We, the Delta Theta Rho Chapter of the American Criminal Justice Association Lambda Alpha Epsilon, accept the Grand Chapter s Bylaws, in total, and make certain addit hereafter listed to be made ions applicable for our subordinate chapter.

ARTICLE I:

NAME

1. This organization shall be known as the Delta Theta Rho Chapter of the American Criminal Justice Association Lambda Alpha Epsilon.

ARTICLE II:

OBJECTIVES

A. The Objectives of the chapter shall be to: Improve criminal justice through educational activities. Foster professionalism in law enforcement personnel and agencies. Promote professional, academic, and public awareness of criminal justice issues. Encourage the establishment and expansion of higher education and professional training in criminal justice. 5. Provide a unified voice for professionals in, and students of, criminal justice. 6. Promote high standards of ethical conduct, professional training, and higher edu cation within the criminal justice field. 1. 2. 3. 4.

ARTICLE III:

MEMBERSHIP

A. Qualification For Membership 1. Membership in the Delta Theta Rho Chapter shall be composed of persons who are enrolled in a program of study in thecCriminal Jjustice field at a college oruniversity accredited by a recognized national or regional accreditation association; and persons, approved by the Executive Board of Grand Chapter, involved in volunteer work directly related to the administration of criminal justice. 1.a. For purposes of these bylaws, Criminal Justice field of study is defined by any curriculum that is explicitly or inherently Criminal Justice related. includes This majors with the words forensic, corrections, crime scene, and security .

2. No person s a be cons ere for members p whose occ pat on or act v t es are inconsistent with the aims and purposes of the American Crimina Justice Association Lambda Alpha Epsilon. 3. Any person convicted of a felony may be considered five (5) years after expiration of sentence and must receive approval of the chapter Regional President and two -thirds vote of the Executive Board. 4. No applicant shall be denied membership in the Delta Theta Rho Chapter of the American Criminal Justice Association Lambda Alpha Epsilon for reasons of race creed, color, sex, religion, national origin, physical disability, or sexual orientation. B. Application for Membership 1. Applications shall be completed, signed, and presented to the Delta Theta Rho Chapter Officers. Upon application and endorsement by the chapter sponsors and Officers of the Delta Theta Rho Chapter, completed applications, along with the necessary fees, sha be ll forwarded to the Executive Secretary of Grand Chapter for processing at the designated timeend of each term. 2. The Forty-Six Dollar ($406) Initiation Fee that accompanies the application covers the dues. Each new member will receive a membership certi icate, card, ACJA/LAE pin, decal sticker, f and subscription to the ACJA/LAE National Journal and Newsletter. Each new member will also be added to the National roster. a. There will be a Forty-Six Dollar fee for initiation into the Delta Theta Rho Chapter. Thirty-Six dollars are forwarded to the Grand Chapter. Four dollars are retained by the Delta Theta Rho Chapter.

2. The right to issue honorary membership rests with the voting membership of the Delta Theta Rho Chapter.

NOTE Elected Chapter Honorary Members will not be members of Grand Chapter unless a completed application is submitted, along with the initiation fee, to Grand Chapter.

1. The positions of the officers of the Delta Theta Rho Chapter shall be that of President, Vice President, Secretary, Treasurer, and Sergeant-at-Arms. 2. To be eligible to hold a Chapter office in the Delta Theta Rho Chapter, at leasttwo (2) terms in Criminal Justice Program are required. An officer of the Delta Theta Rho Chapter must be either a full- or part-time criminal justice major.Officers may be nominated for re-election for the same office, or any other office. 2.3. Pending executive approval, any member in good standing may nominate anyother member, including themselves, for office. B. Duties of the Officers 1. The officers of the Delta Theta Rho Chapter shall follow the duties of officers in the Association s Chapter Guide and Robert s Rules of Order and carry them out to the best of their ability as an elected officer. 2. It shall be the duty of the President to appoint a President pro tem for any extended period in which they will be unable to maintain their position. C. Election of Officers 1. Elections of Delta Theta Rho Chapter Officers shall take place at the completion of every second (2nd ) term. The newly-elected officers will work with the present officers until the end of the one (1) week break. The newly elected officers will assume their eleced positions t at the beginning of the new term. This is done so that the newly elected officers can be prepared and informed about their elected positions and to make the transition a much easier task. a. For the purposes of these bylaws, time frames in terms are referring to the standard 10-week term length as defined by the Criminal Justice program at Kaplan College, Sacramento campus. 1.b. An exception can be made to the length of term If every active officer votes in the . affirmative, the unanimous decision serves to cut the term of office to one (1) term. 2. A majority vote of all votes cast must be secured by one nominee to secure election to office. In the case of a tie or divided vote, the names of the members receiving the two highest numbers shall be voted upon again until one has secured a majority vote. 3. The highest office vacant must be filled before passing on to the next office.

ARTICLE V:

COMPOSITION OF DELTA THETA RHO CHAPTER

A. Committees and Chairpersons 1. There shall be Committees set up to handle di ferent and important activities for the Delta f Theta Rho Chapter.

2. Membership to each of the Committees shall be on a voluntary basis and the Chairperson of each Committee shall be appointed by the President of the Delta Theta Rho Chapter. 3. The Chairpersons shall be responsible for reporting to an Officer of Delta Theta Rho Chapter on a bi-monthly basis that is agreed upon by the chapter Officers for each academic term. B. Names and Descriptions of the Committees 1. Career Opportunities Referral Committee is responsible for compiling information on possible career opportunities and part-time jobs for members of the Delta Theta Rho Chapter and to keep in touch with criminal justice organizations on new developments in the criminal justice field. Employment List Services and subscription information is ing available from Grand Chapter. 2. Activities Committee is responsible for all social/athletic activities that shall include guest speakers, trips, movies, TGIF social with a given theme, intramural sports, Induction Banquet, chapter parties, and any other activity that shall be part of the Delta Theta Rho Chapter. is responsible for undertaking all community -service projects representing Kaplan College Criminal Justice Program, and the Delta Theta Rho Chapter of the American Criminal Justice Association Lambda Alpha Epsilon. is responsible for setting up fund raisers for the Delta Theta Rho Chapter to help raise money for chapter activities. Some example may be car washes, bake sales, candy sales, bowl-a-thons, raffles, etc. 3. Public Relations & Membership Committee is to be chaired by the Officers. This Committee shall be responsible for the publicizing of all activities of the Chapter and for screening all applications for membership into the Delta Theta Rho Chap and for Grand ter Chapter. The Committee should check to see that all applications are filled out correctly, signed by the applicant, and signed by the Chapter President and Secretary before they are sent to Grand Chapter for processing. ARTICLE VI: A. Quorum 1. A minimum of 7 members must be present at a general membership meeting for official business to be conducted. , B. All members are to attend general member meetings. Roll will be called or a sign in sheet will be passed around, at every meeting. C. Members must participate in a minimum of two (2) service eventsper term to qualify for paid membership benefits such as trips, etc.

C.1. Service events are defined here as any event hosted or tended by the Delta Theta Rho chapter, with the purpose of public welfare or the advancement of said chapter. These events include any qualified fundraising, mentoring, tutoring, or volunteering progra m. Court-mandated community service is not a qualified program.

ARTICLE VII:

PARLIAMENTARY AUTHORITY

1. Rules contained in the current edition of Robert s Rules of Order, Newly Revised shall govern the Delta Theta Rho Chapter in all cases to which they areapplicable and in which they are not inconsistent with Grand Chapter Bylaws and any special rules of order the Chapter may adopt. ARTICLE VIII: COUNCIL AUTHORITY

1. The authority of this chapter is solely rested in the student body. Outside of the student body, and the faculty advisor, as accepted by the Grand Chapter of the American Criminal Justice Association Lambda Alpha Epsilon, no control can be had over the council. No other governing bodies exist except what has been set by the Officers and Chair ersons of p Delta Theta Rho. This includes program directors and/or dean of students. ARTICLE IX: AMENDMENTS

1. These Bylaws may be amended only after properly being present for reconsideration at a meeting to be voted on at the following meeting. 2. A majority vote of the voting membership present at the meeting shall be necessary to amend any section of these Bylaws. 3. Voting shall be by show of hands. The Secretary shall count all aye (yes) and no votes. If there is any discrepancy in vote count, the Secretary shall call the roll. The members shall declare their vote aye (yes) or no. The Secretary shall record the vote(s) and then repeat them to be sure of their accurate recordation.
