cent between June 2021 and
June 2022. All 50 states have
had average fuel prices that
exceed $4 per gallon, with
many even surpassing the $5

On Labor Day weekend,
the average price for a gal-
lon of gas in New York State
was $4.02 compared to a na-
tional average of $3.79. In the
four-county GLOW region,
prices ranged from $4.17 in
Genesee County to $4.19 in
Livingston. Orleans and Wy-
oming counties were each at
$4.18 per gallon as of Sept. 4.
People are taking what-
ever steps necessary to con-
serve fuel. One of the con-
siderations they may have
overlooked is vehicle main-
tenance. Poor vehicle per-
formance adversely affects
fuel economy. Here’s how to
maintain a vehicle with an
eye toward conserving fuel:
PROPER TIRE INFLATION
The U.S. Department of

This summer saw record
highs across upstate New
York. Batavia set its all-time
high price for a gallon of gas
on June 13, with a cost of $4.92
per gallon. In Rochester, the
record high of $4.99 per gallon
was reached on June 15, while
Buffalo saw a high of $4.91 on
June 12.
June marks the beginning
of the summer travel season in
many areas, and this year the
fuel costs in most parts of the
United States were averaging
$5 per gallon.
Prices have been decreas-
ing through much of the sum-

ers may admit that winter
is generally a less desirable
time to take to the open road.
The elements factor heav-
ily into that reputation, as
fewer hours of daylight, snow
and ice are just some of the
variables that can make it
less enjoyable, and poten-
tially more dangerous, to
drive in winter.
In anticipation of adverse
driving conditions, vehicle
owners can take various
steps to prepare their cars
and trucks for winter.
n Upgrade your wiper
blades. Perhaps nothing is
compromised more than vis-
ibility when driving in winter
compared to other times of
year.
Snow makes it hard to
see when driving, but fewer
hours of daylight also can af-
fect visibility.
The Insurance Institute for
Highway Safety reports that
about half of all fatal crashes
occur between 6 p.m. and 6
a.m., even though the num-
ber of drivers on the road
during those hours is consid-
erably lower than it is during
the daytime.
The difficulty of driving at
night is even more significant
when wiper blades are not
up to the task of keeping rain
and snow off drivers’ wind-
shields.
Prior to winter, inspect
wiper blades and upgrade
them, if necessary. Streaks
left on a windshield are a tell-
tale sign that blades need to
be replaced.

What car buyers should know about the tax credits for EVs

It’s called the Inflation Re-
duction Act of 2022 but one
of its primary goals is to fight
carbon emissions by, among
other things, giving Ameri-
cans incentives to buy zero-
emission vehicles. After pass-
ing both houses of Congress,
the bill was signed Tuesday by
President Biden.
Not everyone’s thrilled
with the end result. The auto
industry and environmen-
tal advocates have groused
about the legislation, with
car manufacturers calling the
incentives package a “missed
opportunity” for limiting it to
cars built in North America,
among other gripes. Environ-
mentalists say the act could
have done more to make
clean-running cars affordable
and accessible.
But for consumers thinking
about going electric, the in-
centives it contains could tilt
the math in favor of nabbing
that new Model 3 or F-150
Lightning sooner rather than
later.
A big caveat: Because of
the restrictions on the types
of cars that qualify for the tax
credit, don’t expect a great
number of Americans to file
for the incentives — at least
not initially.
Here’s what we know about
the expected tax credit and
what it means for car buyers.
What incentives do the new
legislation offer for EV buyers?
Starting Jan. 1, low- and
middle-income Americans
would be eligible for a $7,500
tax credit for buying a new
clean-air vehicle — a desig-
nation that includes hydro-
gen fuel-cell vehicles as well
as battery electrics — and
$4,000 for buying a used one.
The credits will be limited to
single tax filers with an adjust-
ed gross income of $150,000
or less, married couples fil-
ing jointly with an income of
no more than $300,000, and
individuals who file as the
head of a household, making
$225,000 or less.
Beginning in 2024, car buy-
ers can take the tax credit as
a discount at the time of the
purchase. What vehicles will
be eligible for the tax credit?
The credit can’t be used for
the priciest vehicles — only
clean-air cars with a manu-
facturer suggested retail price
of as much as $55,000 and
$80,000 for SUVs and trucks.
That disqualifies some of the

Hummer EV and the BMW i4.
