Dear Mr. President,
I write to you today urging your immediate approval ofa major disaster declaration for Hampden and Worcester
counties within the Commonwealth of Massachusetts following the devastating tornadoes and thunderstonns that
occurred on June I ,20 II ,causing unprecedented private and public damage.
As you know, I joined my colleagues in the Massachusetts Congressional Delegation requesting that you declare a
major disaster declaration for the communities affected almost two weeks ago. Governor Deval Patrick has also called
for a major disaster declaration and has provided your administration with a comprehensive assessment of the damage
throughout the region. The devastation that I have seen in my hometown of Springfield ,and throughout western and
central Massachusetts is heartbreaking, and warrants a swift and bold federal response.
Following the stonns, the heroic work of our first responders, and the immediate mobilization of 1000 men and women
of the Massachusetts National Guard proved to be an effective means of maintaining stability in the region. But as the
recovery begins, the people of Hampden and Worcester counties of Massachusetts are in need of federal assistance to
start the long process rebuilding their communities and their lives. Neighborhoods that less than a month earlier were
teeming with activity and growth are now left in piles of rubble. Businesses, schools, and institutions that had survived
the turbulence of the economy over the past four years are now faced with an unforeseeable future ahead of them. An
effective federal response to the destruction is essential to help the region overcome the largest natural disaster in a

Massachusetts home are detennined to rebuild and recover. Having visited every community in the tornadoes wake, I
have witnessed a remarkable spirit ofresilience, perseverance and goodwill. However, without the assistance from the
federal government, the challenges facing these courageous men and women will be even greater.
Once again, I urge you to act as quickly as possible to declare Hampden and Worcester counties in the Commonwealth
of Massachusetts eligible for federal disaster assistance.
