1he necessitv oí a íree press in a stri·ing democracv like the Philippines has been clearlv
demonstrated o·er the vears. Besides deli·ering up-to-date and iníormati·e news e·erv dav. the press
has been pi·otal in exposing corruption. human rights ·iolations and other injustices. During critical
times oí the elections. media practitioners ser·e as both watchdogs and help desks. re·ealing images
oí election íraud and briberv. íacilitating reports oí ·iolence and ineííiciencv.

lowe·er. it is their own public ser·ice that hinders them írom exercising their right to ·ote. Oíten.
these media practitioners are stationed in diííerent parts oí the countrv to closelv monitor election
e·ents. More oíten than not. thev do not ha·e enough time and capacitv to tra·el to their own polling
precincts and ·ote.

All citizens abo·e 18 vears old. unless disqualiíied bv law. are accorded the right oí suíírage. In the
past and up to the present. special pro·isions ha·e been arranged to grant earlv and absentee ·oting
íor our o·erseas workers. militarv and police personnel who are assigned to períorm duties on
Llection Dav. It is onlv íair to extend the opportunitv to members oí the media.

1his bill seeks to grant media practitioners assigned in areas other than their polling places the right to
participate in the elections through earlv ·oting.

íor ad·ance ·oting in certain areas and oí certain sectors. including the media. detainees and
uniíormed personnel. (ongress. howe·er. íailed to pass a reconciled ·ersion oí louse Bill 6928 and
Senate Bill 35¯0. It is hoped that this measure will be gi·en prioritv under the new (ongress.

SLC1ION J. 1itle. - 1his Act shall be known as the íarty 1otivg tor Meaia .ct ot 20]0.

SLC1ION 2. Declaration of Policy. - All lilipino citizens at least eighteen vears old. unless
disqualiíied bv law. are accorded the right oí suíírage. 1he State ensures equal opportunitv to all in
order to exercise this íundamental right. 1his includes special cases wherein citizens. carrving out
public ser·ice. cannot cast their ·otes on election dav.

SLC1ION 3. Coverage. - Anv registered ·oter. bv reason oí his´her duties as member oí the
media. who cannot cast his´her ·ote on election dav mav ·ote in his´her municipalitv or citv in
ad·ance.

SLC1ION 4. Requirements. - 1hirtv davs beíore the election. oííicers oí media establishments
shall submit to the (ommission on Llections (OMLLL(, a list oí members oí their media staíí who
will be assigned awav írom their polling place and will not be able to ·ote on Llection Dav but desire
to exercise their right to ·ote. Upon ·eriíication bv the (OMLLL(. the media practitioners. all oí
which must be registered ·oters. must íill up an application íorm íor earlv ·oting.

SLC1ION 5. Voting procedures. - 1hose qualiíied to ·ote earlv mav cast his´her ballot in the
Oííice oí the Municipal´(itv Llection Registrar where he´she is registered during oííice hours within
íourteen 14, working davs beíore the dav oí elections. le´she will be allowed to ·ote íor as manv
positions a·ailable. as anv other qualiíied ·oter.

SLC1ION 5. Implementing Rules and Regulations. - 1he (OMLLL( shall promulgate the
necessarv rules and regulations to implement this Act.

SLC1ION 6. Appropriations. - 1he budget needed to implement pro·isions oí this Act shall be
included in the annual General Appropriations Act.


SLC1ION JJ. Constitutionality. - Should anv pro·ision oí this Act be declared in·alid or
unconstitutional. the ·aliditv or constitutionalitv oí the other pro·isions shall not be aííected therebv.

SLC1ION J2. Repealing Clause. - All laws. decrees. letters oí instructions. resolutions. orders.
ordinances or parts thereoí which are inconsistent with the pro·isions oí this Act. are herebv
repealed. amended. or modiíied accordinglv.

SLC1ION J3. Lffectivity. - 1his Act shall take eííect íiíteen 15, davs aíter its publication in two
2, newspapers oí general circulation.
