Outline
• Status of water resources in Vietnam • Climate Change Adaptation in Vietnam & in Huong River Basin (HRB) • Roles of Department of Water Resource Management (DWRM) • Main issues on Water and Climate Change Adaptation in th Ad t ti i the HRB • Ongoing / Planned Water and Climate Change Adaptation Initiatives in the HRB • Expectations from the Regional Knowledge Hub (NAHRIM) and its Network • Proposed collaboration with NAHRIM

Status of Water Resources in Vietnam
- Average rainfall: 1,960mm - Vietnam has 2,372 rivers (length of >10 km) 13 rivers (total basin areas > 10,000 km2) - Annual mean flow: 847 billion m3 (appx. 60% generated from outside of Vietnam) - Uneven distribution of water resources over time and space p - rainy season: 70-90 % - dry season: about 10-30 % - Underground water: total p g potential reserves for exploitation p is nearly 50 billion m3 per year - Water pollution situation: varies - has signs of being p g g polluted ( g water from rivers (e.g. running through urban and industrial areas) - be highly polluted (e.g. water from Nhue-Day and Dong Nai River basin) - seriously polluted (e.g. underground water in Hanoi)

Climate change adaptation in Vietnam
- Signed agreements and ratify International Climate Change related conventions - Establishment of Steering Committee on Clean Development Mechanism (CNECB) (4/2003) - Establishment of Steering Committee on Implementation of UNFCCC, KP (4/7/2007) - 21 scenarios to mitigate glasshouse gas: gy (reduce CO2) - 15 on energy ( - 3 on agriculture (reduce CH4) - 3 on forestry (increase carbon-absorption pool) - Programs for drought and flood mitigation in Central Coastal areas - Capacity building for National Focal Point on CC

Climate Change Adaptation in Huong River Basin (HRB)
- S l ti Solutions for climate change adaptation: f li t h d t ti + in coastal areas + in socio-economic development water socio economic development, resources, agriculture and forestry, etc. - Integration of climate change adaptation programs into an integrated management strategy for coastal areas, areas land use and water resources schemes etc schemes, etc.

Roles of DWRM
- Implement water resources plan for major economic areas, ensuring a sustainable use of water resources. - Implement plan for water resources preservation and development; for water related disaster prevention and mitigation in economic zones and in areas being prone t natural calamities (such as flood and to t l l iti ( h fl d d drought) - Supplement objectives and solutions for climate change adaptation in the National Strategy on Water Resources up to the year 2020; prioritizing water R h 2020 i ii i scarce areas in central part of Vietnam

Main Issues on Water and Climate Change Adaptation in the Huong River Basin
Main issues on Water
+ Shortage of water in dry season + Flood/Inundation caused by heavy rain g g + Pollution due to discharging activities from communities near the rivers + Serious salt water intrusion in dry season p + Problem on WR exploitation and allocation management.

Main issues on climate change adaptation + Inadequate of a legal framework for WRM
+ Limited awareness on climate change + Limited budget for activities on climate change adaptation

Ongoing / Planned Water and Climate Change Adaptation Initiatives in the g p Huong River Basin
Ongoing Adaptation Initiatives + Migrate residents from flood prone areas to a
safe place + Construct dam for saltwater intrusion prevention and flood diverting during rainy season + Establish Storm/Flood Preparedness and Prevention Committee

Planned Adaptation Initiatives + Assess damage in entire basin due to climate change
+ Protect coastal areas, plant protection forest + Build capacity in natural calamity early warning + Integrate solutions in climate change adaptation into regional development strategies

Expectations from the Regional Knowledge Hub (NAHRIM) and its Network
Climate change projections a. Sharing data and information on CC b. Capacity building on application of models for CC projections Impact assessments a. Exchange experiences on Vulnerable and Adaptation Assessment to CC b. Methodologies for assessment of CC impacts on WR daptat o st ateg es Adaptation strategies a. Develop/modernize Early Warning Systems on natural calamities b. b Improve water supply and drainage systems c. Migrate/Move and resettle residents from areas prone to natural calamities

Proposed collaboration with NAHRIM
Collaboration with NAHRIM should focus on - Identification of climate change vulnerability challenges and opportunities - A li ti of models for impact assessment Application f d l f i t t - Development of Decision Support System in adaptation to climate change - Training for climate change adaptation - Capacity building for IWRM
