INTRODUCTION 1. Overview of CC in Vietnam Vietnam is a tropical country which has a land area of y 320.000 km2 and a coastal line of 3.260 km. Vietnam is regarded as one of five countries most affected by CC. Thanks to ADB and other donors Vietnam have many donors, projects on CC mitigation and adaptation. 2. The role of The Ministry of Planning and Investment The MPI plays the role of state management over the domain of p planning g and investment, , including: g p providing g comprehensive advice on the country-level socio-economic development strategies; management of official development assistance. assistance Environment protection is one of 4 pillars of five years socio-economic plan 2006-2010.

It supplies water for many purposes: domestic activities, industry, y p p y power and tourism. • With rapid economic growth, Dong Nai river and other rivers i th b i h i in the basin have b been overexploited and most of l it d d t f them are heavily polluted, especially in cities and industrial zones. • Local people understand the role of forest and water resource protection but their income is very low so that they still deforest f their needs. f for

PES IN DONG NAI RIVER BASIN 2. Objectives of pilot PES policy • Establish the basis for the development of legal framework for a national policy on PES to be applied in Vietnam • Clearly define the responsibilities and benefits of the providers and users of environment services. • Broaden awareness of local people and companies in environment protection • Mobilize additional resources from society to protect environment

Proposed measures in implementing PES • Under the scheme, hydro-electricity plants will pay 0.125 US cents per kilowatt, water company 0.25 cents per litter of p water and ecotourism companies 0.5-2% of revenue. 80% of the revenue will go towards local people, the “sellers”; the rest will go towards overheads and scientific monitoring. • Persuade local people to switch from crop like cashew, which cause greater soil degradation an erosion (which pollutes the river) but give high cash yields to crops like yields, bamboo. • Integrate PES terms into Biodiversities Law (2009)
