Managed Care Plans Tax
Extends for one year the existing tax on total operating revenues of Medi-Cal Managed Care Plans. Results in about $100 million in budget "solution."

Motor Vehicle Fees
Redirects VLF funds used to administer Department of Motor Vehicles (DMV) to support public safety realignment instead; raises motor vehicle registration fees to backfill administrative funds at DMV. Results in about $300 million in budget "solution."

Local Sales Tax
Ends the "revenue exchange period" enacted as part of 2004's "triple flip" Economic Recovery Bond statute. Results in reinstatement of quarter-cent portion of the local sales tax. This, in turn, shifts property tax from local governments back to K-14 education, thereby reducing need for state to make up for loss to education. Overall, results in quarter-cent local sales tax. No loss of revenues to local government or K-14 education. Saves nearly $1 billion in state General Fund costs.

Subject Redevelopment, Part 1
Eliminates redevelopment agencies and provides for orderly wind-down of RDA activities including payment of existing debt and the continuation of pass-throughs. The related bill (AB 27x/SB 14x) creates an alternative ongoing RDA program.

Redevelopment, Part 2
Creates a voluntary alternative RDA program that allows existing RDAs to continue with reforms. The new program requires community remittances to schools, fire districts, and transit districts, of $1.7 billion in 2011-12 and about $400 million ongoing. Results in $1.7 billion budget "solution."
