Situation The board of directors will hold a public hearing to gather and consider community input on a proposal to amend Resolution 842 to alter, in part, the specified list of capital improvement projects to be financed with state financing assistance funds received by the district. RCW 28A.530.020 requires a district to hold a public hearing to consider the circumstances that should cause alterations to the specific expenditures listed in a capital bond resolution to be funded with state financing assistance, and to receive public testimony. If the board then determines that any such alterations are in the best interests of the district, it may consider adopting Resolution 1022, amending Resolution 842, at the July 5, 2011 regular board meeting. This public hearing will include staff presentations about a proposal to use state financing assistance funds for projects to consolidate the districts educational, administrative and support facilities into one new community resource center, and to replace the existing cinder tracks at Cascade High School and H. M. Jackson High School with new synthetic tracks. Background The school district has been studying and planning for consolidation of educational, administrative and support services departments into one community resource center for over 20 years. From 2007 to 2009, district staff and consultants prepared extensive programming and feasibility studies to evaluate the functional relationships between various departments and their physical/spatial needs, and to determine whether such a facility was feasible and where it should be located. Beginning in April 2008, former Superintendent Carol Whitehead hosted a series of community meetings wherein she discussed the need for and feasibility of consolidating administrative and support services departments into one centralized facility. The school board selected an architectural consulting firm and commissioned it to design a centralized facility at the southeast corner of the district's Everett Memorial Stadium property. This project was placed on temporary hold by the superintendent in July 2009 due to concerns about funding, principally declining real estate values. Over the last two months the current superintendent, Dr. Gary Cohn, has met with community leaders to discuss the need for such a facility, obtain their input, and gauge their level of support for resuming work on the project. The case statement for the proposed new Community Resource Center is available on the district's web site. The district's recent Management and Operational Review by the Washington Association of School Administrators (WASA) recommended that it should be a district priority to bring administrative services together into one facility to help reduce inefficiencies caused by the current separation of these functions. This recommendation was also included in a 2001 Management and Operational Review conducted by WASA.

The tracks at Cascade High School and H. M. Jackson High School are cinder. The drainage systems of these tracks are no longer adequate, and the track surfaces are often damaged by wet and cold weather conditions rendering them unusable. New synthetic tracks would include new drainage systems and allow year-round use by students and the community. Prior Action The school board met in open session on at least nine different occasions from 2007 to 2009 to discuss various aspects of a consolidated educational, administrative and support services facility. Board discussions included reviewing the programming and feasibility studies, selecting the architect, and discussing many issues related to design of the facility and dealing with contaminated soil found on the site. The board also toured similar office facilities in Seattle, Lynnwood, and Everett. In addition, the current school board met on January 11, 2011 and February 15, 2011 to become more familiar with the project and the work of previous administrations and boards on this topic.
