Symptoms
A Windows 2003 Small Business Server may shut down unexpectedly if setup was not completed correctly. You may receive the following errors in the event viewer: Event ID: 1013 Source: SBCore Description: "This computer must be configured as a domain controller. To prevent this computer from shutting down in the future, run Setup on the disk that you used to install the operating system to configure the computer as a domain controller." Event ID: 1014 Source: SBCore Description: "This computer must be configured as a domain controller. It will be shut down in 60 minutes. To prevent this computer from shutting down, run Setup on the disk that you used to install the operating system to configure the computer as a domain controller." Event ID: 1014 Source: SBCore Description: "This computer must be configured as a domain controller. It will be shut down in 30 minutes. To prevent this computer from shutting down, run Setup on the disk that you used to install the operating system to configure the computer as a domain controller." Event ID: 1001 (Our Case) Source: SBCore Description: "The server was shut down because it did not comply with the EULA. For more information, contact Microsoft."

Cause
This issue can occur if the Windows 2003 Small Business Server integrated setup was not completed. Windows 2003 Small Business Server must be a domain controller and hold all FSMO roles for the domain. In order to facilitate migration from an existing domain, the Small Business Server can function for 7 days after installing without being promoted to a domain controller. After that time, the Small Business Server must be promoted to a domain controller using the integrated setup. If the integrated setup is not completed, the SBCore service will initiate a shut down of the server.

Resolution
To resolve this issue, complete the Windows 2003 Small Business Server integrated setup. To access integrated setup, select "Windows Small Business Server 2003" in the Add/Remove Programs applet in the Control Panel.

Adding every VM image to Domain is not practically possible so I did some search to bypass this process and found the alternate solution for our problem. I mentioned it below in detail.

Drill down to the Process Of Shut Down


The service "SBCore" is responsible for (after 1 week) rebooting your computer every hour until you become a domain controller. To avoid this, you need to create file that will taskkill sbscrexe.exe until it no longer automatically restarts.

How to Kill SB Core Process


Tools youll need Process Explorer from http://technet.microsoft.com/en-us/sysinternals/default.aspx SBS Core Services will be restarted automatically once the process is killed. To overcome this problem, use Process Explorer to suspend the process with the name SBSCREXE.EXE After that, we will need to disable/restrict the process from being automatically restarted. Run RegEdit32.exe and expand the nodes until you see the following folder: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\SBCore Right click on SBCore, choose permissions and give the Administrators group on the local machine full access. F5 to refresh and you will see some new values in your right window. On the right window of the Registry Editor, select the Start DWORD and change it from 2 to 4 and this value will sets the service to the Disabled mode. Next, go back to process explorer, and kill the sbscrexe.exe process. If you do accordingly this method, you will have your SBCORE Services disabled by now.
