are requesting a ten
minute presentation and ask that you highlight the sections of your proposals that address partnerships with districts, need for program, market analysis, recruitment of
underrepresented populations, as well as any other innovations that you want the Board to be aware of related to your Alternative Route program proposals. Please take this
invitation to present as the Board’s endorsement of and interest in your Alternative Route proposals. They are eager to hear your ideas and want to provide you with a forum
to share your work with other PESB stakeholders as well.
In my last correspondence I mentioned that I had heard from our PESB program support staff that some of you would like to talk with current Alternative Route Directors in
regard to their programs. Please feel free to e-mail me if this is the case. I would be glad to help facilitate those contacts.
Below I have provided a review of the process PESB will use related to approving your proposals and the three remaining submission dates. If you have any questions,
please feel free to contact me.
PESB Form 2A Approval Process:
z Submit one hard copy and one electronic copy of the Form 2A application to me at PESB.
z I will submit the application to the PESB Executive Committee who will:
1) Recommend it to the Board as an agenda item, or
2) Return to me with notes. If this is the decision of the Executive Committee, I will work with your institution to address any additional information the Committee feels is
necessary.
z Your Form 2A application will be included as a TAB item on the PESB’s regular agenda and you will be asked to provide the PESB with a ten minute presentation that
highlights the following aspects of you proposal:

As you know, we originally thought that the approval process would follow the previous Alternative Route application process as a consent item on the PESB agenda. The
Executive Committee feels that the Alternative Route proposals bring good examples of innovation in teacher preparation and they want the full Board to have the opportunity
to review the proposals.

with you if there are any areas that are perceived as needing more information or clarification.

This memo provides Public Colleges of Education with information on the extension of the submission deadline for Form 2A, the Alternative Routes application, from May 23, 2011
to August 1, 2011.
During the 2010 legislative session, Governor Gregoire signed Senate Bill (SB) 6696 into law. In part, SB 6696 requires public Colleges of Education in Washington to submit a proposal to
the Professional Educator Standards Board (PESB) to offer Alternative Routes to Teacher Certification. The language in SB 6696 is cited below:
NEW SECTION. Sec. 502. A new section is added to chapter 28A.410

22 RCW to read as follows:
(3) By September 1, 2011, all professional educator standards board- approved residency teacher preparation programs at institutions of higher education as defined in RCW
28B.10.016 not currently a partner in an alternative route program approved by the professional educator standards board must submit to the board a proposal to offer one or more of
the alternative route programs that meet the requirements of RCW 28A.660.020 and 28A.660.040.
To respond to the legislation, PESB developed Form 2A, the Alternative Route program approval application, submission instructions and submission dates for your review. In addition,
PESB staff offered two technical support meetings for Public Colleges of Education in September 2010.
In October 2010, PESB received a request from the Washington Association of Colleges of Teacher Education (WACTE) to extend the deadline for submission of Form 2A for Public
Colleges of Education. PESB has approved this request.
The final submission deadline for Public Colleges of Education to have their proposal to PESB for review and approval has been extended from May 23, 2011 to August 1, 2011.
Below I have provided an updated chart showing the extended deadline for submission of Form 2A.

The Professional Educator Standards Board (PESB) staff is pleased to announce that we will be holding Eastside and Westside technical support meetings for public Colleges of Education in
response to Senate Bill 6696 which requires public Colleges of Education, not already offering Alternative Routes in Washington, to submit a proposal to the Professional Educator Standards

Governor Gregoire signed Senate Bill (SB) 6696 into law during the 2010 legislative session. In part, SB 6696 requires public Colleges of Education in Washington to submit a proposal to the
Professional Educator Standards Board (PESB) to offer Alternative Routes to Teacher Certification. The language in SB 6696 is cited below:

In response to the legislation, PESB has developed Form 2A, the Alternative Route program approval application, submission instructions and submission dates for your review. In addition,
PESB will be scheduling two technical support meetings in early September; one to be held in the Sea-Tac area, and one in Spokane. Your PESB program liaisons will also be at these
meetings to help address any questions you may have.
We are pleased to be able to provide you with the link to the application and submission instructions for your review. I have attached Form 2A to this e-mail as well.
Please review these materials and note any questions you have in regard to the process or the application. I will be out of the office for the week of Aug. 23-27, returning on Aug.
30, 2010. At that time we will be contracting you with the technical support meeting dates and locations. Thank you.
Below I have anticipated some possible immediate questions you may have and provided my responses. I am looking forward to meeting each of you at the technical support meetings in

What is Form 2A and why do we need to submit it?

The new application for PESB approval of an Alternative Route program is called Form 2 A. This new application is needed because in the last legislative session, requirements for
applications for Alternative Route programs were expanded to include all public Colleges of Education and non- higher education entities.
What does this mean for our College?

All public Colleges of Education in Washington will be required to submit a proposal to offer Alternative Routes to the PESB for their review and approval. The College of Education will not
have to implement the program at this point; however they are required by SB 6696 to submit a proposal.
What is the process?

Form 2A is available for your review by opening the link below. I have also attached it as a document to this e-mail. If you have trouble accessing the form, I will be back in the office on
Aug. 30, 2010.
What are the submission deadlines?

Will we have to present at a PESB meeting for approval?
No. The PESB will use the following process to approve your application:
Programs will submit one hard copy of their application to Mea Moore, Director, Educator Pathways for review. I will submit complete applications to the PESB Executive Committee. The
Executive Committee will either recommend a program to be approved as part of the consent agenda at the next PESB meeting or return it to me with comments so I can work with the
program for re-submission.
